on the procedure for carrying out the classification of carcasses of bovine animals and sheep for slaughter and the conditions for issuing certificates of professional competence for that activity
According to Article 18 (n) of Act No. 110 / 1997 Coll., on Food and Tobacco Products and amending and supplementing certain related laws, as amended by Act No. 306 / 2000 Coll., (hereinafter referred to as "the Act"):

ČÁST PRVNÍ

GENERAL PROVISIONS
§ 1
Method of implementation of the classification
The classification of carcases of bovine animals for slaughter and sheep for slaughter shall be carried out in accordance with the procedure laid down in this Order at all slaughterhouses, (1) except for slaughterhouses which slaughter bovine animals and slaughter sheep for fattening and which do not put into circulation carcases. (2) No classification shall be carried out on carcases of bovine animals and sheep for slaughter obtained by the necessary slaughter.
§ 2
Requirements for bovine animals and sheep for slaughter
(1) When taken over in slaughterhouses, bovine animals and sheep for slaughter shall be identified in accordance with specific legislation, (4) in order to establish their identity and ensure that they are kept until slaughter, veterinary inspection, classification and classification have been completed.
(2) Animals must not be fed for at least 12 hours before being delivered to the slaughterhouse.
(3) The animals must be delivered clean to the slaughterhouse and comply with the requirements of a specific legislation. 5)
§ 3
Basic concepts
For the purposes of this decree:
(a) by the classifier, a person meeting the conditions for the implementation of the classification laid down by law and by this decree, who carries out the classification of carcasses of bovine animals and sheep for slaughter in the quality and labelling classes referred to in Sections 6 and 10;
(b) bovine animals (6)
1. calves,
2. young bovine animals,
3. young bulls,
4. bulls,
5. bulls,
6. cows,
7. heifers;
(c) sheep for slaughter
1. lambs under 12 months of age and weighing up to and including 13 kg;
2. lambs under 12 months of age and weighing more than 13 kg;
3. other sheep intended for slaughter, including rams, rams and ewes;
(d) the weight of the weight of the carcase of bovine animals and sheep for slaughter recorded by weighing in the warm state after slaughter and veterinary inspection, not later than 60 minutes after the bleeding injection; The taking-over weight shall be rounded to the nearest kg in the case of bovine animals, no account shall be taken of weight up to 0,5 kg, for ovine animals rounded to 0,5 kg. When weighing electronic weights, the weight shall be given in tenths of kg;
(e) the carcase of a calf with a kidney, without skin, without head separated from the torso before the first cervical vertebrae, without legs separated in the lower joint by the wrist and foal, without the organs of the thoracic, abdominal and pelvic cavities, without the common carotid and with attached fat;
(f) carcases of young bovine animals, young bulls, bulls, bulls, cows and heifers, two halves or four quarters of the same animal without skin, separated from the torso before the first cervical vertebrae, without legs separated in the lower joint of the wrists and festering, without spinal cord, without the organs of the sternum, the abdomen and the pelvis, without the cartilage, without the subcutaneous fat above the upper scarf, without the kidneys, without the pelvic kidney fat, without the bulls, without the bulls and bulls without the dorsal fat, without the jointed tallow, without the jointed tallow, without the bulls of the fowls, without the bulls of the last vertebrae and the first vertebrae of the tail, without the carp, without the dorsal fat, without the dorsal fat and without the confisco-veted vender;
(g) the carcase of ovine animals for slaughter without skin, without head separated from the torso before the first cervical vertebra, without legs separated in the lower joint by the wrists and forequarters, without the organs of the thoracic, abdominal and pelvic cavities removed with pelvic fat, without tail separated between the sixth and seventh tail vertebrae, without sexual organs and without udder, without spinal cord in sheep older than 12 months of age, the kidneys with kidney fat remain with the body;
(h) the categories of carcases of bovine animals for slaughter by age, weight and sex;
(i) the categories of carcases of sheep for slaughter by age and weight of slaughter;
(j) class of conformation
1. in the case of bovine animals for slaughter, an evaluation of the development of the muscle tissue of the leg, back and shoulder in relation to other warm batches;
2. in the case of ovine animals for slaughter, the classification of carcases of ovine animals for slaughter in the warm state according to the overall development of muscle tissue in relation to the other carcases of ovine animals for slaughter;
(k) fat cover class evaluation of fatty tissue development, fat cover and the quantity of depondered carcase fat;
(l) the quality class resulting from the evaluation class
1. in the case of bovine animals for slaughter obtained by a combination of the body category of bovine animals for slaughter, the conformation class and fat cover class,
2. in the case of sheep for slaughter, obtained by a combination of the body category of sheep for slaughter, the conformation class and fat cover class or according to § 9 (1).

