to ensure safety of work in low pressure boilers
The Slovak Labour Safety Authority, in agreement with the competent authorities and organisations, provides, pursuant to § 5 (1) (d) of Act No. 174 / 1968 Coll., on State Professional Safety Supervision (hereinafter referred to as "the Act"):

ODDÍL PRVNÍ

Introductory and general provisions
§ 1
Scope
(1) The Decree provides for the design, design, location and operation of low pressure boilers by organisations (hereinafter referred to as "boiler rooms") where the sum of the rated heat output of boilers is greater than 50 kW (~ 43 000 kcal / h).
(2) Low pressure boiler rooms are:
(a) hot water with a maximum working temperature up to and including 110 ° C;
b. Steam with design overpressure of boilers up to and including 0,5X105 Pa (~ 0,5 kPa / cm2).
§ 2
Basic concepts
For the purposes of this decree, it shall be considered as:
(a) boiler appliances for complete technical equipment consisting of one or more boilers with accessories and auxiliary equipment;
(b) accessories of the boiler equipment necessary for the operation of the boiler,
(c) auxiliary boiler equipment necessary for the boiler operation or related operation;
(d) a separate boiler room, a separate separate building, a separate annex or a separate room where one or more boilers are built,
(e) a low-pressure steam boiler of an installation in which steam of a nominal pressure of not more than 0,5X105 Pa (~ 0,5 kPa / cm2) is produced by burning solid, liquid or gaseous fuels;
(f) a hot water boiler of an installation in which water is heated to the highest output temperature of 110 ° C by burning solid, liquid or gaseous fuels;
(g) the heat-exchange surface of the walls of the boiler parts by which heat is transferred to the working substance;
(h) the rated heat output of the boiler is the amount of heat that the boiler must transmit permanently to the heat carrier under specified steady state conditions and using the fuel prescribed by the manufacturer;
(ch) the minimum heat output of the boiler shall be the lowest amount of heat that the boiler must transmit permanently to the heat carrier while ensuring the reliable burning of the fuel prescribed by the manufacturer; the minimum heat output of the boiler shall be determined by the manufacturer;
(i) the heat input of the boiler of the amount of heat supplied by fuel and combustion air at a given boiler power;
(j) boiler efficiency ratio of the given heat output to the corresponding heat input of the boiler;
(k) the operating thrust of the boiler the difference between the static pressure at the point of entry of the combustion air into the boiler and the static pressure at the point of discharge of the flue gas from the boiler;
(l) the design overpressure shall be the maximum allowable pressure in the boiler; this value is the basis for the strength calculation of the boiler,
(m) the nominal overpressure of the steam boiler resulting from the vapour pressure taken from the boiler at the rated heat output of the boiler;
n) water inlet temperature water temperature measured in the boiler inlet throat;
(o) the temperature of the output water, the temperature of the water measured in the output throat of the boiler.
§ 3
Project documentation
(1) The design documentation of the boiler room with the sum of rated heat output of boilers greater than 1,0 MW (~ 860 000 kcal / h) shall be submitted by the processor to the competent labour safety inspector ("the inspector ') for assessment at least 30 days prior to the investor's surrender.
(2) Project documentation of boilers imported from abroad can only be used if it complies with Czechoslovak legislation, in particular technical standards.

Location and execution of boilers
§ 4
Location of boilers
(1) Boilers with steam or hot water boilers with a sum of rated heat output of boilers above 3,5 MW (~ 3 Gcal / h) shall be constructed in separate buildings.
(2) Boilers with the sum of rated heat output of boilers up to and including 3,5 MW (~ 3 Gcal / h) are permitted to be set up in special rooms, in cellars, in basements or on roofs of buildings, provided that the conditions of fuel supply, heat distribution, building construction and, in particular, fire safety and hygiene requirements allow. The boiler room must form a special fire station.
(3) The installation of boilers in basements or basements shall ensure perfect insulation against water or moisture and the perfect tightness of sewerage and other waste pipes, as well as adequate contact of surface water. The design of the ceilings shall be such as to prevent gases from entering from the boiler room to the upper floors.
§ 5
Transposition of boilers
(1) Boilers with the sum of rated heat output of boilers greater than 3,5 MW (~ 3 Gcal / h) shall be separated from adjacent rooms by non-flammable walls with fire resistance of at least 150 minutes and non-flammable ceilings with fire resistance of at least 60 minutes. The boiler room shall have at least one exit directly into the open space.
(2) The supporting structure of the boiler or its surrounding assembly, or the boiler itself, shall stand on solid foundations of non-flammable material.
