of 16 November 2022
on the transmission of data on the consumption of medicinal products of public health insurers when a health insurance company is changed
The Ministry of Health provides, pursuant to § 20 (8) of Act No. 592 / 1992 Coll., on Insurance for Public Health Insurance, as amended by Act No. 371 / 2021 Coll.:
Scope of data transmitted
(1) The data transmitted shall contain the unambiguous identifiers of the insured persons referred to in paragraph 2 and the consumption data of mass-produced medicinal products referred to in paragraph 3 so that each case of consumption of the medicinal product can be clearly assigned to a specific insured person.
(2) Data relating to insured persons who have changed health insurance and whose last date of affiliation to the original health insurance company falls within the calendar half of the preceding calendar half-year, in which the month of transmission referred to in Article 3 is situated.
(3) Data on the consumption of mass-produced medicinal products charged to the original health insurance company during the 14 calendar months preceding the month of transmission referred to in Article 3 shall be transmitted. For each consumption of mass-produced medicinal products for each insured person, the following data are:
(a) the code of the medicinal product referred to in Article 32 (5) of the Medicines Act assigned by the Institute and published as part of the list of authorised medicinal products;
(b) the number of packages of the medicinal product consumed;
(c) the date of issue or application of the medicinal product; and
(d) the date on which the medicinal product is cleared in accordance with point 3 of Section About Annex 2 to the Public Health Insurance Act.
Transmission procedure
Data shall be transmitted electronically in the form of a secure encrypted data transmission, in the format of a data file with a structure that allows software to easily find, identify and extract specific information from this data file, including individual data and its internal structure.
Time limits for transmission
The data shall be transmitted in the calendar months of March and September so that the new health insurance company of the insured person receives the data not earlier than the ninth and not later than the 15th day of that month.
Efficacy
This Decree shall take effect on 1 January 2023.
