DECLARATION
of 8 November 2012
amending the Order of the Czech Mining Authority No. 75 / 2002 Coll., on the safety of the operation of electrical technical equipment used in mining and mining activities
The Czech Mining Authority provides pursuant to Sections 5 (3) and 6 (6) (a) of Act No. 61 / 1988 Coll., on Mining Activities, Explosives and State Mining Administration, as amended by Act No. 542 / 1991 Coll.:
Decree No. 75 / 2002 Coll., on the safety of the operation of electrical technical equipment used in mining and mining activities, is amended as follows:
1. Paragraph 1 (1) reads as follows:
"(1) The Decree lays down requirements to ensure safety and health at work and safety of operations (hereinafter referred to as" safety of work and operation '), including safety of operation of electrical technical equipment (hereinafter referred to as "electrical equipment') used in mining, mining activity (1), handling and operations related to explosives, such as substations, compressor stations, service stations, metering and security switchboards. '
2. Paragraph 7 (1) reads as follows:
"(1) Installation of class electrical equipment A is performed according to the project documentation of the device. After assembly, the electrical equipment may be put into service only after processing of the project documentation in the Czech language corresponding to the actual condition which contains at least:
(a) a location plan with a graphical layout of electrical stations, distribution facilities, appliances, cable distribution, communication and security facilities and spatial demarcation of the external influences of the environment, in the underground along with wind travel marking;
(b) a technical description and diagram of the wiring of the electrical equipment, indicating:
1. the method of protection against electric current injury (28), network configuration, specification of electrical equipment and cables used,
2. data on voltage losses and short-circuit ratios;
3. data on short-circuits for cable lines above 1 kV AC or 1,5 kV DC and in the spaces referred to in Article 4 (1) (a);
4. specified types of supercurrent protection and their set values;
5. the apparatus used, the protective relays and the means of checking the condition of electrical equipment and networks, their setting,
6. shielded cables used to determine their points of connection or ground conductive layers (ecran),
7. the implementation and required values of protective ground,
(c) the signature of the designer by the installation of electrical equipment (Section 9 (7)), confirming his consent to the project documentation, the registration number of the designer's certificate and the date of signature;
(d) in the case of modifications to the project documentation corresponding to the actual condition, the signature of the designer by installing electrical equipment to which he confirms his agreement with the amendments in question, the registration number of the designer certificate and the date of signature; This shall not be required for changes made to electrical equipment already operated in accordance with paragraph 5 if the requirements of paragraph 6 are met. ';
The amendment to Decree No 75 / 2002 Coll. was notified in accordance with Directive 98 / 34 / EC of the European Parliament and of the Council of 22 June 1998 laying down a procedure for the provision of information in the field of technical standards and regulations and rules for information society services, as amended by Directive 98 / 48 / EC.
Efficacy
This Decree shall take effect on 1 December 2012.
