on technical installations and the labelling of wood packaging material and amending Decree No. 334 / 2004 Coll., on plant protection mechanisation products
The Ministry of Agriculture provides pursuant to § 88 (1) (c) of Act No. 326 / 2004 Coll., on Phytosanitary Care and on the Amendment of Certain Related Acts, as amended by Act No. 245 / 2011 Coll., ("the Act '):

DECLARATION ON TECHNICAL DEPARTMENTS AND NOTIFICATION OF WOOD OBAL MATERIALS
§ 1
Subject matter
This decree regulates
(a) the particulars and model of the mark for the marking of wood packaging material, hereinafter referred to as "the mark,"
(b) the method of marking of wood or wood packaging material;
(c) technical and technological requirements for technical equipment and the elements of the technological process;
(d) the technological requirements for the marking of wood packaging material and the nature of the process.
§ 2
Requirements and model of the mark
[K § 69a (5) (a) of the Act]
(1) The model of the mark is set out in Annex 1 to this Decree.
(2) The positions of the symbols shall conform to the models set out in Annex 1 to this Regulation. The design of the mark shall be such that it is visible and legible without the use of visual aids.
(3) The mark must not contain any other information inside the enclosed space.
§ 3
Method of labelling, technological requirements for the marking of wood packaging material and the particulars of the process
[K § 69a (5) (a) and (c) of the Act]
(1) The marking of wood packaging material must be legible, durable, non-transferable and placed in a visible place, on at least two opposite sides of the packaging. It shall not be written manually or in red or orange.
(2) The methods of marking wood packaging material are set out in Annex 1 to this Decree.
(3) The technological requirements for the marking of wood packaging material and the details of the technological procedure are set out in Annex 2 to this Decree.
§ 4
Technical and technological requirements for technical equipment and equipment of the technological process
[K 69a (5) (b) of the Act]
(1) The technical equipment must be both constructively and functionally fit to carry out the treatment.
(2) The technical equipment must be capable of achieving the specified temperature value as set out in Annex 3 to this Regulation.
(3) The technical equipment must be equipped with recording equipment for the acquisition, storage and storage of data demonstrating compliance with minimum requirements and demonstrating compliance with the minimum temperature and time requirements laid down for the treatment of the technical requirements set out in Annex 3 to this Regulation.
(4) The technological procedure for the treatment of wood packaging material must include the elements listed in Annex 3 to this Decree.
(5) The technical and technological requirements for technical equipment for the treatment of wood packaging material are set out in Annex 3 to this Decree.
(6) Only wood on which no bark is found may be used for the manufacture of treated wood packaging material, except for any quantities visually separated by clearly distinct small pieces of bark, provided that:
(a) less than 3 cm (regardless of length); or
(b) wider than 3 cm with a total surface area of a single piece of bark of less than 50 cm2.

Details and model of the mark and methods of marking of wood packaging material
Make
1. the marking mark for wood packaging material shall contain the following symbols:
(a) IPPC symbol - the appearance of the symbol must be followed as shown below, it must be placed to the left of the other parts of the mark and separated by a vertical dividing line.
(b) The country code - is the two-letter ISO code of the country (in the template referred to as "CZ") in which persons using the eligible technical equipment or persons eligible for the designation of wood packaging material are registered, or wooden packaging is manufactured and labelled. The country code must be separated by a dash from the person code.
(c) the code of the person (in the model shown as "000") using the eligible technical equipment or persons eligible for the designation of wood packaging material is the code number assigned by the plant health authority.
(d) The treatment code (in the template referred to as "HT") is given after the combination of the country codes and the person code. It shall be shown on a separate line or separately after the dash if it is shown on the same line as the other codes mentioned. For the Czech Republic, the treatment code is "HT."
2. The mark shall be in the shape of a rectangle or square and shall contain within the boundaries a vertical line separating the IPPC symbol from other components and symbols of the mark. The graphical representation of the mark shall conform to the model of the internationally recognised mark referred to in point 3.

