DECLARATION
of 15 October 2003
implementing the punk law
The Ministry of Industry and Trade shall determine, pursuant to § 54 (1), and § 54 (2), for the implementation of § 15 (3), § 16 (2) and (3), § 19 and § 27 (1) (a) (3) and (d) of Act No. 539 / 1992 Coll., on Punching and Testing of Precious Metals (Puncture Act), as amended by Act No. 127 / 2003 Coll., hereinafter referred to as "the Act":
Tape marks
§ 1
Tape marks on gold goods of legal purity
(1) The patch mark on gold goods of purity 999 / 1000 (purity no. 0) consists of an image of an eagle's head looking to the left in the outline of the circle; the purity number is marked with an Arabic digit 0, located at the bottom left of the mark.
(2) The patch mark on gold goods of purity 986 / 1000 (purity No 1) consists of an image of an eagle's head looking to the left in the contour of a semicircle with the corners cut off; the purity number is marked with an Arabic digit of 1, located in the lower left part of the mark.
(3) The hallmark on the gold goods of 900 / 1000 (purity No 2) consists of an image of an eagle's head looking to the left in the contour of a rectangle whose sides are drawn; the purity number is indicated by Arabic digit 2, located in the lower left part of the mark.
(4) The patch mark on gold goods of purity 750 / 1000 (purity No 3) consists of a picture of the head of a cock looking to the left in the contour of a non-uniform pentagon; the purity number is marked with an Arabic number 3, located at the top right of the mark.
(5) The patch mark on gold goods of purity 585 / 1000 (purity No 4) consists of a picture of a swan's head looking to the left in the contour of an elongated irregular hexagon; the purity number is indicated by Arabic numerator 4, located at the top left of the mark.
§ 2
Stockings for silver goods of legal purity
(1) The patch mark on silver goods of purity 999 / 1000 (purity no. 0) consists of a picture of the head of a camper looking slightly to the left in the outline of the circle; the purity number is marked with an Arabic digit 0, located at the top left of the mark.
(2) The patch mark on silver goods of purity 959 / 1000 (purity No 1) consists of a picture of the head of a stoop looking slightly to the left in a circular outline with a point at the bottom; the purity number is marked with the Arabic digit 1, located in the lower edge of the contour of the mark.
(3) The hallmark on silver goods of purity 925 / 1000 (purity No 2) consists of a picture of a head of a storefront looking slightly to the left in the contour of a non-uniform hexagon symmetrical according to the vertical axis, the upper horizontal edge of which is obliterated, supplemented by a base; the purity number is marked with Arabic numeral 2, located in the lower edge of the contour of the mark.
(4) The patch mark on silver goods of purity 900 / 1000 (purity No 3) consists of a picture of the head of a hare looking to the left in the outline of an irregular hexagon; the purity number is marked with an Arabic number 3, located at the bottom right of the mark.
(5) The hallmark on silver goods of purity 835 / 1000 (purity No 4) consists of a picture of the head of a hare looking to the left in the trapezoid's contour, the lower horizontal side of which is drawn; the purity number is marked with the Arabic digit 4, located at the bottom right of the mark.
(6) The hallmark on silver goods of purity 800 / 1000 (purity No 5) consists of a picture of the head of a hare looking to the left in the outline of a rectangle whose sides are dislocated; the purity number is marked with an Arabic number 5, located at the bottom right of the mark.
§ 3
Tape marks on platinum goods
The hallmarks on the platinum goods of all legal purity have a common representation of the stylized royal crown, in which the middle part of the bottom is omitted the space to mark the purity number by Arabic numerals 0 to 4. This image is located
(a) for purity 999 / 1000 (purity No 0) in the outline of the circle,
(b) for the purity 950 / 1000 (purity No 1) in the contour of a rectangle the upper side of which is drawn out;
(c) for purity 900 / 1000 (purity No 2) in the contour of a rectangle the sides of which are drawn out;
(d) for the purity 850 / 1000 (purity No 3) in the contour of a symmetrical hexagon,
(e) for purity 800 / 1000 (purity No 4) in the contour resulting from the partial penetration of two circles of the same diameter.
§ 4
Puncture marks on old goods below the lowest legal purity
(1) The patch mark on the old gold goods below the lowest legal purity is composed of an oblique shafted background placed with the letter "Z," the middle part of which is partially covered by an alchemist sign for gold (stylized mark of the sun). This representation is located in an oval outline with two rectangular sections at the narrower ends.
