DECLARATION
Ministry of Education, Youth and Sports
of 17 December 1997
on the organisation, performance and tasks of the school inspection
The Ministry of Education, Youth and Sports (hereinafter referred to as "the Ministry ') provides, pursuant to § 19 (9) of the Czech National Council Act No. 564 / 1990 Coll., on State Administration and Self-Government in Education, as amended by Act No. 139 / 1995 Coll., (hereinafter referred to as" the Act'):
§ 1
Organisation of Czech School Inspection
(1) Czech school inspections are subdivided:
(a) the head office of the Central School Inspector;
(b) a regional centre comprising several counties;
(c) to the county office.
(2) The inspection workplaces are marked with the inscription "Czech School Inspections" and the state emblem of the Czech republity.1)
Performance of inspection activities
§ 2
(1) The right to carry out inspection activities is demonstrated by the school inspector's certificate issued by the central school inspector. Authorisations to operate in the preparation, performance and evaluation of school inspections shall be demonstrated by other staff of the school inspection referred to in Article 19 (2) of the Act by delegation of a central school inspector and a citizen's card.
(2) The school inspector's card contains:
(a) a national character;
b) a photograph of the school inspector printed with a round stamp at the headquarters of the Czech School Inspection Office,
(c) name, surname and any academic title,
(d) birth number,
(e) the serial number of the licence;
(f) the signature of the central school inspector.
§ 3
Czech school inspections are carried out by:
(a) comprehensive inspections, which are the overall evaluation and control of schools;
(b) indicative inspections aimed at the current partial findings in each school;
(c) thematic inspections which identify, control and evaluate the state of one or more selected areas in the school network or part of the network.
§ 4
(1) The school inspector responsible shall inform the school director of the comprehensive inspection in due time before its start.
(2) The composition of the inspection team, the planned course and the timing of the inspection activity shall be notified to the Director at the start of his own inspection activity at the school. The Director shall provide additional documents requested for the inspection activity to the school inspectors by delegation.
(3) The school director or his authorised staff shall be allowed to be present in the inspection activity of the educational and educational process.
§ 5
(1) In the exercise of State control, school inspectors shall proceed in accordance with the provisions of the State Control Act. 2) A separate protocol is always drawn up during a comprehensive inspection. An indicative and thematic inspection shall only be carried out when an infringement has been detected.
(2) The inspection report or protocol may specify the date of the follow-up indicative inspection to determine the effectiveness of the measures taken to address the deficiencies identified.
§ 6
Inspection tasks
(1) In carrying out the tasks provided for by the Law, inspections shall in particular:
(a) monitor and evaluate the educational process, including its results, the efficiency of space use and material technical security;
(b) evaluate the level of the school, check the compulsory documentation and equipment of the school, require explanations from the responsible persons, obtain knowledge of the results of the control of other bodies and, where appropriate, cooperate with them;
(c) transmit inspection findings to persons who are due to take effective measures to remedy any deficiencies;
(d) subsequently checks the effectiveness of the measures taken.
(2) Inspection shall be carried out according to:
(a) the plan of the main tasks of the Czech School Inspection Office;
(b) the requirements of the Ministry.
(3) The inspection activity is further carried out on the basis of:
(a) the initiatives of the school office, the school founder, the municipalities, the school director, the school board, the citizens,
(b) prior inspection activities.
(4) The Central School Inspector shall submit to the Ministry by 30 November each year a report by the Czech School Inspection Office on the state of schools and the performance of school inspection tasks during the previous school year.
§ 7
Repeal
The Decree of the Ministry of Education of the Czech Socialist Republic No. 60 / 1979 Coll., on Inspection of Education and Education is hereby repealed.
§ 8
Efficacy
This decree shall take effect on the day of its publication.
