GOVERNMENT REGULATION
of 23 October 2017
on the appearance, location and design of safety signs and signs and the introduction of signals
The Government hereby orders, pursuant to Article 21 (a), to implement Article 6 (2) of Act No. 309 / 2006 Coll., which regulates other requirements of safety and health at work in employment relations and on health and safety at work or provision of services outside employment relations (Act on other conditions of safety and health at work):
§ 1
(1) This Regulation implements the relevant provisions of the European Union1) and regulates the appearance, location and implementation of safety signs and markings and the introduction of signals.
(2) This Regulation shall not apply to safety marks for the labelling of dangerous substances or mixtures, products or equipment when they are placed on the market, unless otherwise specifically referred to by governments in this Regulation.
§ 2
(1) The marks and devices intended to transmit light and audible signals shall be suitable for the environment in which they are used and shall be made of durable material; If they are not made of photoluminescent or reflective material, they shall, in the case of reduced visibility, give light or be illuminated (2).
(2) The light surface of the marks and the light signals must form an appropriate contrast to the environment in which they are used and must not dazzle. If the mark contains a drawing which describes the situation or directs or prohibits certain behaviours (pictogram), it shall be simple, understandable and contain only the necessary details (3).
(3) The marks and devices intended to transmit light signals requiring the supply of energy must be equipped with an emergency source in the event of interruption of the supply of energy.
(4) Informative signs for the escape and evacuation of persons and signs of obstacles on the escape routes must be visible and identifiable even if the energy supply is interrupted for at least the time strictly necessary to leave the object4).
(5) The signs and devices intended for the transmission of light and audible signals must be maintained and controlled in such a way as to maintain their appearance and original functional characteristics; they must be replaced, if necessary, by others.
(6) Where there is a deterioration of visibility or audibility at the workplace, for example when using personal protective equipment, measures must be taken to supplement or use other marks and signals.
(7) Where signs are placed and signals are placed, their effectiveness shall not be affected by incorrect choice, insufficient maintenance, insufficient number or presence of other signs or sources of light or sounds of the same type which reduce visibility or audibility. Therefore, in particular,
(a) limit the location of a larger number of marks close together;
(b) not to use lamps in the vicinity of another similar lamp;
(c) not to use simultaneously two or more light marks of different significance which may be confused;
(d) do not use two sound signals simultaneously;
(e) do not use sound signals at high ambient noise levels;
(f) to check the functionality of lighting signs and devices for transmitting sound and light signals before putting into service and at regular intervals and during operation;
(g) indicate the lighting signs and devices for transmitting sound and light signals upon end of use immediately to the standby state.
§ 3
(1) The marks of the prohibition are circular with a black pictogram on a white background, a red edge and a oblique stripe; The red edge and the oblique strip shall occupy at least 35% of the mark area. The red oblique stripe passes through the centre of the marker through the pictogram and faces from the left to the top to the right at an angle of 45 degrees from the horizontal plane.
(2) The warning marks are triangular with a black pictogram on a yellow background with a black edge; the yellow part occupies at least 50% of the area of the marker 5).
(3) The command marks are circular with a white pictogram on the blue background; the blue part occupies at least 50% of the mark area.
(4) Informative marks for the identification of the escape route and emergency exit or first-aid point and the first-aid device have a rectangular or square shape with a white pictogram on a green background; the green part occupies at least 50% of the area of the marker 5).
(5) Informative marks for means of fire protection, fire safety equipment and direction of travel to them are rectangular or square in shape with a white pictogram on the red background; the red part occupies at least 50% of the area of the marker 6).
(6) If the mark is made of photoluminescent material and its pictogram indicates an arrow, it is composed of three sections, the ends of two shorter oblique sections indicating direction with a longer segment.
(7) Signs indicating the risk of collision of persons with obstacles or the risk of the fall of persons and objects shall consist of alternating yellow and black or red and white stripes of the same size at an angle of 45 degrees. The photoluminescent material of yellow and green may be used instead of yellow.
(8) The dimensions of the mark must correspond to the size of the obstacle or dangerous place; the dimensions of the informative mark for the means of fire protection and the fire safety equipment shall allow easy recognition.
(9) Markers indicating communication for vehicles and mobile devices in the interior working areas of objects shall have visible continuous stripes, the colour of which shall be contrasted with the surface of the communication. The stripes are usually white or yellow and placed so as to define safe distance. Continuous communication in outdoor work spaces shall be marked mutatis mutandis, as far as possible, unless it is fitted with an appropriate barrier or pavement.
