Slovak National Council
of 11 April 1960
amending the Law of the Slovak National Council on elections to the Slovak National Council
The Slovak National Council decided on this law:
Act of the Slovak National Council No. 7 / 1954 Coll. SNR, on elections to the Slovak National Council, is amended as follows:
Article 1 (1) reads as follows:
"(1) The working people elect their best representatives as members of the Slovak National Council, leading socialist builders, who are proven organizers of creative efforts working on the economic and cultural construction of the state."
2. Article 7 (2) reads as follows:
"(2) In municipalities with more than 5000 people on the electoral lists, the local national committee council will arrange for the list of voters who live in the house to be included in each house. A similar measure may be taken by the advice of the local national committee in a municipality with fewer than 5000 persons on the electoral lists. '
3. Article 11 (1) reads as follows:
"(1) Election circuits for elections to the Slovak National Council are identical to those created in Slovakia for election to the National Assembly."
4. Article 12 (1), (2) and (3) reads as follows:
"(1) Election districts are created in the municipalities to receive ballots and count votes. If elections to the Slovak National Council are held on the same day as elections to the National Assembly, the electoral districts are common for both the National Assembly and the Slovak National Council.
(2) Electoral districts and electoral rooms for each district shall be determined by the Board of the local national committee no later than 30 days before the election date.
(3) As a general rule, the electoral district is created to include around 1000 voters. For remote settlements or parts of the village, separate electoral districts may be created, if there are at least 50 voters. '
5. Paragraph 13, including the title, reads:
Central Election Commission for elections to the Slovak National Council
(1) In order to manage the elections to the Slovak National Council, the College of Authors shall set up a Central Election Commission for the Slovak National Council no later than 55 days before the election date.
(2) The Central Election Commission for the Slovak National Council is composed of the President, its Deputy Secretary, the Secretary and the necessary number of other members.
(3) The Central Election Commission for the Slovak National Council will be made up of representatives of the Communist Party of Slovakia and workers' organisations, which are grouped in the Slovak National Front. The proposal of representatives shall be submitted by the Central Committee of the Slovak National Front.
(4) If elections to the Slovak National Council take place on the same day as elections to the National Assembly, the tasks of the Central Election Commission for Election to the Slovak National Council of the Slovak Election Commission for Election to the National Assembly shall be performed. '
6. Article 15 (1) and (3) reads as follows:
"(1) For each electoral district for elections to the Slovak National Council, the Council of the Regional National Committee shall set up a District Election Commission no later than 50 days before the election date. If the elections to the Slovak National Council take place on the same day as the elections to the National Assembly, the District Electoral Commission is in common with both the National Assembly and the Slovak National Council."
"(3) The District Electoral Commission will be formed from representatives of the Communist Party of Slovakia and the workers' organisations, which are grouped in the Slovak National Front. The Slovak National Front presents the proposal for representatives. '

"(c) oversees the early establishment of electoral districts by the councils of local national committees."
8. Article 17 (1) and (3) reads as follows:
"(1) For each electoral district, the council of the local national committee shall set up a district election committee no later than 30 days before the election date. If elections to the Slovak National Council are held on the same day as elections to the National Assembly, the District Electoral Commission is in common both for elections to the National Assembly and the Slovak National Council."
"(3) The District Electoral Commission will be formed from representatives of the Communist Party of Slovakia and the workers' organisations, which are grouped in the Slovak National Front. The Slovak National Front presents the proposal for representatives. '
9. Paragraph 20 (1) reads as follows:
"(1) Candidates for elections to the Slovak National Council are candidates for the Slovak National Front as a union of workers, peasants and working intelligence. The Slovak National Front - co-operating under the leadership of the Communist Party of Slovakia proposes a social organisation of the working people - as candidates for the leading socialist builder of workers, members of single agricultural cooperatives, working intelligence and other workers."
10. Article 27 (1) and (3) reads as follows:
"(1) The election date for the Slovak National Council shall be determined by the Board of Authors no later than 60 days in advance. '
"(3) The elections take place on the designated day from 7 am to 18 pm. The regional and regional national committees, as well as all municipalities with at least 10 000 inhabitants, hold elections on the designated day from 7: 00 to 22: 00, under the Act on the territorial breakdown of the state. If local conditions so require, the beginning of the elections may be set at an earlier hour."
11. Article 38 (2) reads as follows:
"(2) The minutes of the District Electoral Commission on the vote shall state:
(a) the time at which the vote begins and ends;
(b) the total number of voters in the constituency included in the electoral list;
(c) the number of voters to whom ballots have been issued;
(d) the number of valid ballots surrendered;
(e) the number of votes cast for each candidate;
(f) the brief content of the notifications and complaints submitted to the District Electoral Commission and the record of the decision made by the Commission. "
12. Paragraph 41 (2) reads as follows:
"(2) The census record shall include:
(a) the number of district electoral commissions in the constituency;
(b) the number of district electoral committees which have sent a copy of the vote;
(c) the total number of voters entered in the electoral lists in the constituency;
(d) the number of voters to whom ballots have been issued;
(e) the number of valid ballots surrendered;
(f) the number of votes cast for each candidate;
(g) the brief content of the notifications and complaints submitted to the Circular Election Commission and the record of the decisions taken by the Panel. "
13.
Supplementary Options
(1) If, for whatever reason, the vacancy of a Member of the Slovak National Council is made, the additional election shall be provided for by the College of Authors. The supplementary elections shall take place no later than 90 days after the vacancy of the Member of the Slovak National Council.
(2) In order to manage the supplementary elections, the College of Authors for the entire term of the Slovak National Council shall set up a Central Election Commission for the Addition Election. The Commission shall consist of the President, his Deputy Secretary, the Secretary and a further six members. '
14. Paragraph 50, including the title, reads:
Withdrawal of a Member of the Slovak National Council
(1) Any Member of the Slovak National Council may be dismissed at any time if he has failed to trust his constituents or committed an act which is an undignified function of the Slovak National Council. The voters of his constituency decide on the appeal.
(2) The proposal for the removal of a Slovak National Council Member is submitted by the Slovak National Front. The Slovak National Front shall notify the motion to be withdrawn, stating the reasons. A Member of the Slovak National Council shall have the right to make oral or written observations on the proposal.
(3) The Slovak National Front will submit a proposal for the appeal of a Member of the Slovak National Council to the Bureau of the Slovak National Council.
(4) Members of the Slovak National Council are elected by voters in the constituency at public meetings. It shall be decided by public vote.
(5) Otherwise, the provisions of this Law on the election of a Member of the Slovak National Council shall apply mutatis mutandis. '
Transitional provisions for elections to the Slovak National Council in 1960
(1) Election circuits shall be established for elections to the Slovak National Council in 1960, taking into account the new territorial breakdown of the State.
(2) The tasks resulting from the provisions of this Act for the Councils of Regional and Regional National Committees are carried out in the 1960 elections by the Councils of Regional and Regional National Committees which have their seat in new counties and counties; in so doing, in cooperation with the ranks of the relevant regional and regional national committees.
This Law shall take effect from the date of its publication; it shall be carried out by all members of the Board of Authors.