(2) The patch mark on the old silver goods of less than the lowest legal purity is composed of an alchemist sign for silver (stylized mark of the month) on an oblique shaded background, followed by the letter "S" in the form of stylized beard; This representation is located in the contour of an isosceles triangle with a short top base and numb corners.
§ 5
"METAL 'signs
The characters "METAL ', depending on the size of the marked part, consist of the inscription" METAL' or "MET 'or" M', written in block letters, situated in a rectangular or square outline.
§ 6
The depiction of the hallmarks (Sections 1 to 4) and the "METAL 'marks is set out in the Annex to this Decree.
§ 7
Resolution of punk marks
(1) In order to distinguish the workstation of the Punk Office, which issued the punch mark, the miniature letters of the large alphabet placed in the tag usually close to the number indicating purity.
(2) The following letters are assigned to the individual workplaces of the Punk Office in the Czech Republic:
B – BrnoO – Ostrava
K – Červený KostelecZ – Plzeň
H – Hradec KrálovéP – Praha
J – Jablonec nad Nisou R – Tábor
L – OlomoucT – Turnov
The purity of solders and the composition of jewellery alloys
§ 8
(1) The purity of soldering solders shall not be less than that of soldering.
(2) The solder's purity for soldering silver goods must be at least 600 / 1000 silver.
(3) The solder's purity for soldering platinum goods must be at least 585 / 1000 gold.
(4) For soldering machine-made gold and silver chain, a solder of less purity than those referred to in paragraphs 1 and 2, or a solder entirely of base metal, may be used, provided that the total purity of such manufactured chain-making does not fall below the applicable legal purity (Section 5 of the Act).
§ 9
(1) Jewelry alloy of gold may contain, in addition to gold, silver, copper, zinc, manganese, nickel, iron or paladium.
(2) Jewelry alloy of silver may contain copper, except silver.
(3) In addition to platinum, Jewelry alloy may contain palladium, gold, copper, tungsten, nickel or cobalt.
Details of punk control
§ 10
Submission of goods
The manufacturer or trader shall notify for inspection the type, number, weight and purity of the goods on forms issued by the Punk Office; where the petitioner is another person, the Punk Office shall complete the form.
§ 11
(1) The permanent marking of the punch mark on the goods is carried out by mechanical imprinting of the retractor or, if the petitioner agrees, by laser firing.
(2) Where goods made of several precious metals are to be permanently marked with different hallmarks, the corresponding mark shall be placed on the relevant part of the goods; If this is not possible, the marks shall be placed partially over each other, and first the mark of a metal which is less.
(3) By breach of the seal (Paragraph 20 (4) of the Act), the official designation of goods is permanently invalid.
(4) The certificate (Section 20 (4) of the Act) contains a description of the goods, their weight, their purity and metal, and an imprint of the official stamp. The certificate shall be valid only for the goods for which it was issued.
§ 12
Mass limit
Goods of very low weight which are not subject to mandatory punk checks [Paragraph 27 (1) (a) (3) of the Act] shall be regarded as goods for which the weight of precious metal in one separate piece does not exceed 0,5 grams for gold and platinum and 3 grams for silver.
§ 13
Old goods
Old goods which are not subject to mandatory punk control [Paragraph 27 (1) (d) of the Act] are:
(a) medals and plaques stamped up to 1939 if they are not part of the goods in a fixed connection (e.g. soldering or riveting);
(b) medals and plaques embossed up to 1992 by the State Mint in Kremnica and marked by a coin tag consisting of a large letter "K" placed in a degraded octagonal.
§ 14
Mica labelling
Alloys of precious metals up to 50 grams shall be marked The pouches office shall only bear an official mark, an alloy of 50 to 1500 grams, and an alloy number of over 1500 grams and an indication of purity and weight.
§ 15
Repeal
The following shall be deleted:
1. Decree of the Federal Ministry of Economic Affairs No 540 / 1992 Coll., implementing the Law on Punching and Testing of Precious Metals (Puncture Act).
2. Decree No. 324 / 2000 Coll., amending Decree No. 540 / 1992 Coll., implementing the Law on Punching and Testing of Precious Metals (Puncture Act).
§ 16
This Decree shall take effect on 1 January 2004.