(3) For the installation and replacement of boilers or parts thereof, the space inside the boiler room and the mounting opening in the wall or roof of the boiler room, which are of size corresponding to the dimensions of the boilers or their assembly blocks, shall be provided.
(4) Boilers with the sum of rated heat output of boilers greater than 3,5 MW (~ 3 Gcal / h) and all boilers with gaseous fuel boilers with the sum of rated heat output of boilers greater than 0,5 MW (~ 430 000 kcal / h) must be carried out with readily removable parts of the walls into the open space. The size of slightly detachable surfaces in the boiler room walls shall be at least 0,07 m2 per m3 of boiler room space. Building elements whose strength is not greater than the strength of a brick wall of 10 cm thick, embossed with lime mortar (windows, doors, etc.) are considered to be easily removable parts of the walls.
(5) The ground height of the boiler room shall be 300 cm or more, depending on the boiler size and any underlying height not less than 210 cm.
(6) In boilers with a total rated heat output of more than 3,5 MW (~ 3 Gcal / h), there shall be at least one wall above the ground level immediately adjacent to the boiler.
(7) The walls of the boiler room shall be smooth, bright, with the least number of outlets, washable at least up to 180 cm.
§ 6
Passages
(1) The distance between individual boilers and the distance between boilers and the walls and pillars shall be such as to ensure safe operation, maintenance and cleaning of boilers including boiler equipment, removal of slag, etc.
(2) The width of the passage between the boiler and between the boiler wall and the boiler shall be at least 60 cm, unless the boiler needs to be operated from the side.
§ 7
Escape routes and doors
(1) The escape route to the entrance from the boiler room must be at least 120 cm wide, not being narrowed below this border at any one point, nor must any objects or material be installed.
(2) Boilers with a floor plan of more than 150 m2 must have two escape routes, at least one of which must be in free space.
(3) The boiler room door shall be made of non-flammable material with a fire resistance of at least 30 minutes, at least 80 cm wide, open in the direction of leakage and be self-locking.
(4) The door to the boiler room must be marked with a safety table "HOOK - ENTERTAINMENT INSTALLATION" and, where appropriate, with additional safety inscriptions (1))
§ 8
Floor
The floor of the boiler room shall be non-flammable, shall have a flat surface allowing proper cleaning, shall be inclined towards the sewers and shall not be slippery.
§ 9
Equipment and accessories for boilers
(1) The equipment and accessories of boilers shall consist in particular of:
(a) sanitary facilities for boiler room workers located directly in or near the boiler room;
(b) normal hydrant distribution (C 52 hydrants) with accessories,
(c) first aid kit,
(d) the source of drinking water directly in or near the boiler room;
(e) equipment for detecting the presence of carbon monoxide (e.g. detection tubes).
(2) Only the most necessary equipment used for the maintenance of boilers, their accessories and auxiliary equipment may be placed in the boiler room. The boiler room must not serve as a warehouse or a drying room.
§ 10
Discharge
(1) In the case of hand-held removal of ash and scrap and fuel imports, hubs shall be set up to avoid draught.
(2) The space for the removal of ash from the spillage of the separators' outdoor design must be properly protected against wind effects.
§ 11
Lighting
(1) Each boiler room space shall have lighting that ensures safe operation.2)
(2) Emergency lighting shall be installed in boiler rooms with a floor plan of more than 150 m2 with permanent operation, which shall be supplied by a separate power source.
(3) Emergency lighting shall be equipped with the following locations:
(a) the front wall and, where appropriate, other necessary boiler operating points and passages between boilers;
(b) pressure meters, watermarks and altimeters;
(c) space for discharging;
(d) the space of the gas economy;
(e) the space of the installation;
(f) the space of the liquid fuel operating tank;
(g) all-length escape routes.
(4) The service staff shall be permanently equipped with a battery lamp in the applicable condition.
(5) The boiler room shall provide the possibility of connecting portable lamps to a safe voltage.
§ 12
Ventilation
(1) The boiler room space and the boiler room space must be effectively ventilated. 3)
(2) If the boiler does not have an artificial thrust, forced ventilation must be pressurised, not pressurised.
(3) The natural ventilation of a boiler room whose floor is below the level of the surrounding terrain (in the basement, basement, etc.) and each boiler room with boilers heated by gaseous fuels shall be provided with at least one non-shut channel for fresh air supply resulting from the boiler floor. The exhaust from these boilers shall be secured by at least one opening at the ceiling of the boiler room.
§ 13
Protection against burns
All surfaces in the boiler room which are warmer than 60 ° C shall, except for sealing elements, be provided with suitable insulation unless heating purposes are used.