Means of marking wood packaging material
A. Labelling of new treated wooden packaging
1. The marking of wood packaging material shall be made from its outside. The marking shall be made by burning, stamping, printing, spraying or paint coating.
2. If the wooden packaging is composed of various components, the resulting composite unit is considered to be a single complete label. On a composite assembly of wood packaging material made of treated wood as well as processed wood material which does not require treatment, the mark may be placed on parts of processed wood material to ensure that the mark is visible and of sufficient size. This brand application procedure is used only for complete wooden packaging units.
B. Marking of auxiliary wood
Auxiliary wood marking options:
- the use of a mark on pieces of auxiliary wood along their whole length at very short intervals, so that one whole mark is placed on each component of that wood after cutting to its final length,
- the additional use of the mark on the treated auxiliary wood after it has been cut may only be carried out if the person performing this activity complies with the requirements of Section 69 of the Act.
C. Labelling of repaired or reworked wood packaging material
1. For repair purposes (replacement of up to one third of wood packaging components) and re-use (replacement of more than one third of wood packaging components) of wood packaging, it is possible to use a maximum of three marks of different persons authorised to carry out the marking.
2. Where treated wood packaging material is used for repair, each added or replaced component shall be individually marked in accordance with Section 3. If untreated wood is used for repair, the following procedure shall be followed:
3. If untreated wood packaging material is used in the repair or reprocessing of wooden packaging, any previous marks shall be removed from it. Such wood packaging must be subjected to the prescribed treatment and then marked with a mark conforming to the model in this Annex.
4. In the event that the replaced components do not comply with the requirements for the treatment of wood packaging material or it is difficult to establish the origin of the wood packaging material or its components, the whole wood packaging shall be re-treated, its original marks removed (for example, by priming or grinding) and the wood packaging marked with a new corresponding specimen in this Annex.
D. The above methods are not applicable to new material not subject to labelling requirements. These are:
(a) wood packaging material made exclusively of thin wood of a thickness of 6 mm or less;
(b) wood packaging material made entirely of processed wood material such as plywood, plywood, plywood, OSB plates or veneer made using glue, heat or pressure, or combinations thereof;
(c) wine barrels and spirit drinks which have been heated during manufacture, provided that this is provided for in the international treaty, which is the Czech Republic),
(d) gift boxes for wine, cigars and other commodities made from wood which have been processed or produced in a manner that makes them free of harmful organisms, provided that the international treaty, which is the Czech Republic bound by 1) provides for this;
(e) sawdust, shavings and wood wool; or
(f) wood components permanently connected to means of transport and containers.

Technological requirements for the marking of wood packaging material and the nature of the process
1. Technological requirements for marking wood packaging material:
Only wood packaging made from wood packaging material treated by persons authorised to carry out heat treatment of such material or wood packaging manufactured which has been treated only by such persons may be marked.
2. The elements of the technological procedure for marking wood packaging material:
(a) identification of the manufacturer of wood packaging material within the scope of § 87 (4) (a) to (c) of the Act;
(b) the type of wood packaging produced;
(c) a description of the production and labelling of wood packaging material of wood which has been treated against harmful organisms and has either been marked or accompanied by evidence of treatment carried out by the operator of the competent technical plant and its storage;
(d) a description of the manner and duration of the storage of documents of the purchase of wood so treated, showing that only wood which has been treated in accordance with the requirements laid down by law has been used for the manufacture of wood;
(e) a description of the method, time and place of marking of the wood packaging material;
(f) the date of development of the technological process and the signature of the responsible person.

Technical and technological requirements for technical equipment and equipment of the technological process for treating wood packaging material
1. Technical requirements for technical equipment:
1.1. The minimum temperature to be reached by the technical device shall be 56 ° C for a minimum period of 30 minutes. This temperature must be achieved continuously throughout the wood profile, including its core.
1.2 The technical equipment shall be equipped with a recording device to measure the temperature of the wood core, with at least one temperature probe to measure the temperature of the inside of the technical equipment and at least one temperature probe to measure the temperature in the wood (in its core). The recording device may either be part of the control unit of the technical equipment or as an additional fitting of the technical equipment used for that purpose according to its operating instructions.
2. Technological requirements for technical equipment:
2.1 The temperature probe for measuring the wood temperature in the core is placed in the coldest place of the technical equipment chamber or in the largest possible vicinity of the site. The coldest place in the chamber is determined on the basis of the result of the control measurement of the phytosanitary administration.
2.2 The measurement of the minimum required treatment time (i.e. 30 minutes) shall start from the moment the temperature of the recording equipment is 56 degrees. For this minimum period the temperature shall not fall below that specified value.
2.3 In the case where the technical equipment is equipped with multiple temperature probes, the measurement shall start at the moment when the temperature on all probes reaches 56 degrees, followed by the procedure described in paragraph 2.2.
3. Required technological procedure for the treatment of wood packaging material:
(a) identification of the technical installation operator within the scope of § 87 (3) (a) to (c) of the Act;
(b) a brief description of the technical equipment;
(c) the means of identification of the technical equipment and its location;
(d) a description of the treated material (sawn wood, wood packaging material, packaging);
(e) a description of the measuring instrument to monitor the temperature reached in the core of treated wood packaging material;
(f) number of probes to monitor the temperature and its location in the technical equipment;
(g) the way in which treatment is carried out;
(h) a description of the method of obtaining, storing and storing data demonstrating compliance with minimum requirements (e.g. type, number of probes), reaching a minimum temperature of 56 ° C continuously throughout the wood profile for at least 30 minutes, the manner, time and place of marking of wood packaging material (after treatment, during dispatch, at the consignee),
(i) storage of wood packaging material after treatment;
(j) the date of development of the technological process and the signature of the responsible person.
