on the permitted production of gas, expansion and ammunition and the requirements for the modification of the weapon for film or theatre activities, and repealing certain regulations of the Ministry of Industry and Trade
The Ministry of Industry and Trade provides pursuant to § 79 (4) of Act No. 119 / 2002 Coll., on firearms and ammunition (Act on Weapons), as amended by Act No. 229 / 2016 Coll.
Allowed production of gas and expansion weapons
(1) The main components of gas and expansion weapons must be constructed in such a way as to prevent their modification to a weapon into which to charge and in which to detonate a ball or bulk round.
(2) In the case of an expansion weapon, the main barriers must be fitted, the main destruction of which must occur.
(3) In the case of gas and expansion weapons, the dimensions of the chamber of charge must be such that they are only for ammunition to which the weapon is designed.
(4) In the case of an expansion weapon, the axis of the leading part of the barrel and the axis of the chamber of charge shall be at least 30 ° between each other or shall be displaced so that the firing pin cannot detonate the ammunition inserted into the guide part of the barrel.
(5) In the case of expansion weapons with excess cartridge chambers, the main damage must be done when removing the main at the mounting point.
(6) The orifice of the shell chamber of the revolver cylinder of the expansion weapon shall be narrowed and superseded against the chamber.
(7) In the case of gas and expansion weapons, the design of which is so designed as to allow the removal of essential parts during normal handling and cleaning of the weapon, these parts must be so constructed that they cannot be capable of firing a ball or bullet.
Allowed production of ammunition
(1) The production of ammunition is deemed to be permitted.
(a) ammunition with a whole shell shot, half-jacket, lead, plastic, rubber or marker. The core of the projectile may only be of soft material, the shell of which may be of steel, tombak, plastic, teflon or soft metal plated, and the projectile is free of active charge, in particular explosive, incendiary, luminous, smoke, flash, acoustic or chemical,
(b) signal and pyrotechnic devices with an acoustic, light or smoke effect intended for firing weapons, signal ammunition for signal weapons; and
(c) medium or peripheral ammunition with a mass missile.
(2) The gas casings shall be so designed as to avoid the firing of a fraction or part of the cartridge or ammunition which would break through a sheet of paper of 100 - 115 g / m2 and a thickness of 0,12 ± 0,02 mm at a test shot distance of 1,5 m from the mouth of the gun. The filling of the gas cartridge shall be in the gaseous, liquid or aerosol state when leaving.
(3) The ICt50 irritant shall not exceed 100 mg.min.m-3 and one hundredth of the LCt50 value. The ICt50 is the concentration of an irritant that causes 50% of exposed exposed persons to be unable to continue the attack after one minute of exposure. LCt50 is the concentration of an irritant which, after one minute of action, results in 50% of test animals dying.
(4) The discharge time of a single gas cartridge during detonation must not exceed one second and no more irritant shall be released in milligrams than four times the ICt50.
(5) Gas hub charges may contain as an irritant chloro-acetophenone at a maximum of 300 mg, o-chlorobenzylenedenemononitrile at a maximum of 80 mg and nonivamide at a maximum of 50 mg per gas cartridge.
(6) The gas cartridge must bear the label of the irritant type on the bottom of the cartridge, for chloro-acetophenone the CN mark, for o-chlorobenzylendenemononitrile the CS mark and for nonivamide the PV mark (technical pepper) and, if the diameter of the bottom of the cartridge does not allow, the colour mark (for chloracetophenone the blue colour, for o-chlorobenzendenemononitrile the colour yellow and for nonivamide the brown colour).
(7) The consumer packaging of gas cartridges must be in the Czech language:
(a) the labels of the irritants contained in the gas cartridge referred to in paragraph 6 and their chemical names;
(b) the weight of the individual irritants contained in the gas cartridge;
(c) use nonivamide gas casings only against animals;
(d) the date by which the gas casings are applicable (month and year);
(e) the types of weapons in which gas casings may be used;
(f) Warning: "Attention! Contains irritants. Protect from children. There is a risk of serious damage to health when shooting within 1 m and when used in enclosed areas. ';
(g) instructions for safe use and guidelines for emergency assistance.
Weapon modification requirements for film or theatrical activities
(1) The weapon for film or theatrical activity referred to in Section 9 (2) (e) of the Arms Act must be adapted to:
(a) the barrel has made it possible to charge and detonate a bullet or a training charge in a given calibre with a spherical or mass missile; and
b) the main part was an inseparable barrier which does not allow the bullet to be inserted into the barrel and fired by means of a cartridge, while simultaneously preventing the bullet from passing through the charge in a given calibre with a spherical or mass round which is not a training charge.
(2) Compliance with the requirements referred to in paragraph 1 shall not be deemed to comply with the requirements of the permitted production of an expansion weapon under Paragraph 1.
Decree No. 215 / 1996 Coll., on the lawful production of acoustic weapons and gas, gas cartridges and ammunition, is hereby repealed.
Efficacy
This Decree shall take effect on 1 January 2003.
