amending Government Regulation No 222 / 2010 Coll., on the catalogue of works in public services and administration, as amended, and Government Regulation No 302 / 2014 Coll., on the catalogue of administrative activities, as amended
The Government orders pursuant to § 123 (6) (a) of Act No. 262 / 2006 Coll., Labour Code, as amended by Act No. 365 / 2011 Coll., and under § 145 (2) of Act No. 234 / 2014 Coll., on Civil Service:

Amendment of government regulations on public service and administration catalogues
Čl. I
The Annex to Government Regulation No 222 / 2010 Coll., on the Catalogue of Works in Public Services and Administration, as amended by Government Regulation No 399 / 2017 Coll. and Government Regulation No 263 / 2018 Coll., is amended as follows:
1. In point A of Part 1 of Part 1.01 of the occupation 1.01.08, in the column "Salary class', the number" 14 'is replaced by "13'.
2. In point A of Part 1 of Part 1.06 of the occupation 1.06.06, in the column "Grade 3 ', the figure" 4' is replaced by "4 '.
3. In Section 2.02.02 of Part A of Part 2 of Part 2 of the occupation, in column Part, part, occupation, the words "TRAVEL IN PENSION SERVICES 'are replaced by the words" WORKER OF TRADE' and in column, "9, 10 'is replaced by" 9-13'.
4. '2. Preparation, provision and monitoring of the operation of electronic file service systems and, where appropriate, other document management systems in both certified and non-certified information systems intended to work with classified and non-classified documents in analogue and digital form. Professional assistance to users of electronic file service systems or other systems for managing documents working with classified and non-classified documents in digital form. ';
11. In point B of Part 1 of Part 1.01 of the occupation 1.01.01, the following points 3 and 4 are added in the 10th grade:
'3. Collection of user requirements for the development and categorisation of an electronic file service system, design and assignment for suppliers of an electronic file service system in certified and uncertified information systems intended to work with classified and non-classified documents in analogue and digital form, including the preparation and provision of the operation of such medium-scale systems (up to 200 users) and training and verification of users' knowledge in this field.
4. Preparation of electronic file service systems and, where appropriate, other document management systems in both certified and uncertified information systems working with classified and non-classified documents in digital form for emergencies and stocks. ';
12. In point B of Part 1 of Part 1.01 of the occupation 1.01.01, the following point 2 is added in the 11th grade:
'2. Assessment of electronic file service systems or document management information systems in relation to the architecture of the electronic file service system and links to the surrounding document management information systems, including the comprehensive preparation and operation of large-scale systems (over 200 users). The creation of models necessary for unequivocally entering the development and modification requirements of the supplier of the electronic file service system in both certified and uncertified information systems intended to work with classified and non-classified documents in analogue and digital form. ';
13. In point B of Part 1 of part 1.01 of the occupation 1.01.06, in the 11th grade at the end of the text of point 2, the words "to the public 'shall be added.
14. In point B of Part 1 of part 1.01 of the occupation 1.01.08, point 5 of the 11th grade is deleted.
15. In point B of Part 1 of Part 1.01 of the occupation 1.01.08, point 4 of the 12th grade is deleted.
Point 5 is renumbered point 4.
16. In point B of Part 1 of Part 1.01 of the occupation 1.01.08, point 2 of the 13th grade is deleted.
17. In point B of Part 1 of Part 1.01, in the profession 1.01.08, the 14th grade is deleted.
18. In point B of Part 1 of Part 1.06 of the occupation 1.06.06, the following point 2 is added in third grade:
'2. Cleaning work in an infectious or otherwise disabled environment or in buildings after construction and other modifications of heavily polluted remains of construction and other hard to remove materials. '
19. In point B of Part 1 of Part 1.06 of the occupation 1.06.06, the following grade 4 is added:
"4th grade
1. Service of semi-automatic and automatic cleaning machines for cleaning, polishing and impregnating surfaces and space.
2. Cleaning works in the interiors of historical objects declared a national cultural monument with the highest protection requirements. "
20. In point B of Part 2 of Part 2.02 of the occupation 2.02.01, the following point 5 is added in the 10th grade:
"5. Ensuring the agenda of the European Public Prosecutor's Office."
