on the tasks of the national committees in providing elections for councils in municipalities
The Ministry of Interior of the Czech Republic provides pursuant to § 57 paragraph 1 (a) of the Act of the Czech National Council No. 368 / 1990 Coll., on elections to councils in municipalities:
Creating and announcing electoral districts
(1) Local, urban and district national committees (hereinafter referred to as the "local national committee") create electoral districts to ensure the conditions for a smooth and rapid voting process.
(2) The electoral district shall be established while maintaining natural territorial and building units, so as to include as a general rule a maximum of 1000 voters. 1) The lowest number of voters in the constituency will be determined by the local national committee according to local conditions. Election districts with more than 1000 voters, but most with 1100 voters, can be created only exceptionally with regard to the character of the village building or its parts.
(3) Election districts in the municipality are marked with a serial number. Numbering shall be carried out in one numerical series by Arabic numerals.

Creating constituencies
(1) Electoral circuits can only be created to cover the entire electoral districts.
(2) Election circuits are created with a view to the preservation of natural territorial and building units, the nature of the settlement and local practices. Election districts for district (local) councils in the capital of Prague, in the cities of Brno, Ostrava, Plzeň and Ústí nad Labem and in other cities with special status3 are created in principle in such a way that they can be included without division in the electoral districts for elections in the council of Prague or in the councils of those cities.
(3) Election circuits shall be marked with a serial number. Numbering shall be performed in one numerical series by Arabic numerals starting with number 1.
(4) If the boundaries of the constituency are not the same as those of the municipality or parts thereof, the constituency shall be defined according to the characteristic departments, in particular railway lines, watercourses, housing areas, streets and home numbers.
Creating electoral lists
(1) To draw up the electoral lists, the local national committee will use the electoral lists from the June 1990 elections to the legislative bodies as a basis. It shall update these documents on the basis of its own population records, local inquiry and the results of any opposition proceedings.
(2) The local national committee shall inform citizens of the places where the list of voters is unloaded, in particular with notices, local radio and local press.
(3) The local national committee shall close the completed and detailed electoral lists not later than 12 hours before the vote. The President of the local national committee or the person authorised by it shall sign the electoral lists and indicate the total number of voters enrolled and when the list has been closed.
(4) The local national committee shall transmit the electoral lists to the chairmen or their authorised members of the district electoral commission no later than 2 hours before the vote begins.
(5) If, on the day of the election, a voter who was not included in the electoral list arrives in the election room and proves his right to vote in the district by a civil (personal) card, the District Electoral Commission will add him to the electoral list.
Ensuring and equipping electoral rooms
(1) The local national committee will provide an election room and equipment for each electoral district.
(2) The flag of the Czech and Slovak Federal Republic and the Czech Republic will be displayed on the building in which the election room is located and the inscription "Election room." The entrance to the polling room will be marked for which electoral district it is intended for.
(3) In a building in which there is an election room, a ballot will be displayed in a visible place marked "Model."
(4) There is a national flag of the Czech Republic and a great national emblem of the Czech Republic in the election room.
(5) There must be an election room
(a) separate voting lists, the number of which has been determined by the Regional Electoral Commission; there are tables, shelves and office supplies for editing ballots in these premises,
(b) a mailbox and a portable mailbox; a portable ballot box shall be used to vote for voters who, for serious health reasons, are unable to attend the ballot room,
(c) electoral lists and necessary forms for the minutes of the District Electoral Commission on the progress and outcome of the vote;
(d) a sufficient number of ballots and envelopes bearing the stamp of the local national committee and the signature of the President or an authorised member of the District Electoral Commission;
(e) tables and office supplies for the work of the District Electoral Commission.
Security of the printing of ballots
The local national committee provides printing of ballots through the district national committee usually in designated printers, which will be communicated to the national committees by the Ministry of Interior of the Czech Republic.
Storage of ballots and other electoral documents
(1) The competent municipal authority (4) shall keep separate ballots and envelopes used and not used until 31 December 1990; then ballots and used envelopes may be destroyed.
(2) The electoral lists drawn up for election to councils in municipalities shall be kept with the relevant municipal authorities (4) for use for possible additional or new elections; other electoral documents shall be handled in accordance with a special rule. 5)
Efficacy
This decree shall take effect on the day of its publication.