GENERAL CLASSIFICATION OF THE HAT-PREPARED body OF THE HAT-GOLD
§ 4
Classification
(1) After slaughter, bovine animals for slaughter are to be classified in the category of the body of bovine animals for slaughter as set out in Annex No 1 to Table 1, taking into account the information given in the accompanying documents of bovine animals for slaughter.
(2) Entry into the category of carcasses of bovine animals for slaughter should be effected after presentation into the carcase and after veterinary inspection.
(3) After inclusion of bovine animals for slaughter in the category of carcase referred to in paragraph 1, the conformation and fat cover classes shall be determined.
(4) The conformation class is determined by sensory assessment of the characteristics listed in Annex 1, Table 2.
(5) The fat cover class is determined by sensory assessment of the characteristics listed in Annex 1, Table 3.
§ 5
Classification
Classification in the quality class shall be carried out by combining the body category of bovine animals for slaughter, conformation class and fat cover class such as AU2.
§ 6
Markings
(1) After classification in the quality class referred to in Section 5, the carcase shall be marked with a non-health, non-washable, indelible colour or other approved veterinary authorities.
(2) The marking referred to in paragraph 1 shall be made on both front loops and, where appropriate, on the surface tether of the two shoulders and hams by first marking the letter of the category of the carcase and the letter of the conformation class and the number of fat cover class. The letters and figures shall be at least 20 mm high and clearly legible.
§ 7
Classification protocol
(1) The classifier shall issue a classification report (hereinafter referred to as "the protocol") on the classification carried out. The model of the Protocol is set out in Annex 2.
(2) The Protocol shall be drawn up for the whole group of bovine animals for slaughter from one seller delivered on one day.
(3) The slaughterhouse operator and the classifier shall keep the record for at least six months. The classifier will transmit the protocol
(a) the seller of bovine animals for slaughter;
(b) slaughterhouses where classification is carried out;
(c) the person authorised to keep a central register of livestock in accordance with a specific legislation; 4)

ČÁST TŘETÍ

GENERAL CLASSIFICATION OF RAW-PREPARED FATS
§ 8
Classification
(1) After slaughter, sheep for slaughter are classified in the following categories of carcases:
(a) A, B or C - the bodies of lambs aged up to and including 12 months and weighing up to and including 13 kg;
(b) L - bodies of lambs under 12 months of age and weighing more than 13 kg,
(c) S - bodies of other sheep.
(2) Classification in the category of carcases of ovine animals for slaughter shall be carried out according to the weight and age of the ovine animals for slaughter, taking into account the information given in the supporting documents for slaughter. In the case of ovine animals for slaughter referred to in paragraph 1 (a), classification in the category of carcases of ovine animals for slaughter shall be carried out in accordance with Annex 3, Table 1.
(3) Entry into the category of carcases of sheep for slaughter is to be carried out after veterinary inspection.
(4) Following the classification of carcases of sheep for slaughter in the category of carcases referred to in paragraphs 1 and 2, the conformation and fat cover classes shall be determined.
(5) The conformation class is determined by sensory assessment of the characteristics listed in Annex 3, Table 2.
(6) The fat cover class is determined by sensory assessment of the characteristics listed in Annex 3, Table 3.
§ 9
Classification
(1) In the case of lambs aged up to and including 12 months and weighing up to and including 13 kg, classification in the quality class shall be carried out by combining the category of carcases of sheep and meat quality determined in accordance with Annex 3, Table 1, for example A2.
(2) In the case of lambs aged up to and including 12 months and weighing more than 13 kg and other ovine animals, classification in the quality class should be carried out by combining the determined body category of sheep for slaughter, conformation class and fat cover class, for example LU3.
§ 10
Markings
(1) After being classified in the quality class referred to in Section 9, the carcase shall be marked with a health-proof, indelible, indelible colour or otherwise approved by the veterinary authorities.
(2) In the case of lambs aged up to and including 12 months and weighing up to and including 13 kg, the marking referred to in paragraph 1 shall be carried out on the inside of the two legs by marking the letter of the category of carcase and the quality of the meat in accordance with Article 9 (1). The letters and figures shall be at least 15 mm high and clearly legible.
(3) In the case of lambs aged up to and including 12 months and weighing more than 13 kg and other ovine animals, the marking referred to in paragraph 1 shall be carried out on the inside of the two legs by indicating first the letter of the body category of the sheep for slaughter referred to in Article 8 (1) (b) or (c), followed by the letter of the conformation class and the numeral fat class. The letters and figures shall be at least 15 mm high and clearly legible.
§ 11
Classification protocol
(1) The classifier shall issue a report on the classification carried out. The model of the Protocol is set out in Annex 4.
(2) The Protocol shall be drawn up for the whole group of sheep for slaughter from one seller delivered on one day.
(3) The slaughterhouse operator and the classifier shall keep the record for at least six months. The classifier will transmit the protocol
(a) selling sheep for slaughter;
(b) slaughterhouses where classification is carried out;
(c) the person authorised to keep a central register of livestock in accordance with a specific legislation; 4)

