DECLARATION
of 31 October 2013
amending Decree No. 347 / 2012 Coll., laying down the technical economic parameters of renewable sources for electricity production and the lifetime of electricity generation from supported sources
Pursuant to Article 53 (2) (a) and (b) of Act No. 165 / 2012 Coll., on Supported Energy Sources and on the amendment of certain laws (Act on Supported Energy Sources), as amended by Act No. 310 / 2013 Coll., for the implementation of Sections 7 (3) and 12 (1) (a):
Decree No. 347 / 2012 Coll., establishing the technical and economic parameters of renewable sources for electricity production and the lifetime of electricity production from supported sources, is amended as follows:
1. in Article 2 (c):
"(c) by technological own electricity consumption, the electricity consumption of electricity generation in the production of electricity or electricity and heat in the main production facility as well as ancillary plants directly related to production, including the production, conversion or modification of fuel, the loss in distribution of own consumption as well as the losses in the increase in power generation transformers for supply to the distribution system or transmission system,";
2. the Annex shall read as follows:

Electricity from renewable energy sources
I. Water energy - Water power plants
1. Duration of production: 30 years.
2. Required efficiency of primary energy use: The efficiency of the newly installed turbine is assumed to be ≥ 85% in the operating optimum, for renovated types ≥ 80% (measured on turbine coupling).
3. Costs of installed unit power and annual use of installed power:

II. Energy of biomass
1. Duration of production: 20 years.
2. The use of useful heat from renewable sources is envisaged for the production of renewable electricity.
3. Costs of installed power unit, annual use of installed power and fuel costs:

Note: Classification into the different biomass categories is determined by Decree No. 477 / 2012 Coll., on the determination of the species and parameters of supported renewable sources for electricity, heat or biomethane production and on the determination and storage of documents. The cost of the installed power unit shall reflect the total investment costs related to the installed electrical power.

Note: For sources burning municipal waste, investment costs are related to the amount of municipal waste burned per year [CZK / tonne].
III. Wind Energy - Wind Power
1. Duration of production: 20 years.
2. Requirement for efficiency of primary energy use: Annual average wind speed at the wind power plant site at the height of the rotor of the proposed power plant is assumed to be ≥ 6 m / s
3. Costs of installed unit power and annual use of installed power:

IV. Geothermal energy - use of low potential heat
1. Duration of production: 20 years.
2. Required efficiency of primary energy use: The energy potential of the geothermal energy source is assumed to be at least such that it can be permanently obtained by means of a heat transfer medium at a minimum thermal gain of 50 to 70 litres of water per second at a temperature of > 95 ° C per megawatt of the installed electrical power of the source.
3. Costs of installed unit power and annual use of installed power:

Transitional provision
For the plants put into service before 1 January 2014, the technical and economic parameters according to Decree No. 347 / 2012 Coll., establishing the technical and economic parameters of renewable sources for electricity production and the lifetime of the production of electricity from supported sources, as effective before the date of entry into force of this Decree, shall be used.
Efficacy
This Decree takes effect on 8 November 2013.