§ 4
(1) Containers used in working with chemical substances or mixtures classified as hazardous to any class of physical or health hazards, as well as containers for the storage of such dangerous substances or mixtures and piping lines, containing or transporting such substances or mixtures, must, throughout their use, storage or transport, bear an appropriate hazard warning symbol at a visible location with contrast background and, where appropriate, a formula or name of the chemical or mixture, and, where appropriate, closer indications of its hazards. The classification of chemicals and mixtures and hazard pictograms shall be laid down in the European Union Regulation directly applicable). The hazard warning symbols may be replaced by the warning signs listed in the Annex to this Regulation for the first sentence marking, provided that they contain the same pictogram. In the case of containers containing dangerous substances or mixtures of labels under this Regulation, the government may be supplemented or replaced by a label used under the rules on the transport of dangerous things8).
(2) The hazard pictograms and marks identifying containers and piping lines for the storage and transport of dangerous chemicals and mixtures referred to in paragraph 1 shall not be easily removable and shall be placed on the accessible sides of the container or line; they are placed on a pipeline line at efficient intervals and close to dangerous places, in particular for valves and connections.
(3) Rooms, enclosed spaces or spaces where dangerous substances or mixtures are stored or transported shall bear an appropriate warning sign or a hazard warning symbol in accordance with paragraph 1, provided that the marking placed on individual packages or containers is not sufficient, taking into account in particular its size and clarity. The storage sites of dangerous substances or mixtures shall, as appropriate, be marked near the storage site or on the warehouse door; warning signs for general hazards may be used for storage of more than one substance or mixture.
(4) Paragraph 1 shall not apply to containers used at work for a very short period of time or to containers the content of which is frequently changed, provided that other appropriate measures are taken to guarantee the same level of protection, in particular the provision of information or training.
§ 5
(1) The light and audible signals by their start indicate when the activity is to be started and terminated and must be issued as long as it is required to carry out the activity.
(2) The marks and devices intended for the transmission of light signals shall be placed at the appropriate height and position appropriate to the field of vision of the staff, in an easily accessible and visible place, taking into account lighting and all risks at the workplace and in its immediate vicinity.
(3) If the marking mark for the escape route and emergency exit is made of photoluminescent material, it shall be installed on or just above the surface of the internal communication.
(4) In the event of a higher level of danger or emergency for the required action or action, a mark shall be placed or a signal shall be used with intermittent light where the duration and frequency of each flash shall be such as to ensure that the warning is perceived and that there is no confusion with other lighting marks or light signals with uninterrupted or intermittent light. In the event of a serious hazard, the light signal shall be under special supervision.
(5) The marks and devices intended to transmit light signals must be removed if there are no longer circumstances justifying their location.
(6) The sound signals shall be easily identifiable by the duration of the sound impulses or groups of impulses and intervals between them and easily identifiable from any other audible signals. Their sound level shall be higher than the ambient noise level so that they can be heard without causing excessive noise or causing pain.
(7) When using a device designed to transmit variable or constant frequency signals, the frequency variable shall be used to signal a higher level of danger or for a more urgent need for intervention or action; the exit signal shall be uninterrupted.
(8) Voice signals are communicated by simple, understandable short words, word groups, short texts or phrases. The voice signal must be correctly expressed in a language understood by the listener so that the signal recipient can follow it in an appropriate manner and be sufficiently loud. Examples of voice signals are set out in the Annex to this Regulation.
(9) The hand-operated signals shall be accurate, simple, distinguishable and unmistakable with other signals; If taken at the same time by both hands, movements must be symmetrical and only one sign may always be given. The signal operator faces the receiver of the signal and monitors all its operations in such a way that its safety or the safety of other employees is not compromised. If the signalist cannot monitor all the operations himself, it signals more signalists; the signal recipient shall have all the signals in the field of vision. The signalist shall wear one or more distinguishing elements, such as a vest, helmet, sleeve or belt on his hands, or use flags. Distinguishing elements shall be clearly coloured, generally the same colour, and intended for the exclusive use of the signalist.
(10) If the signal recipient is in doubt that the command can be executed safely, he shall interrupt the controlled action and ask the signalist for a new signal.
§ 6
(1) Sound signals or voice signals may be used together with light signals or hand signals.
(2) When the same efficiency is achieved, it is possible to change
(a) light signals with sound signals;
(b) light signals with voice signals;
(c) signals by hand with voice signals;
(d) a safety colour with a mark indicating the risk of falling or stumbling.
(3) If the light mark is issued by continuous or intermittent light, the intermittent light shall be used in case of a higher degree of danger or more urgent need for the required intervention or action. The duration of each flash and their frequency shall be such as to ensure the perception of the warning and to avoid confusion between each light-mark or substitution with a continuously illuminating mark. The same code shall be used for common use with the audible signal.
§ 7
The Annex to this Regulation shall indicate the appearance of the marks, the sound signal codes, the hand signals and the voice signals; The colour of the characters 9) and the light signals must correspond to the color table and their meaning 10). Safety signs, which meet the requirements of the Czech Technical Standard for registered safety signs (11), may be used as security signs under this regulation by the Government even if they are not shown in the annex to this regulation.
§ 8
They shall be deleted:

§ 9
This Regulation shall enter into force on the 15th day following its publication.