ČÁST ČTVRTÁ

CERTIFICATE OF COMPETITION OF PHYSICAL PERSONS
§ 12
Training
(1) The training of natural persons for the implementation of the classification of carcases (hereinafter referred to as "the applicant") is provided by the Ministry of Agriculture (hereinafter referred to as "the Ministry") through the Research Institute of the Animal Production of Uhroneves.
(2) The applicant submits an application for training to the Ministry. The model of the application is set out in Annex 5.
(3) The Ministry shall notify the applicants in writing of the time and place of training.
(4) Before training, the applicant shall receive a range of subjects to be the subject of training, including a list of recommended study literature.
(5) Training consists of theoretical lectures and practical training. At the end of the training, the candidate shall take a vocational examination (hereinafter referred to as "the test ') consisting of a theoretical and practical part.
(6) After successful completion of both theoretical and practical part of the examination, the candidate shall receive a written proof of completion of the professional examination on the day of the examination.
§ 13
Expert test
(1) The examination shall be carried out before a three-member examination committee appointed by the Ministry (hereinafter referred to as "the Examination Committee"), members of the Examination Committee being experts of the Ministry or of the Research Institute of the Animal Production of the Uhraneves, the chairperson shall always be the representative of the Ministry.
(2) The Chairman of the Examination Board shall direct its actions; decide on the issues in question relating to the examination.
(3) The examination committee shall be bound by a set of questions set by the Ministry for the examination.
(4) If the candidate does not pass the test, the test may be repeated not earlier than 30 days and not more than 6 months after the date of the unsuccessful test.
(5) The corrective test shall only be carried out by the tenderer on the part in which he has failed.
(6) Candidates who could not attend the test or repair test for a serious reason shall be given a replacement date.
§ 14
Conditions for issuing a certificate of competence
(1) The certificate of competence (hereinafter referred to as the certificate) is issued to the person who will carry out the classification on the basis of:
(a) documentary evidence of completion of the professional examination;
(b) medical certificate, 7)
(c) proof of completion of secondary school;
(d) proof of two years' experience in livestock farming or meat processing.
(2) The certificate issued by the Ministry shall include the personal number assigned to the classifier.
(3) The certificate shall be valid for two years from the date of issue. The Ministry may withdraw the certificate from the classifier only if it finds that the classifier performs the classification in a manner that does not correspond to the procedure laid down in this Decree.
(4) The classifier may request the Ministry to extend the validity of the certificate ("the application").
(5) The application may be lodged not earlier than 3 months before the expiry of the certificate. The application shall be accompanied by the documents referred to in paragraph 1 (b).
(6) The Ministry shall assess whether the conditions for issuing the certificate referred to in paragraph 1 continue to be met and, where applicable, shall extend the validity of the certificate to a further 2 years. The Ministry shall decide on the application within 30 days of the date of the application.
(7) Where, during the period of validity of the certificate, the classifier has ceased to qualify for the classification because it no longer fulfils the conditions laid down in paragraph 1 (a). (b) or has suspended the activities of the classifier itself, it shall notify the Ministry of this fact no later than 30 days after the date on which it became aware of that fact.
§ 15
Efficacy
This Decree shall take effect on 1 January 2002.
