Government Regulation
of 22 July 1952
on the competence of the Foreign Trade Ministry in foreign exchange matters.
The Government of the Czechoslovak Republic orders, with the consent of the President of the Republic pursuant to § 1 of the Constitutional Act No. 47 / 1950 Coll., on adaptations in the organisation of public administration:
The Ministry of Foreign Trade shall be transferred to the State Bank of Czechoslovakia pursuant to § 7 (2) and (4) (remuneration from foreign to domestic), § 10 (1) and (2) (salaries to foreign exchange), § 13 (1) and (3) (foreign exchange proceedings in connection with import and export of goods), § 18 (treatment of claims), § 19 (1) (foreign exchange accounts), § 20 (loans and guarantees), § 23 (licensing and patent law, not copyright) and § 27 (1) and (2) (foreign exchange permits) of Act No 92 / 1946 Coll., on a linked foreign exchange economy (foreign exchange law), as amended by Act No 184 / 1948 Coll., in foreign exchange cases
(a) undertakings designated or established pursuant to Article 2 of Act No. 119 / 1948 Coll., on State Organisation of Foreign Trade and International Shipbuilding,
(b) undertakings granted a derogation pursuant to Article 2 (4) of Act No. 119 / 1948 Coll., and
(c) undertakings trading those goods which have not yet been reserved for any undertaking under Paragraph 2 (2) of Law 119 / 1948 Coll..
The Ministry of Foreign Trade is responsible for checking the foreign exchange management of the companies referred to in § 1 and it is therefore also responsible for authorising the State Bank of Czechoslovakia to report from these companies, licences and reports pursuant to § 7 paragraphs 1 and 3, § 9, § 13 paragraph 2 and § 26 of Act No. 92 / 1946 Coll.
The Foreign Trade and Finance Ministers shall adjust the details of the delimitation of the scope to be carried out under this Regulation and under the Foreign Exchange Act by the Ministry of Foreign Trade and the State Bank of Czechoslovakia.
This Regulation shall enter into force on 1 August 1952, with the exception of Article 2, which shall take effect on 1 October 1952; they shall be carried out by foreign trade and finance ministers.
