DECISION
PRESIDENT OF THE GOVERNMENT OF THE CZECH REPUBLIC
of 13 August 2002
In accordance with Articles 5 and 6 of Constitutional Act No. 110 / 1998 Coll., on the Security of the Czech Republic,
declare
for the territory of the Ústí Region due to a significant threat to life, health and property due to extensive flooding

for the period from 07.00 hours on 13 August 2002 to 24 hours on 22 August 2002.
I.
To address the crisis situation I order
1. emergency measures
(a) evacuation of persons at risk from the affected and vulnerable territory;
(b) a prohibition on the entry, residence and movement of persons in the affected territory and in the territory from which the evacuation was carried out, with the exception of persons carrying out rescue and disposal operations in accordance with the instructions of the relevant emergency staff;
(c) work assistance and the obligation to provide means in kind to address the crisis situation;
(d) the implementation of construction works, landscaping and dismantling of buildings, where this is necessary in the context of the development of a crisis situation to mitigate or avert public threats;
(e) compulsory notification of a temporary change of residence within the meaning of the provisions of Section 6 (2) (a) of Act No. 240 / 2000 Coll., on crisis management and on the amendment of certain laws (Crisis Act),
(f) the use of civil service citizens to implement crisis measures.
These crisis measures will be carried out by the Ústí Region Governor for the region according to local needs and conditions for dealing with the crisis situation.
II.
In the context of the implementation of crisis measures, the territory of the Ústí Region shall be limited to the time strictly necessary and to the extent necessary to:
(a) the right to the integrity of the person and the integrity of the dwelling when evacuating persons from a place where they are directly threatened by life or health;
(b) the right of ownership and use of legal and natural persons to property in connection with the obligation to provide the means in kind needed to deal with a crisis situation;
(c) freedom of movement and residence of persons in the evacuation area;
(d) the right to engage in business activities which would jeopardise the crisis measures implemented or distort or prevent them from being implemented;
(e) the right to strike if the strike would lead to a breach or, where appropriate, a prohibition of rescue and disposal operations.
III.
This Decision shall take effect on 13 August 2002 at 07.00. It shall expire on 22 August 2002 at 24.00.
