Government Regulation
of 6 July 1955
on the organisation of breeding services.
The Government of the Czechoslovak Republic orders pursuant to § 15 paragraph 1 of Act No. 12 / 1955 Coll., on the State Plan for the Development of the National Economy of the Czechoslovak Republic for 1955:
(1) Ensuring the continuous improvement of the performance of livestock and the enhancement of their breeding activities, the building of tribal herds and breeding holdings requires uniform management and the objective of carrying out breeding work. To this end, an inspection of the national breeding centres in Prague and an inspection of the national breeding centres in Bratislava shall be established.
(2) The Inspectorate is a budgetary organisation subordinate to the Ministry of Agriculture (responsible for agriculture).
(3) The regional administration of national breeding centres and, in each district, the national breeding centre, after its branch, is located in each county.
(4) The national committees shall assist the inspectors and their constituents in the uniform management and the targeted conduct of the breeding work, monitor their activities, assess how they carry out their tasks and facilitate them to perform those tasks.
The Minister of Agriculture, the Chief Inspector of National Breeding Stations in Prague and the Director of Regional Administration of National Breeding Stations in the Czech Region shall appoint the Minister of Agriculture, the Chief Inspector of National Breeding Stations in Bratislava and the Director of Regional Administration of National Breeding Stations in Slovakia. The head of the national breeding centres shall appoint an inspector on a proposal from the director of the relevant regional administration of the national breeding centres.
The inspector shall follow the instructions of the Ministry of Agriculture. It shall plan, manage and control the activities of regional administrations of national breeding centres; carry out in particular the following tasks:
1. draw up a draft national breeding plan;
2. ensure that the national breeding plan and the implementation of breeding measures are implemented;
3. manage the insemination and supervise its implementation;
4. Declares, under the guidelines of the Ministry of Agriculture, agricultural establishments as breeding holdings and organises and ensures their development;
5. ensure the production of breeding animals and organise their distribution;
6. Organises the bonitation of breeding animals;
7. manage and supervise the performance of the livestock;
8. Entries excellent breeders and breeders in national breeding books according to the guidelines of the Ministry of Agriculture, maintains national breeding books and oversees the management of regional breeding books;
9. Draws up a draft market plan for breeding animals, oversees their implementation and organises, after the case, exhibitions of breeding animals;
10. assists the Central (Regional) Selection Commission (§ 1 v. nařízení No 7 / 1951 Coll.) in the performance of its tasks;
11. is concerned with the extension and practical use of advanced scientific knowledge in the field of breeding and the introduction of proper feeding technology.
The regional administration of national breeding centres shall plan, manage and control the activities of national breeding centres and shall carry out in particular the following tasks:
1. manage livestock breeding, ensure the production of breeding animals and organise their distribution in the region;
2. insemination of bovine and ovine animals;
3. Supervises the performance check and controls and processes its results;
4. records breeding animals in regional breeding books, keeps regional breeding books, issues certificates of origin and makes proposals for the entry of animals in national breeding books;
5. Suggests an inspection to be declared as breeding holdings and ensures the construction and development of such establishments;
6. organise markets for breeding animals, decide on the admission of animals to the market and organise regional exhibitions and farm animal shows;
7. designates, on a proposal from a national breeding centre, after its branch, the circuits of breeding zootechnics and insemination technicians;
8. Establish laboratories for the testing of milk for the purposes of performance improvement control;
9. Establishes a poultry performance review station with the approval of the inspector as his workplace.
(1) The national breeding centre shall in particular carry out the following tasks:
1. carry out checks on the performance of their breeding zootechnics and submit proposals to the regional administration of national breeding centres for entries in regional breeding books;
2. care for livestock production in breeding and breeding holdings;
3. carry out insemination and procure and retain the necessary breeding animals for it;
4. Establishes breeding centres for breeding animals for insemination;
5. organise breeding of breeding animals and assist the single agricultural cooperatives in drawing up a breeding plan;
6. collaborates with the regional administration of national breeding centres in the implementation of the markets for breeding animals and accepts applications from breeders to those markets;
7. organise regional exhibitions and shows of breeding animals;
8. ensure that breeding measures are implemented directly in individual breeding;
9. assist the Regional Selection Board in the performance of its tasks;
10. introduces progressive methods in breeding and breeding of breeding animals in agricultural establishments.
(2) The branch of the national breeding centre carries out the tasks of the national breeding centre, but does not keep its own breeders.
The State Inspection of Breeding Animals is hereby repealed. Regional inspection for livestock breeding, Central administration of semen collection centres and regional administration of semen collection centres; their rights, obligations and tasks shall be assumed by the Inspectorate and its components in the counties and counties.
The breeding of horses and the entries of breeding horses in regional breeding books and the keeping of such books shall be carried out in accordance with the guidelines of the Ministry of Agriculture of the State Equidae.
The Minister for Agriculture shall issue more detailed rules on the organisation and activities of inspectors and their components as well as on their cooperation with the executive bodies of the national committees.
All provisions shall be repealed if they are contrary to this Regulation.
This Regulation shall enter into force on 1 July 1955; they shall be carried out by the Minister for Agriculture in agreement with the participating members of the Government.