21. The following point 3 shall be added to point B (2) of Part 2.02 of the occupation 2.02.01 in the 11th grade:
'3. Ensuring supervision of the performance of professional agendas for the European Public Prosecutor's Office. Processing of analytical output for the European Public Prosecutor's Office. '
22. In point B of Part 2 of Part 2.02 of the occupation 2.02.01, the following point 4 is added in the 12th grade:
"4. Implementation of the most demanding activities related to the exercise of the powers of the European Public Prosecutor's Office, requiring, in the light of the scope, complexity of the facts and the complexity of the legal assessment of all-round professional analytical capacity. ';
23. In point B of Part 2 of Part 2.02 of the occupation 2.02.02, including the title:

9. grade
1. Comprehensive educational activity in prisons, detention prisons and institutions for the performance of security detention.
2. Educational and educational activities in prisons, detention prisons and institutions for the performance of security detention with a professional focus on both overall and specific development.
Grade 10
1. Complex educational, educational, diagnostic and preventive activities in prisons, detention prisons and institutions for the performance of security detention.
2. Separate implementation of sociotherapy in prisons, detention prisons and institutions for the performance of security detention, towards social rehabilitation and integration.
3. Self-provision of educational and educational activities by applying special teaching procedures in prisons, detention prisons and institutions for the performance of security detention. Separate implementation of specific teaching examinations and other highly demanding teaching activities.
4. The implementation of social investigations in prisoners and inmates for the purpose of determining the risks and needs of prisoners, identifying the social situation of the individual prior to imprisonment and capturing possible social problems arising as a result of imprisonment and providing timely social advice and assistance in the context of a comprehensive professional activity in prisons, detention prisons and institutions for the performance of security detention.
5. Providing social advice to prisoners and inmates in their unfavourable social situation using methods and techniques of social work for social rehabilitation and integration, in order to shape the desirable living conditions for the social functioning of the individual, the social change leading to the prevention of recurrence of crime and the risk of social exclusion as a result of imprisonment. Cooperation with social services providers, health services, child protection bodies, municipal and regional authorities, etc.
6. Assessment of the causes of negative phenomena, the design and implementation of preventive measures for persons at risk and at the time of their imprisonment.
11th grade
1. Methodological and specialised advisory activities provided by professional staff, the creation of educational and educational documents, evaluation tools and preventive programmes.
2. Preventive, primarily diagnostic and consulting activities in prisoners or inmates, coordination and application of partial penitentiary procedures to fulfil the purpose of the sentence, new educational methods and methods from other sectors.
3. Methodological regulation of the conditions for the execution of a custodial sentence in view of fulfilling its purpose.
4. Provision of psychotherapeutic services, educational, psychological and special advice, social training, artetherapy, ergotherapy and movement therapy including addressing stress situations for prisoners, inmates and prison workers.
5. Providing and providing professional social advice and carrying out social work in prisoners and inmates, with their families or groups in difficult life situations, providing emergency assistance and social rehabilitation.
6. Social work aimed at individuals, families and groups with an increased risk of social exclusion or the occurrence of problems in personal or social development due to imprisonment (prisonization).
7. The implementation of a comprehensive social inquiry in prisons, detention prisons and detention centres for the performance of security detention, with a view to the timely capture of individuals who are at risk of loss of social skills due to long-term imprisonment, loss of social background, social exclusion after release, and the subsequent provision of timely intervention to reduce the risks of prisonization and social exclusion.
8. The creation of a social work concept and strategy to address the adverse social situation and the social inclusion of persons in prisons, detention prisons and institutions for the performance of security detention with an effective impact on post-release periods.
12th Grade
1. Providing highly specialised psychotherapy to prisoners and inmates, providing psychotherapy to standardised therapeutic programmes and evaluating their effectiveness.
2. Development and coordination of application of psychotherapeutic procedures and new psychotherapeutic methods in prison and supervision of psychotherapeutic activities.
3. Creation, coordination and evaluation of the most complex projects and concepts in the field of psychotherapeutic activity, preventive and advisory services in prisons, detention prisons and institutions for the performance of security detention.
