Government Regulation
of 1 March 1946
implementing Article 24 (3) of the Law of 21 February 1946, No 28 Coll., on the modification of permanent electoral lists.
The Government of the Czechoslovak Republic orders pursuant to § 24, paragraph 3 of the Act of 21 February 1946, No. 28 Coll., on the modification of permanent electoral lists:
§ 1.
(1) Note of the impediment to the exercise of the right of election under § 24 of Act No. 28 / 1946 Coll. may be made with the following persons:
1. in Czech and Moravian-Silesian countries:
(a) for all members of the so-called Protectorate Governments,
(b) for all active members of the following organisations, bodies or groups:
(aa) Flags,
(bb) Svatopluk Guard,
(cc) National recovery actions,
dd) The event "Národídopisná Morava" (organizer Jan Úprka),
(ee) Arian Working Front (Organiser Opletal),
(ff) Aryan guards,
gg) Czech Aryan Front (organizer Ing. Roček z Brna),
hh) Czech working fronts associated with ČNST-Flag,
(ch) Czech-German companies,
(ii) the Czech Union of Warriors,
(j) Executives are military,
kk) Fascist groups at the National Synergy in Moravia (organizer Rob. Mishurec),
ll) Main leadership of protectorate fascists (organizer Jos. Rambousek in Brno),
mm) Curatorium for youth education in the Czech Republic and Moravia (for persons who do not have cleansing certificates, issued by the Ministry of Interior),
nn) Moravian National Socialists (organiser of E. Pillík in Brno), later known as the Moravian Nac. party, and its Fascist Guard, later known as the "Protection Corps,"
(oo) The National Movement, together with its guards, later known as "Black Ships,"
pp) National Action Committee (organiser "Baron" Procházka),
rr) National municipalities of the fascist-worker syndicate at the National Arbitration (organiser Jan Trojovský of Brno),
ss) National-socialist Czech workers' parties, better known as "Green swastika cross" (organizer Mlčech in Kromeriz),
tt) National-socialist guards of state activists of the Grand German Empire, also called Nac. Soc. Guard of Slavic activists axis Berlin-Rome (organizer of Fr. Löffler in Jihlava),
uu) National-socialist movement of working people (organizer Blažek),
vv) National Socialist Workers' Party (organiser Grasblum),
xx) National fascist camp (organisers of Kasanda and Břejeník),
y) National Camp of fascist - Moravian Wing (organizer Jar Vala),
(zz) National Aryan Cultural Unity,
ab) National fascist municipalities (organiser Rud. Gajda),
(cd) Anti-Jewish League,
ef) The parties of Czech fascists (organizer Janík),
(gh) The Union of Aryan Millers,
chi) Association of Czech soldiers from the World War, who fought alongside the German army (at the German fascist village),
(jk) The Union of soldiers from the front,
Im) Central Secretariat of the National Camp of the fascist, the headquarters of the fascist Guard, from which later came the "Czech Aryan Movement" (organizer of O. Duřina in Brno),
(no) Regional leadership of Moravian fascists (organiser J. M. Silent),
r) Iron Guard (organizer Jos. He completed in Brno),
(c) for those officials of the following organisations or groups having political influence in the following organisations:
(aa) Czech League against Bolshevism,
(bb) Czech Association for Cooperation with Germans,
(cc) National labour exchanges,
(dd) the Union of Agriculture and Forestry;
(ee) Public information services,
2. in Slovakia:
(a) for all members of the Slovak Assembly, governments, state councils after 6 October 1938 as well as for the conceptual officials of the representative offices of the Slovak State,
(b) for all Hlink Guard officials and for the more active Hlinkov Youth, Hlinkov Slovak Ludova Party and the National Fascist Municipality,
(c) all officers and petty officers of the Hlink Guard;
d) for all officers and Rotmasters in the so-called Hashikov Slovak army, even if they had previously participated in the uprising or guerrilla fighting,
(e) for all members of the Family Defense, the Hlink Guard Emergency Corps, selected Hlink Guard Strike Corps, concentration camp officers and labour camps, guardianists and professional haemists,
(f) all authorities of the State Security Centre and the Gestapo,
(g) for all members of any German or Hungarian fascist party and organisation, even if they have previously applied or are now applying for a Slavic nationality,
(h) all active members of the Slovak-German Society or the German Academy, as well as all associations, with the aim of any cooperation with the Germans;
(ch) for those members of the Hlinkov Slovak Ludova Party or the Hlinkova Guard, who were arisators of trade or enterprises or members of administrative boards, supervisory committees or boards, following the case of the Director, the Prosecutor or the heads of German or German companies, banks, undertakings, institutes or establishments, following the legal representatives of those companies and undertakings.
(2) The remark of the impediment to the exercise of the right to vote is not to be made for persons who have been sent to these organisations, corps or groups by illegal anti-fascist organisations or who have later been engaged in domestic or foreign resistance activities, in particular in the uprising or in the guerrilla struggle, to be liberated by the Czechoslovak Republic.
§ 2.
This Regulation takes effect at the same time as Act No. 28 / 1946 Coll., by the Minister for the Interior.
