amending Act No 561 / 2004 Coll., on pre-school, primary, secondary, higher vocational and other education (Education Act), as amended
Parliament has decided on this law of the Czech Republic:

Specific rules for limiting the personal presence of children, pupils and students in schools
(1) Where the presence of a majority of pupils or students from at least one class, study group, department or course at a school or majority of children for whom pre-school education is compulsory, from a nursery school or from a separate workplace or from at least one class in which only those children are trained is not possible because of a crisis measure declared under the Crisis Act, or because of an emergency measure under a special law, or because of a quarantine regulation under the Public Health Protection Act, the school shall provide the children, pupils or students concerned in a distance.
(2) Education in a distance manner shall be carried out by the school in accordance with the relevant framework training programme and school training programme to an extent appropriate to the circumstances.
(3) Children, pupils and students are required to be educated in a distance manner, except for primary school of art and language school with the right of national language examination. The method of providing education and evaluating the results of education in a distance manner shall adapt the school to the conditions of the child, pupil or student for such education.
(4) In order to address the consequences of a situation where the personal presence of children, pupils or students at a school is not possible because of a crisis measure declared under the Crisis Act or because of an emergency measure regulation under a special law or because of a quarantine regulation under the Public Health Protection Act, the Ministry may determine measures of a general nature
(a) different dates or time limits from those laid down by this law or implementing legislation, or determined on the basis thereof, where their fulfilment is not possible or would cause considerable difficulties;
(b) the different means or conditions of admission to education or termination of education where the procedure under this law would not be possible or would cause considerable difficulties;
the general nature of the measure must be issued in accordance with the principles and objectives of the training referred to in Section 2 of this Act.
(5) Measures of a general nature shall be taken without a procedure for the draft measure of a general nature. The Ministry shall notify measures of a general nature by hanging on its official plate and publish them in a manner that allows remote access for at least 15 days. A measure of a general nature shall take effect on the date of hanging on the official plate or on a later date specified therein. If the reasons for issuing measures of a general nature have changed, the Ministry shall withdraw or amend it without delay. ';
Efficacy
This Act shall take effect on the day following its publication.
