Government Regulation
of 29 July 1952
issuing the status of the Slovak Planning Office.
In order to further improve the planning of the national economy and in view of the need to reorganise the management of the economy, the government of the Czechoslovak Republic, pursuant to § 15 (1) of Act No. 60 / 1949 Coll., on Economic Planning (Planning Act), provides:
(1) The Slovak Planning Office, as the regional authority of the State Planning Office in Slovakia, and the objective body of the Board of Authors, carry out the following main tasks:
(a) draw up and submit to the State Office the draft national economic development plans for Slovakia in the sectors of the economy, the subordinate board of delegates to the planning and board of delegates;
(b) it shall, under the authority of the State Office of Planning, the Board of Authors and on its own initiative, process the individual issues of the development of the national economy of Slovakia and submit them to the State Office of Planning and the College of Authors for consideration;
(c) report to the Board of Authors on all issues of development of the national economy of Slovakia which have been submitted by the various delegates of the Board of Authors for consideration;
(d) draw up, on the basis of approved national plans for the development of the national economy of the Republic of Czechoslovakia, draft package plans of Slovakia and submit them together with proposals for measures to ensure the implementation of the College of Authors;
(e) examine how the organisation and undertakings in Slovakia comply with the State Plan and submit draft measures resulting from the results of the examination to the planning authority or the board of delegates, as appropriate;
(f) assists delegates, regional national committees and businesses in terms of methods and planning practices;
(g) prepare and submit proposals to the planning authority for the correct deployment of undertakings and establishments in Slovakia;
(h) drawing up the labour force balance and the most important material and value balance of local and regional importance;
(ch) prepare and submit to the State Office the draft development plan and the introduction of new technology into the national economy of Slovakia.
(2) In drawing up the draft plans for the development of the national economy of Slovakia, as well as in the whole of its activities, the Slovak Planning Office shall be based on the laws, regulations and guidelines of the Government and shall follow the guidelines of the State Office of the Planning and Board of Authors, ensuring in particular:
(a) the continuous increase in production forces and the development of the national economy of Slovakia, the growth and consolidation of the socialist sector of the national economy and the increase in the material and cultural level of workers;
(b) the correct proportion in the development of the various sectors of the national economy in Slovakia and the consolidation of the unity of the Czechoslovak economy.
(1) To ensure the operation of the Slovak Planning Office in the preparation and verification of the implementation of the development plans of the national economy, Slovakia shall submit to it:
(a) ministries in the field of competence which are not carried out by the delegates, copies of the business plans and organisations in Slovakia, as well as other documents required by the Slovak Planning Office for its work;
(b) by delegation of proposals for its economic plans, proposals for financial and credit plans, as well as other documents, statements and proposals for measures relating to the development of the national economy of Slovakia, which the Slovak Planning Office requires for its work;
(c) the Slovak Statistical Office, within the specified time limits and to the specified extent, statements of compliance with the State plans by all undertakings and organisations in Slovakia, as well as other supporting documents it draws up;
(d) establishments, undertakings and organisations in Slovakia all the material required by the Slovak Planning Office for the preparation and verification of the implementation of the plan.
(2) To this end, the Slovak Planning Office has the right to verify the implementation of the plan in the establishments, businesses and organisations in Slovakia by the staff of its apparatus.
The structure of the Slovak Planning Office is as follows:
(a) the Slovak Planning Office shall be managed by the delegate-chairman of the Slovak Planning Office;
(b) the authorising officer of the Slovak Planning Office shall have Deputy Directors appointed by the Government on a proposal from the Administrative President of the Planning Office;
(c) a Slovak Planning Commission is set up with the delegate of the Slovak Planning Office. Its members are deputy delegates of the Slovak Planning Office, some of the other senior staff of the Slovak Planning Office and individual experts from economic and scientific organisations appointed by the Director of the Slovak Planning Office on a proposal and after agreement of the Administration of the State Office of the Planning Board. The work of the Slovak Planning Commission is managed by the delegate-chairman of the Slovak Planning Office. The resolutions of the Slovak Planning Commission are binding only on the basis of the decision of the delegate of the Slovak Planning Office;
(d) the apparatus of the Slovak Planning Office consists of the secretariat of the Director of the Slovak Planning Office, the heads of trade unions, the heads of departments, referees and auxiliary staff.
Regulation No 287 / 1949 Coll., on the competence of the Slovak Planning Office, is hereby repealed.
This Regulation shall enter into force on the day of its publication; All members of the government will do it.
