DECLARATION
of 20 October 2017
amending Decree No. 286 / 2012 Coll., on the external marking, badges, service uniforms and the special colour and marking of service vehicles of the customs administration, as amended by Decree No. 316 / 2013 Coll.
The Ministry of Finance provides pursuant to Sections 14 (4) and 20 (3) of Act No. 17 / 2012 Coll., on the Customs Administration of the Czech Republic, as amended by Act No. 243 / 2016 Coll.:
Decree No. 286 / 2012 Coll., on the external marking, badges, service uniforms and special colour design and marking of service vehicles of the customs administration, as amended by Decree No. 316 / 2013 Coll., is hereby amended as follows:
1. in Article 1, the following point (g) is inserted after point (f):
"(g) the formalities and model of the service badge of the customs officer (hereinafter referred to as the" service badge ") and the method of proving the customs office competence with the service badge,"
Point (g) shall be renumbered as point (h).
2. in Paragraph 2 (2) (b):
"(b) working uniform 17 dark blue."
3. in Article 2 (2), point (c) shall be deleted;
4. Paragraph 2 (3) is deleted.
Paragraph 4 shall become paragraph 3.
5. In Section 2, at the end of paragraph 3, the sentence "The displayed components of the service equipment may also be used in combination. 'is added.
6. in Paragraph 3 (a) (1), "four-digit" is replaced by "five-digit";
7. in Article 3 (a) (2), the word "four-digit" is replaced by the word "five-digit";
8. Paragraph 4 (2) and (3) reads as follows:
"(2) A customs official who wears a working uniform of 17 shall be marked with the sign" CUSTOMS MANAGEMENT "in addition to the mark on his sleeve.
(a) yellow letters on a dark base;
(b) black letters on white background,
(c) black letters on grey background,
(d) grey letters on a white base; or
(e) white letters on a green base.
(3) The description of the inscriptions "CUSTOMS MANAGEMENT" is given in Annex 4, Figure 2 to 6. "
9. In Article 4, paragraphs 4 to 6 are added:
"(4) A customs officer who wears a service uniform of 12 is marked on the sleeve of the uniform for the performance of his service abroad and in international exercises by a sleeve character consisting of the inscription" CZECH REPUBLIC "and a representation of the national flag of the Czech Republic. The image of the marking is shown in Annex 4, Figure 7.
(5) A customs official or civil servant may also be marked on the sleeve with a sleeve tape, which is white in colour with the black inscription "CUSTOMS MANAGEMENT," green in colour with the white inscription "CUSTOMS MANAGEMENT" or blue in colour with the white inscription "CUSTOMS MANAGEMENT." The image of the sleeve tape is shown in Annex 4, Figure 8 to 10. The inscription "CUSTOMS MANAGEMENT" on the sleeve may also be in two rows.
(6) The inscription "CUSTOMS MANAGEMENT" may be supplemented by the international terms "CUSTOMS - ZOLL - DOUANE." '
10. in Paragraph 5 (1), the words "highlighting reflective elements" shall be inserted after the word "forming" and the second sentence shall be deleted;
11. in Paragraph 6 (2):
"(2) In the case of wearing a working uniform 17, the sleeve character and the customs office identification mark shall be placed as specified in paragraph 1. Furthermore, on the left side of the breast and on the back of the working uniform of 17 customs officers is the inscription" CUSTOMS MANAGEMENT "in colour according to § 4 (2)."
12. In Article 6, the following paragraph 3 is added:
"(3) The sleeve character for the performance of service abroad and in international exercises and the sleeve tape are placed on the left sleeve."
13. in Paragraph 9 (2) (c), the word "nine" is replaced by the word "bands."
14. After Paragraph 15, the following Section 15a is inserted:
Formats and model of service badge and method of proving the customs status of a service badge
(1) The service badge is metallic with dark blue circuits; a large national emblem of the Czech Republic is displayed on the service badge in the upper part, a Merkura character in the lower part, surrounded by lipos branches. The upper part of the circuits is the inscription "CUSTOMS MANAGEMENT 'and the lower part is the international designation of the customs administration; in the lower part of the service badge there is a five-digit service badge identification number in the rectangular field overlapping the lower part of the Mercury symbol. The model of the service badge is shown in Annex 11.
(2) When proving a customs office jurisdiction, the customs officer shall present a service badge to the front of the service badge with a number, without issuing a service badge. In the course of the service in civil clothing, the customs officer may also prove his / her competence to the customs administration by placing a service badge on the left side of the chest or by hanging on the neck in such a way that the face of the service badge with a number is visible. ';
15. Annex No 1 shall be deleted;
16. Annex 2, including the title, reads:

Transitional provisions
1. The special colour and marking of service vehicles of the customs administration pursuant to Decree No. 286 / 2012 Coll., as effective before the date of entry into force of this Order, may be used until 31 December 2027.
2. The customs administration identification mark provided for in Decree No. 286 / 2012 Coll., as effective before the date of entry into force of this Order, may be used even after the entry into force of this Order.
Efficacy
This Decision shall enter into force on 1 November 2017.
