DECLARATION
Ministry of Transport and Communications
of 9 October 2000
on alarm activity on a seagoing merchant ship
The Ministry of Transport and Communications provides, pursuant to § 85 (1) of Act No. 61 / 2000 Coll., on maritime navigation (hereinafter "the Act ') for the implementation of the provisions of § 33 (1) (c) of the Act:
Types and mode of alarm reporting
§ 1
(1) In the event of an emergency situation, an alert shall be issued on a seagoing merchant ship (hereinafter referred to as "ship") in accordance with the international treaty bound by the Czech Republic, 1) by means of means of signalling
(a) "SHIP OPENING," in the event of a threat of irrevocable destruction of a ship, by issuing at least eight short and subsequent long sound and optical signals; This signal shall be made immediately in succession at least three times,
(b) "MAN OVER THE PALUBU," in the event of the discovery of a survivor or a fall overboard, by issuing three prolonged sound and optical signals; This signal shall be made immediately in succession at least three times,
(c) "LODI FIRE," in the event of a fire on a ship, by issuing two short and following one extended sound and optical signal; This signal shall be made immediately in succession at least three times,
(d) "GENERAL," if necessary, by the rapid assembly of the crew of the ship (e.g. during the raid of a ship of pirates, the overflow of fuel and the risk of pollution of the sea, the accident of a helicopter with a pilot, the inevitable collision with another vessel), by issuing a long sound and optical signal.
(2) The alert shall be issued by the master of the ship immediately after the reason for its designation has been established and, except for the "SHIPS REPRESENTATION" alarm, the watch-keeping officer on duty.
(3) The alert referred to in paragraph 1 shall be repeated as necessary and shall be easily audible in all accessible areas of the ship.
§ 2
(1) The alarm referred to in Article 1 (1) shall be declared by means of signalling equipment of the ship, by the ship's siren, by the electrical bell device, by the signal light on the mast and by the signal lights with a rotating reflector.
(2) The signals to be issued when the alarm is declared shall have a time duration of:
(a) 1 - 2 seconds for issuing a short sound signal;
(b) 3 - 4 seconds for the issuance of an extended audible signal;
(c) 8 - 10 seconds for issuing a long sound signal.
§ 3
Alarm schedules
(1) The ship shall be equipped with alarm schedules to regulate the crew of the ship and the persons carried when the alert is declared. These schedules shall be displayed on the bridge of the ship, in the engine room of the ship, and in permanently accessible and easily visible locations in the corridors of the superstructure of the ship with the cabin of the crew of the ship and of the persons carried.
(2) The alarm schedule contains:
(a) the characteristics of the alarm signals;
(b) a nominal breakdown of the activities and procedures of the crew members of the ship engaged in the alarm of the main activity, their representatives and persons carried on the alert,
(c) the destination where the crew of the ship and the persons carried will be collected.
(3) The nominal breakdown of the activities of the crew of the ship and of the persons carried on the alert shall include instructions on:
(a) command in the announcement of alarms and designation of life-boat commanders and fire-fighting cooperatives;
(b) the way in which the ship's communication, rescue and fire-fighting equipment is used, including the closure of watertight and fire-fighting doors, windows, skylights and other openings of the ship, the provision of warm blankets and additional supplies to lifeboats and chariots;
(c) splitting the crew of the ship into lifeboats and fire-fighting cooperatives;
(d) preparation and launching of lifeboats and watercraft;
(e) required equipment and equipment of the crew of the ship and of persons carried;
(f) the provision of mandatory paper documents and cash in cash;
(g) operation and maintenance of the boat engine;
(h) other activities related to the provision of first aid to disabled persons and to the identification of routes and means of evacuation.
(4) In the cabs of crew members of the ship and of persons carried, a partial alarm schedule containing the characteristics of the alarm signals and the activities of individual crew members or persons carried when the alarm is declared shall be displayed.
(5) Before leaving port, the master or his authorised officer shall make changes to the alarm schedule resulting from changes in the composition of the ship's crew. The master shall verify the correctness of the changes made to the alarm schedule with his signature and stamp.
(6) Before leaving port, the designated life-boat commander shall receive a namelist of his crew describing the activities of each member by the responsible officer.
Training alarms and practical emergency exercises
§ 4
The completeness and accuracy of the alarm schedule and the effectiveness of the prescribed measures shall be verified by organising training of training alarms at least once a month and by practicing emergency situations in accordance with Section 33 (1) (c) of the Act.
§ 5
The training alarm "SHIPS RETURN 'according to § 4 (1) (a) includes:
(a) the announcement of a training alarm as referred to in Article 1 (1) (a);
(b) an examination of the knowledge by name of the activities and progress of the crew members of the ship and of the persons carried when the alert is issued pursuant to Article 3 (2) (b);
(c) the boarding of the crew of the ship and of the persons carried to a designated assembly site in accordance with § 3 (2) (d);
(d) examination of prescribed equipment and lifejackets;
(e) the preparation of lifeboats and lifeboats for launching, checking the life-raft equipment and launching them to the level of the lifeboat deck or to the water, when launching the lifeboat for water testing all types of its propulsion, extraction and provision of lifeboats and lifeboats;
(f) launching and checking the operation of the boat engine and the shipwreck unit;
(g) checking the emergency lighting of the ship;
(h) briefing in accordance with the annual plan on leaving the ship;
(i) assessment of the training alarm.
