THE LAW
of 9 April 1960
amending the National Assembly Election Act
The National Assembly of the Czechoslovak Republic decided on the following Act:
Act No. 27 / 1954 Coll., on elections to the National Assembly, is amended as follows:
Article 1 (1) reads as follows:
"(1) The working people elect their best representatives as Members of the National Assembly, leading socialist builders, who are proven organizers of creative efforts working on the economic and cultural construction of the state."
2. Article 7 (2) reads as follows:
"(2) In municipalities with more than 5000 people on the electoral lists, the local national committee council will arrange for the list of voters who live in the house to be included in each house. The Council of the Local National Committee may also take such action in municipalities with fewer than 5000 persons on the electoral lists. ';
3. Article 11 (1) reads as follows:
"(1) 300 constituencies will be created for election to the National Assembly."
4. Article 12 (1), (2) and (3) reads as follows:
"(1) Election districts are created in the municipalities to receive ballots and count votes.
(2) Electoral districts and polling rooms for each district shall be determined by the local national committee at the latest 30 days before the election date.
(3) As a general rule, the electoral district is created to include around 1000 voters. For remote settlements or parts of the village, separate electoral districts may be created, if there are at least 50 voters. '
5. Article 13 (2) and (3) reads as follows:
"(2) The Central Electoral Commission shall be composed of the President, his Deputy Director, the Secretary and the necessary number of other members.
(3) The Central Election Commission will be formed from representatives of the Communist Party of Czechoslovakia and the workers' organisations, which are grouped in the National Front. The draft representatives shall be submitted by the Central Committee of the National Front. ';
6. Article 14 (2) and (3) reads as follows:
"(2) The Slovak Electoral Commission consists of the President, its Deputy Secretary, the Secretary and the necessary number of other members.
(3) The Slovak Election Commission will be formed from representatives of the Communist Party of Slovakia and the workers' organisations, which are grouped in the Slovak National Front. The proposal for representatives shall be submitted by the Central Committee of the Slovak National Front. '
7. Article 16 (3) reads as follows:
"(3) The Circuit Election Commission will be formed from representatives of the Communist Party of Czechoslovakia and workers' organisations, which are grouped in the National Front. The National Front shall present the motion of representatives. '

"(c) oversees the early establishment of electoral districts by the councils of local national committees;"
9. Article 18 (1) and (3) reads as follows:
"(1) For each electoral district, the council of the local national committee shall form a district election committee no later than 30 days before the election date. '
"(3) The District Electoral Commission will be formed from representatives of the Communist Party of Czechoslovakia and workers' organisations, which are grouped in the National Front. The National Front shall present the motion of representatives. '

"(1) Candidates for election to the National Assembly are candidates of the National Front as a union of workers, peasants and working intelligence. The National Front - co-operating under the leadership of the Communist Party of Czechoslovakia's Social Organisation of the Working People - proposes as candidates the leading socialist builder of workers, members of single agricultural cooperatives, working intelligence and other workers."

"(3) The elections take place on the designated day from 7 am to 18 pm. In the capital city of Prague, cities which are based on the Act on the Territorial Classification of the State by regional and regional national committees, as well as in all municipalities with at least 10 000 inhabitants, elections are held on the designated day from 7 am to 22 pm. If local needs so require, the beginning of the elections may be set at an earlier hour."

"(2) The minutes of the District Electoral Commission on the vote shall state:
(a) the time at which the vote begins and ends;
(b) the total number of voters in the constituency included in the electoral list;
(c) the number of voters to whom ballots have been issued;
(d) the number of valid ballots surrendered;
(e) the number of votes cast for each candidate;
(f) the brief content of the notifications and complaints submitted to the District Electoral Commission and the record of the decision taken by the Commission. "
13. Paragraph 42 (2) reads as follows:
"(2) The census record shall include:
(a) the number of district electoral commissions in the constituency;
(b) the number of district electoral committees which have sent a copy of the vote;
(c) the total number of voters listed in the constituency;
(d) the number of voters to whom ballots have been issued;
(e) the number of valid ballots surrendered;
(f) the number of votes cast for each candidate;
(g) the brief content of the notifications and complaints submitted to the Circular Election Commission and the record of the decision taken by the Commission. "

Supplementary Options
(1) If, for whatever reason, a member of the National Assembly becomes vacant, the Government of the Czechoslovak Republic shall provide for a supplementary choice. The supplementary election shall take place no later than 90 days after the vacancy of the member of the National Assembly.
(2) In order to manage the supplementary elections, the Government shall set up a central election committee for the entire term of office of the National Assembly. The Commission shall be composed of the President, Deputy Secretary, Secretary and six other members. The Central Electoral Commission for the Addition of Elections to the National Assembly in Slovakia is the Slovak Electoral Commission, set up by the Assembly of Authors; has the same composition. ';

"(1) Any Member of the National Assembly may be dismissed at any time if he has failed to trust his constituents or if he has committed an undignified role as a Member of the National Assembly. The voters of his constituency decide on the appeal.
(2) The National Front makes a motion to appeal. The national front shall notify the proposal to the Member whose appeal is sought, stating the reasons for the appeal. The Member of the National Assembly shall have the right to make oral or written observations on the proposal.
(3) The National Front shall submit a motion for appeal to the Bureau of the National Assembly.
(4) Electors in the constituency shall decide on the motion to dismiss the Member of the National Assembly at public meetings. It shall be decided by public vote.
(5) Otherwise, the provisions of this Law on the election of a Member of the National Assembly shall apply mutatis mutandis to the appeal of a Member of the National Assembly. '
Transitional provisions for elections to the National Assembly in 1960
(1) Election circuits shall be established for elections to the National Assembly in 1960, taking into account the new territorial breakdown of the State.
(2) The tasks resulting from the provisions of this Act for the Councils of Regional and Regional National Committees are carried out in the 1960 elections by the Councils of Regional and Regional National Committees which have their seat in new counties and counties; In doing so, they shall cooperate with the Councils of the relevant Regional and Regional National Committees.
This Law shall take effect from the date of its publication; it shall be carried out by all members of the Government.
