DECLARATION
of 17 December 2015
on the requirements of cryptographic keys and authentication certificate
According to Section 26 (g) of Act No. 328 / 1999 Coll., on Civil Documents, as amended by Act No. 559 / 2004 Coll., Act No. 227 / 2009 Coll., Act No. 424 / 2010 Coll. and Act No. 318 / 2015 Coll.:
The cryptographic keys corresponding to the authentication certificate that can be entered in the contact electronic civics chip are created and used using the RSA algorithm with a key length of 2048 bits in accordance with the PKCS # 1 v2.2: RSA Cryptograph Standard of 27 October 2012.
Authentication certificate, which can be entered in the contact electronic chip of the ID card, contains:
(a) the name and, where appropriate, the names of the holder of the identity card;
(b) the special characteristics of the holder of the identity card, where the purpose of the authentication certificate so requires;
(c) the trading firm or the name or name or, where applicable, the names and surnames of the entity which issued the authentication certificate and of the State in which it is established;
(d) the number of the authentication certificate unique to the entity that issued the authentication certificate; and
(e) the start and end of the authentication certificate.
(1) The Authentication Certificate, which can be entered in the contact electronic chip of the ID card, is created and used using the shading function SHA-2 with the length of the hash 256 bits, 384 bits or 512 bits in accordance with the standard FIPS PUB 180-4: Secure Hash Standard of August 2015 and using the RSA algorithm with the length of the key 2048 bits in accordance with the standard PKCS # 1 v2.2: RSA Cryptograph Standard of 27 October 2012.
(2) The Authentication Certificate, which can be entered in the contact electronic chip of the ID card, is created, stored and used in a format established in accordance with RFC 5280: Internet X.509 Public Key Infrastructure Certificate and Certificate Revocation List (CRL) Profile of May 2008.
(3) The cryptographic keys and the application for the issuance of an authentication certificate are generated through the contact electronic chip of the identity card.
Efficacy
This Decision shall enter into force on 1 January 2016.