§ 14
Tensile ratios of boilers
(1) The flue-gases of boilers shall be provided with an opening for measuring the thrust of boilers.
(2) The necessary burn stroke is determined by the manufacturer for the new boilers, when the older boilers are reconstructed by the expert of the installer of the supplier organisation. The operator shall be responsible for permanently maintaining this gauge in an operational state.
(3) In the case of devices with an artificial tension by means of fans, the closing and circulation flaps shall be distributed in an appropriate manner and their positions clearly marked. In the case of gas and oil heating, the flaps shall be adjusted so that they are not completely closed.
§ 15
Solid fuel containers
(1) Solid fuel storage tanks (hereinafter referred to as "storage tanks") shall be made of non-combustible materials.
(2) Open trays shall be protected by bars and secured against the fall of persons.
(3) The containers shall be so designed as to ensure their smooth and safe emptying and shall be provided with suitably designed and located fuel release holes in case of its adherence to walls.
§ 16
Burners and gas boilers
(1) Installed burners shall comply with the fuel type used and its operating pressure and shall be set to such heat output that the permissible heat load of boilers cannot be exceeded.
(2) If boilers are heated by gaseous fuel, a manual closure shall be installed near the heater position on the gas supply line. Outside the boiler room in an easily accessible place, the main seal marked "MAIN PLYN FOR COLLECTION 'shall be installed on the supply of gas to the boiler room.
(3) Before putting the gas boiler into service, the gas supply and distribution shall be technically checked. 4)
§ 17
Boiler safety equipment
(1) In addition to the protective equipment provided for in the Specific Regulations (5), the operation of gas and liquid fuel boilers must be ensured in such a way that the fuel supply to the burners is interrupted automatically in the following cases:
(a) when the flame is extinguished;
(b) in the event of interruption of the artificial exhaust gas,
(c) in the case of the loss of operating overpressure and in the case of the use of gaseous fuel, also in the case of exceeding its nominal overpressure;
(d) in the case of loss of pressure of combustion air;
(e) when the electricity supply is interrupted, except in the case of boilers whose operation is not dependent on the supply of electricity.
(2) For liquid fuel monobloc burners, the obligations laid down in paragraph 1 (c) to (e) are fulfilled if the pump and air fan are powered by a common electric motor.
(3) Low pressure steam boilers shall be provided by the manufacturer with sound equipment to indicate the water scarcity in the boiler.

Operation, operation and maintenance
§ 18
Documentation
(1) The supplier is obliged to deliver to each boiler
(a) instructions for installation, servicing, operation and maintenance;
(b) a certificate of quality and completeness of the boiler,
(c) the guarantee note (may be combined in one document with a certificate of quality and completeness of the boiler).
(2) The documentation of boilers with a rated heat output above 50 kW (~ 43 000 kcal / h) shall also include:
(a) drawings of the boiler assembly and its accessories;
(b) boiler base plans,
(c) a diagram of pipes and fittings, indicating the rated luminous intensity and the rated pressures;
(d) a diagram of the measuring points indicating the quantities for measuring the operating substances, a diagram of the remote control and regulation and, where applicable, the water circulation;
(e) lubrication scheme;
(f) a list of documents constituting documentation.
(3) In the case of gas boilers with a rated heat output of more than 50 kW (~ 43 000 kcal / h), the supplier of the gas boiler equipment must also supply a revision book of the gas appliance.
§ 19
Operating rules of boiler room
(1) The operator must issue the rules of operation of the boiler room no later than one month after the boiler room is put into service with the prior approval of the Revolutionary Trade Union Movement Racing Committee; it must be based on operating, operating and maintenance instructions (Section 18 (1) (a)).
(2) The boiler room operating rules govern the obligations of individual workers to ensure safety of work and technical equipment, including fire safety, in particular when operating boilers, coking, scrubbing, operation of water treatment and oil and gas management equipment. Water protection against oil pollution must also be addressed in the boiler room operating order, in particular in the case of emergency fuel leakage. 6)
(3) The operating rules of the boiler room, together with the fire regulations, fire alarm guidelines and first aid regulations, in particular in the case of burns, electric shock and carbon dioxide poisoning, shall be permanently posted in the boiler room.
(4) The boiler room operating rules shall take effect on a date to be determined in writing by the operator, but not later than the 30th day following its issue.
