Decree of the Ministry of Education, Youth and Sports of the Czech Republic on the provision of scholarships at universities under the responsibility of the Ministry of Education, Youth and Sports of the Czech Republic (Scholarship Regulations)

on the provision of scholarships at universities under the responsibility of the Ministry of Education, Youth and Sports of the Czech Republic (Scholarship Regulations)
The Ministry of Education, Youth and Sports of the Czech Republic provides, pursuant to § 35 paragraph 2 (a) of Act No. 172 / 1990 Coll., on Higher Education:
§ 1
Scope
The Decree applies to students of higher education at universities under the responsibility of the Ministry of Education, Youth and Sports of the Czech Republic ("the Ministry '). The material and financial security of foreign students admitted to study under intergovernmental agreements shall be laid down in a separate regulation.1)
§ 2
Types of scholarships
Universities provide a grant and an extraordinary scholarship from the state budget.
§ 3
Scholarship
A scholarship of up to 1000 CZK per month may be awarded by the Dean to students for outstanding study results.
§ 4
Extraordinary scholarship
An extraordinary scholarship is a one-off scholarship which can be awarded by the Dean to students for example as a reward for excellent cultural, scientific and sporting results, for excellent study results throughout the course of study or in a difficult social situation. An extraordinary scholarship may be awarded at the request of a student or on the initiative of the Dean.
COMMON PROVISIONS
§ 5
The criteria for the award and withdrawal of a scholarship and an extraordinary scholarship (hereinafter referred to as "scholarships') shall be laid down in the college scholarship regulations (faculties), which shall be approved by the Academic Chamber of the Faculty on a proposal from the Dean.
§ 6
According to this decree, scholarships may also be awarded to students seconded by the university to part of the study at foreign higher education.2)
§ 7
(1) The annual limit of funding for scholarships shall be determined by the Ministry after consultation with the College Council, in particular with regard to the number of students.
(2) The annual amount of funding for university scholarships and its division to individual faculties is approved by the College Academic Board on a proposal from the Rector.
§ 8
The provision of scholarships from non-budget funds, domestic and foreign (from donations, foundations, etc.) is within the competence of a university or faculty.
§ 9
(1) In universities, which are not divided into faculties, the Dean's tasks under this decree are performed by the Rector and by the Academic Chamber of the Faculty by the Academic Chamber of the College.
(2) At the separate faculty of education, the academic Senate of the Faculty performs the duties of the Rector under this decree.
TRANSITIONAL AND FINAL PROVISIONS
§ 10
For the period from 1 September 1990 to 31 December 19903, the Dean may grant to students:
(a) a social scholarship of up to 450 Ccs to be provided if the average net monthly income corresponding to one member of the household of a student's parent and student's, or one of the parents of a student, his spouse and student's or student's spouse does not exceed 750 Ccs. The income shall not include child and pension allowances, maternity allowance, orphan's pension, foster child remuneration and allowance to meet the needs of the child in foster care, scholarships granted to students of higher education, scholarships and fees granted to pupils in high school education, earnings of uninsured children for work during the holidays and their earnings from occasional employment, increases in pensions after 30.9.1990, state compensation of 140 Kčs. The student shall be counted against the number of members of the household once,
(b) a social scholarship of 450 Kts to students who are taking care of their own or adopted unprovided child and whose spouse is not employed, to students with two sides of orphans or to students who receive a contribution to meet the needs of the child in foster care;
(c) a social scholarship granted to students and single students with an uninsured child of 350 CZK for the first child and 200 CZK for each additional child; This grant may be granted to students' mothers retroactively starting from the month in which the beginning of the sixth week prior to childbirth falls.
§ 11
Efficacy
This Decree shall take effect on 1 September 1990.

1) Principles of material and financial security of foreigners studying in CSSR (Resolution 263 of 10.10.1985 of the Government of the CSSR).
2) The scholarship of students sent to study at foreign higher education institutions under intergovernmental agreements provides for a specific provision.
(3) Since 1 January 1991, HEIs do not grant social scholarships; socially needed students are provided by social security authorities under Act No. 100 / 1988 Coll., on Social Security, and Decree No. 149 / 1988 Coll., implementing the Social Security Act, as amended.
