of 19 September 1990
supplementing Act No. 40 / 1974 Coll., on the National Security Corps, as amended by Act No. 74 / 1990 Coll., and on certain measures to deal with infringements under the jurisdiction of the Czech and Slovak Federal Republic
The Federal Assembly of the Czech and Slovak Federal Republic decided on this law:
1. The central authority of the state administration in the infringement proceedings of the Czech and Slovak Federal Republic is the central authority of the state administration of the Czech and Slovak Federal Republic, the branch of the state administration on which the obligations arising from the offence have been violated.
2. In block proceedings they may impose and collect fines for offences
(a) commanders of border guards' services and units in the performance of tasks related to border control;
(b) members of the National Security Corps carrying out tasks in the field of airport control and border control;
d) Chiefs of the district (municipal, district) military administrations carrying out tasks on the defence section of the Czech and Slovak Federal Republic.
3. The authorities of the Czech and Slovak Federal Republics authorised to impose and collect fines in block proceedings collect penalty blocks from the respective district (district) financial administration.
4. The proceeds of fines are in the state budget of the Czech and Slovak Federal Republic.
5. Infringements in the fields of competence of the Czech and Slovak Federal Republic and their consideration by the authorities of the Czech and Slovak Federal Republics are subject to general rules on the negotiation of offences. 2)
This Act shall take effect on 1 November 1990.