§ 20
Obligations of operators
Operators shall:
(a) ensure:
1. operator of boilers by professional and disabled heaters,
2. regular monitoring of the operation of heaters, in particular compliance with safety regulations,
3. the continuous improvement of the professional competence of workers and the examination of the knowledge of heaters by periodic tests at least once every 6 years, for boilers with gaseous fuels at least once every 3 years; the operator must register the tests;
4. the necessary personal protective equipment to the extent specified by the competent central authority, to train the personnel in their use, to constantly require and control their use and to ensure proper maintenance and exchange within the specified time limits,
5. keeping order in the boiler room, in particular to ensure that work not related to its operation and maintenance is not carried out in the boiler room and that no unauthorised persons are kept in the boiler room;
6. determined medical examination of heaters [§ 23 (1) (i)],
7. after completion of the prescribed training [Paragraph 22 (1) (c)], checking the knowledge of heaters; the result of the test must be recorded;
(b) properly put the newly built boilers into operation and not operate boilers without the prescribed documentation;
(c) to carry out preventive and operational maintenance of boilers;
(d) keep records of boiler operation and maintenance in the operating log.
§ 21
Operation of boilers
(1) In the operation of the steam boiler, the water level shall not fall below the lowest or rise above the maximum permissible water state.
(2) All caps should be opened slowly and smoothly to avoid heat or pressure shocks.
(3) In the case of a specially designed pressurised heater, the vacuum shall be maintained in the heater according to the manufacturer's operating instructions.
(4) The fuel burning solids must be removed from the furnace so as not to endanger workers in the boiler room.
(5) The heating, operation and shutdown of boilers shall be carried out according to the manufacturer's instructions for operation and the boiler room's operating schedule.
(6) The boiler must be immediately removed from service
(a) in the event of sudden loss of water if it is a steam boiler;
(b) if the steam boiler or water-water system cannot be replenished with water;
(c) when cracks and major leaks are formed, namely:
1. for steam boilers, if even with increased power supply it is not possible to maintain the lowest permissible water state in the boiler,
2. in the case of hot water boilers, at a sudden drop in water pressure,
3. if the safety of persons or equipment would be compromised;
(d) in the case of deformations in the heat exchange surfaces of boilers which could cause the boiler to explode or endanger the safety of persons;
(e) in the event of a dangerous explosion in the furnace;
(f) if the boiler room is in conditions where reliable boiler operation cannot be secured (poor visibility, fire, etc.).
§ 22
Stoves
(1) Self-serving low-pressure boilers can only be used by heaters
(a) are over 18 years of age;
(b) prove by confirmation by the competent doctor that they are mentally and physically capable of carrying out heating work;
(c) have at least weekly practical training;
(d) they properly control the operation of the whole boiler, know the operator's instructions, the operation, the maintenance of the boiler, the boiler room operating rules and all the safety equipment at their workplace and control them properly.
(2) Boilers with gaseous and liquid fuels with a rated heat output of more than 50 kW (~ 43 000 kcal / h) may only be operated by heaters who passed the test before the test committee appointed and convened by the operator (7). The chair of the test committee shall be the testing for the operation of gas-fired boilers by the revision techniques of gas equipment, for the test for the operation of liquid-fired boilers by the revision techniques of boilers; Other members of the Commission shall be representatives of the management of the operator organisation and representatives of the relevant racing committee of the Revolutionary Trade Union Movement.
(3) The operator must notify the inspector at least 15 days in advance of the date and place of testing of the personnel. If a representative of the inspectorate takes part in these examinations, he shall have the right to chair the examination committee instead of the revision technician; the review technician remains a member of the Commission in this case.
(4) Operators' organisations may pool to carry out joint tests if such tests would not be economical for their own workers. In this case, the composition and the way in which the Examination Committee is convened shall be agreed.
(5) The record of the result of the examination before the panel referred to in paragraphs 2 and 4 shall be kept by the organisation which appointed the panel.
(6) In the boiler room, the operation must be permanent or occasional; the method of operation of newly built and reconstructed boilers shall be determined in the project, taking into account in particular the installed boiler capacity, the extent of automation, the type of fuel and the supplier's instructions for operation, operation and maintenance.
(7) In the case of permanent boilers, the heater may, in the short term, move away from the boilers to a distance so that it can hear a signalling device which receives an impulse when the maximum excess pressure is exceeded, the maximum permissible temperatures and, in the case of steam boilers, when the water level falls below the lowest permissible limit or from another safety device.
§ 23
Obligations of heaters
(1) The heaters are required to:
(a) know the boiler facilities they operate;
(b) to know and comply with regulations governing the safe operation and maintenance of boilers and to comply with the instructions of their superior personnel, provided that they do not contravene the rules on safety of work and technical equipment;
