DECLARATION
of 17 October 2016
on the conditions for granting the State Budget subsidy in certain existing exposure situations
According to Section 236 of Act No. 263 / 2016 Coll., Atomic Act, for the implementation of Section 103 (6) (a):
This decree implements the relevant regulations of the Euratom1) and regulates the conditions for granting a subsidy from the state budget to:
(a) the adoption of a reasoned measure which reduces the level of exposure from the presence of radon and its products of transformation in the internal air of buildings for housing and residence to the public; and
(b) taking measures to reduce the content of natural radionuclides in drinking water intended for public use.
(1) Subsidy for the adoption of a reasoned measure which reduces the level of exposure from the presence of radon and its products of transformation in the internal air of buildings for housing and residence may be granted to the owner of:
(a) an apartment in an apartment house or family house or a family house which is used for permanent housing and the construction of which has been granted a building permit or similar permit by 28 February 1991 (hereinafter referred to as "permit") if the average of the measured values of the volume activity of radon from all living rooms and kitchens is higher than 1 000 Bq / m3 for normal use in the long term;
(b) the buildings of a school, a school establishment or a building for the provision of social or health services for long-term residence of children under 18 years of age, for which a permit has been issued if, in the atmosphere of a room intended for the residence of children under 18 years of age, the average of the measured values of the volume activity of radon at the time of their stay has reached more than 300 Bq / m3; or
(c) buildings used to ensure social or health services in the long-term residence of persons to whom such services are provided, other than those referred to in point (b), for the construction of which a permit has been issued if, in the atmosphere of a room in which such persons reside, the long-term average of the measured volume activity values of radon under normal use has reached more than 1 000 Bq / m3.
(2) The subsidy referred to in paragraph 1 may be granted provided that the measure implemented reduced the radon content of the building air below the reference level of 300 Bq / m3 or by at least 75% of the original value.
(1) A subsidy for the adoption of measures which reduce the content of natural radionuclides in drinking water intended for public use may be granted to the owner of a water pipeline for public use if the content of natural radionuclides in water supplied by this water supply exceeds the maximum permissible value laid down by the Radionuclide Resource Protection and Security Ordinance, beyond which drinking water may not be supplied for public use under Paragraph 100 (1) (a) of the Nuclear Act.
(2) The subsidy referred to in paragraph 1 may be granted on condition that the measure implemented has reduced the content of natural radionuclides below the reference level laid down by the Radiological Protection and Security Order, beyond which drinking water may not be supplied for public use under Paragraph 100 (1) (b) of the Atomic Law.
This Decision shall enter into force on 1 January 2017.