4. Providing professional social legal advice to prisoners, inmates and their families in the field of family relations, health and mental illness or disability, social pathology or criminal phenomena.
5. Preparation and coordination of social prevention programmes aimed at social risks, prevention of social exclusion and prevention of recurrence of criminal activity for prisoners and inmates, which are applicable in the conditions of prisons, detention prisons and institutions for the performance of security detention.
6. Preparation and coordination of programmes and activities aimed at continuous social work with prisoners and inmates.
7. Comprehensive coordination of personal assistance services to prisoners and inmates who require the assistance of others.
8. Implementation of comprehensive specially educational diagnostics, demanding corrective, reeducation and compensation activities with prisoners and inmates.
9. Methodological guidance and coordination of specifically educational preventive and advisory services in prisons, detention prisons and institutions for the performance of security detention.
10. Provision of crisis intervention and comprehensive provision of psychotherapeutic services including educational, psychological and special advice to prisoners, inmates and employees.
11. Application of clinical psychology under the guidance of a specialist with specialised competence including cooperation in the implementation of rehabilitation, reeducation and resocialisation.
12. Separate implementation of demanding contact activities targeting individuals and groups with increased risk or problems in personal and social development.
13. Implement comprehensive psychological diagnostics and psychological advice in prisoners and inmates.
Grade 13
1. The creation and development of methods of social work and the application of the latest knowledge from psychology, special pedagogy, sociology, pedagogy, law and other social sciences, which are usable in the comprehensive professional treatment of prisoners and inmates.
2. Creating essential concepts of a system of specially educational preventive and advisory services and demanding corrective, reeducation and compensation activities in prisoners and inmates, drawing up forecasts and providing the most demanding specially educational services.
3. Providing the most demanding psychotherapeutic services including psychological advice to prisoners, inmates and prison staff, evaluating the effectiveness of applied psychological procedures and therapeutic programs in prisoners and prisoners with conceptual interference.
4. Creation, coordination and evaluation of the most complex projects in the field of pedagogical psychological care for psychological and social development, education of prisoners and inmates.
5. Creating fundamental concepts of a system of preventive and advisory services and fundamental concepts in the field of psychological and therapeutic activities in prisons, detention prisons and institutes for the performance of security detention.
6. Creation of new procedures in the field of psychological diagnosis and evaluation in prisons, detention prisons and institutions for the performance of security detention.
7. Supervising activities over psychological and therapeutic programs, professional guarantees of the most demanding psychological and therapeutic programs and services in prisoners and inmates.
8. Creating comprehensive plans, concepts and criminal policy projects in the field of mapping and prevention of advisory and medical services, risks of repeated crime related to drug use or other addictive behaviour, including evaluation of the most complex projects in the field of prevention and treatment of additive disorders in prisoners and inmates. Planning and implementation of highly specialised and most demanding professional interventions and measures aimed at reducing the risk of repeat serious crime, achieving resocialisation of perpetrators and effectively protecting victims of crime.
9. Design of systemic measures in the field of crime prevention in prisoners and inmates. '
24. In point B of Part 2 of Part 2.02, the following occupation 2.02.03 is added:
"2.02.03 PRISON MANAGEMENT REFERENCE
8th Grade
1. Separate keeping of records of detainees and detainees, including ensuring cooperation with courts and prosecutors in decisions on restrictions on personal freedom, associated with personal responsibility for their conduct.
9. grade
1. Separate provision of professional agendas for prison services under the laws governing the exercise of custody, the execution of criminal measures in prison, the execution of a custodial sentence and the execution of security detention under the internal rules of office for district, county and supreme courts and when ordering the execution of judicial decisions, with a cross-republican effect, with personal responsibility for their compliance.
2. Self-performing acts in the exercise of the prison service in the field of the security of the rights of prisoners and inmates.
Grade 10
1. Coordinating the activities of detention prisons, prisons and detention centres in securing the agendas of international judicial cooperation in criminal matters, in particular the expulsion, transfer and extradition of prisoners for the execution of prison sentences to or from abroad in the execution of detention or imprisonment in the Czech Republic.