§ 6
The "MAN OVER PALUBU 'training alarm referred to in Paragraph 4 (1) includes:
(a) throwing a three-dimensional test dummy into the sea;
(b) the occurrence of a training alarm as referred to in § 1 (1) (b);
(c) ensuring continuous monitoring of the manikin and water levels around the ship;
(d) examination of prescribed equipment and lifejackets;
(e) an examination of the knowledge by name of the activities and progress of the crew members of the ship and of the persons carried on the alert as referred to in Article 3 (2) (b);
(f) preparing a lifeboat for launch, checking its equipment, launching a lifeboat for water, testing all kinds of its propulsion;
(g) preparation of climbing ropes and nets on the leeward side of the ship;
(h) preparation of the selected beam or crane in the working position;
(i) release of the helicopter landing area;
(j) extraction and rescue of the affected;
(k) return to the ship, extraction and securing of the lifeboat;
(l) briefing according to the annual plan on man overboard,
(m) assessment of the training alarm.
§ 7
The "LODI FIRE" training alarm declared in accordance with § 4 (1) (c) includes:
(a) the announcement of a training alarm as referred to in § 1 (1) (c);
(b) examination of the prescribed equipment, equipment and lifejackets;
(c) an examination of the knowledge by name of the activities and progress of the crew members of the ship and of the persons carried when the alert is issued pursuant to Article 3 (2) (b);
(d) inspection of ship's fire-fighting equipment;
(e) launching and checking the operation of the emergency pump using two fire hoses;
(f) emergency lighting inspection;
(g) inspection of the ship's fire main;
(h) inspection of the CO2 station and its telephone connection to the command post;
(i) the inspection of the smoke alarm and the bells of the electrical signalling device;
j) briefing according to the annual plan on the subject of fire on the ship,
(k) assessment of the training alarm.
§ 8
(1) The master of the ship shall ensure that, at the beginning of the calendar year, an annual plan for practical emergency exercises is drawn up in accordance with the international agreement of the Czech Republic. 1)
(2) The launch of each lifeboat with a dedicated lifeboat crew during the water alarm training shall be carried out at least once every three months. The launch of a free-fall lifeboat during a water alarm shall be carried out at least once every six months.
§ 9
(1) The master of the ship shall, within 24 hours of departure from port, arrange for the persons and newly boarded crew to be made acquainted with the alert schedule and their duties when the alert is declared. The training officer shall record the instruction in the logbook.
(2) If more than 25% of the crew of the ship are exchanged during the port position, the master of the ship shall, within 24 hours of departure from the port, arrange for the declaration of training alarms referred to in Section 4 (1).
§ 10
Prior to the announcement of the training alarm referred to in Article 4 (1) during the position of the ship in the port or in the ship, the master of the ship shall ensure that signal flags U and Y are displayed in accordance with the International Signal Code and shall notify the intention to declare the training alarm by radio to the port captain and in the vicinity of the ships present. Only the electrical bell equipment of the ship shall be used to declare a training alarm during the position of the ship in the port or in the line.
§ 11
Practical exercise of emergency situations in the "SHIPS RESTRAINT 'alarm declared in accordance with § 1 (1) (a) shall include an introduction to:
(a) the organisation, securing and using means of rescue;
(b) with the equipment, use and launch of lifeboats and lifeboats,
(c) with requirements for the use of pyrotechnics and other means of attracting attention, 2)
(d) with the requirements for the use of cable firing equipment;
(e) with the requirements for starting and operating an emergency aggregate and emergency lighting;
(f) with principles for survival at sea in lifeboats, airboats and in extreme conditions and in hypothermia of the organism;
(g) the procedure for evacuation by helicopter.
§ 12
Practical exercise of emergency situations in the "MAN OVER PALUBU" training alarm declared in accordance with § 1 (1) (b) shall include an introduction to:
(a) the organisation, securing and using means of rescue;
(b) with the equipment, use and launch of lifeboats and lifeboats,
(c) with the requirements for the use of cable firing equipment;
(d) organise and ensure search, rescue and first aid for survivors;
(e) the procedure in the case of helicopter evacuation.
§ 13
Practical exercise of emergency situations in the "LODI FIRE" alarm declared in accordance with Paragraph 1 (1) (c) shall include an introduction to:
(a) with the use of prescribed equipment and equipment of a firefighter and breathing apparatus,
(b) using hand-held fire extinguishers and fire-fighting aggregates,
(c) describing and explaining the function of the CO2 station;
(d) with extinguishing different materials,
(e) procedures for extinguishing fire in different parts of the ship;
(f) using an emergency pump.
§ 14
(1) The master of the ship shall ensure that, after an assessment of the training alarm and practical emergency exercise, its conduct is recorded in the logbook.
(2) The record of the course of the training alarm contains:
(a) date, time and type of training alarm;
(b) a brief description of the course of the training alarm,
(c) the number of persons participating in the training alarm;
(d) the period from the announcement of the training alarm to the boarding of all crew members;
(e) assessment of the training alarm.
(3) The entry on the progress of practical emergency exercises contains:
(a) the date, time and type of practical emergency exercise;
(b) a brief description of the progress of practical emergency exercises;
(c) the number of persons involved in practical emergency exercises.
§ 15
Fire protection plan
(1) The fire protection plan of the ship is a prerequisite for the "LODI FIRE ALERT" training. The fire protection plan of the ship shall include a diagram of the fire main pipe, the deployment of fire hydrants, hand fire extinguishers and other fire-fighting equipment on board, the location of an international shore connection, (1) identification of escape routes and other up-to-date information needed to successfully combat fire on the ship. Part of the ship's fire protection plan is the current instructions for the operation and use of ships' equipment and fire fighting equipment. This information and instructions are given in the Czech and English languages.
(2) Fire protection plans are put up on the bridge of the ship, in the machinery room of the ship and in the corridors of the superstructure of the ship and are stored in watertight cases marked "FIRE PLAN" at the steps of the ship.
§ 16
This decree shall take effect on the day of its publication.