2. Coordination of activities and control in the area of the rights of prisoners and in ordering the execution of judicial decisions, decisions of the Prosecutor, decisions of the Minister of Justice and the President of the Republic under the laws governing the exercise of custody, the execution of criminal measures in jail, the execution of a custodial sentence and the execution of security detention.
11th grade
1. Coordination, methodological guidance and professional supervision of the activities of detention prisons, prisons and institutions for the performance of security detention in ensuring international judicial cooperation in criminal matters and the exercise of the rights of prisoners and victims of crime.
2. Preparation of proposals and processing of applications for the placing and movement of prisoners and prisoners, and control of the procedures for the placing and movement of prisoners and inmates, including the assessment activities of a national authority.
3. Coordination of compliance with profiles and capacities in prisons, detention prisons and institutions for the performance of security detention.
12th Grade
1. Drawing up essential legal interpretations and opinions or laying down general procedures for the application of legislation or Community law in the field of prison, including, where appropriate, a solution to cases of substance and legal complexity.
2. Coordination of the process of the placing and movement of detainees and detainees of national competence, including control of the procedures laid down.
3. Analysis of the development of the numbers of prisoners and inmates, including forecasts of further development, proposals for systemic measures concerning the location, relocation and change of accommodation capacity and their evaluation from economic, legal, organisational technical and other aspects.
4. Creating the concept of employing prisoners, coordinating economic activities and strategies. Coordination of project preparation and implementation, selection process and evaluation of projects in the field of employment of prisoners.
Grade 13
1. Strategic planning, coordination and guidance of prison administration.
2. The establishment of guidelines for the financial strategy and investment development of prisons.
3. The creation of a concept of development and coordination of a system of health services provided by medical facilities in prison.
Grade 14
1. The establishment of strategic directions for the development of prisons. '
25. In point B of Part 2 of Section 2.03 of the occupation 2.03.01, including the title:
"2.03.01 BOOK
6th grade
1. The implementation of partial library work according to precise documentation and instructions.
7th Grade
1. Organisation and revision of the library fund according to specified procedures.
2. Basic processing of the library fund using shared cataloguing.
3. Provision of basic library and information services according to the procedures laid down.
4. Ensuring agendas related to the protection of library funds, such as microfilming, management of library funds.
8th Grade
1. Provision of bibliographic and reference services using basic information sources.
2. Provision of national interlibrary or delivery services according to the procedures laid down.
3. Organisation and revision of the extensive library fund (over 200,000 library units).
4. Cataloguing according to the applicable standards and methodologies and creating new records at the level of the minimum bibliographic record.

1. Profiling of a universal library fund of domestic and foreign documents in the basic species and content composition and coordination of specialised acquisition activities.

3. Ensuring specific requirements for science, research and education through national interlibrary or delivery services.
4. Coordinating the protection or revision of the library fund, coordinating and supplementing the systems for recording and storing library documents in libraries with the historical or conservation fund.

8. Indexation of highly specialised documents at analytical level for specialised bibliographic databases with national significance.
9. Creating national cataloguing methodologies with links to national and international standards.
10. Creation and administration of thesaurus and sets of names, names and material national authorities.
Grade 13
1. Creating national and international standards for library, information activities and systems for digitisation of library funds.
2. Study-analysis activities at national or scientific level, processing of demanding professional and specialised information studies and analysis materials.
3. Creation of the concept and coordination of international library information systems and cooperation at international level.
4. Processing and processing and making available of national concepts, plans and programmes for the creation of library and information resources.
Grade 14

26. In point B of Part 2 of Part 2.05 of the occupation 2.05.06, in the 9th grade, in point 1, the words "operations designated 'are replaced by the words" provision of operations designated'.
27. In point B of Part 2, in the title of Part 2.08, the words "WORKING AND SOCIAL 'are inserted after the words" SOCIAL'.
28. In point B of Part 2 of Section 2.08 of the occupation 2.08.02 in the 11th grade in point 2, the word "targeted 'is inserted after the word" persons' and the word "or 'is added at the end of the text of the point, and the words" and the prevention of negative social phenomena in these persons' are added.
29. 32. In point B (2) of Part 2.10 of the occupation 2.10.13, in the 10th grade, in point 3, the word "prevention 'is replaced by" work'.
