GOVERNMENT REGULATION
of 5 October 2016
on the rates of fees for the professional activities of the State Office for Nuclear Safety
The Government mandates pursuant to § 39 (5) of Act No. 263 / 2016 Coll., Atomic Act:
Subject matter
This Regulation regulates the rates of the application fee and maintenance fee for the individual activities of the State Nuclear Safety Authority.
Rate of application fee
Rate of application fee
(a) pursuant to Article 36 (1) (a) of the Atomic Act, where an application for a permit for placing has been made,
1. energy nuclear equipment, 19 600 000 CZK,
2. nuclear research facility with zero output, 8 400,000 CZK,
3. research nuclear equipment with non-zero output, 14,000 000 CZK,
4. enrichment plant, nuclear fuel plant or plant for reprocessing spent nuclear fuel, 19 600 000 CZK,
5th storage of spent nuclear fuel, 14,000 000 CZK,
6. storage of radioactive waste, with the exception of facilities for the storage of radioactive waste, which is part of another nuclear installation or another workplace where radiation activity is carried out, 11 200 000 CZK,
7. storage of radioactive waste, except for storage containing exclusively natural radionuclides, 11 200 000 CZK,
(b) pursuant to Paragraph 36 (1) (b) of the Atomic Act, where an application for a permit for construction is made, it shall:
1. energy nuclear equipment, 126 000 000 CZK,
2. nuclear research facility with zero output, 14,000 000 CZK,
3. research nuclear equipment with non-zero performance, 19 600 000 CZK,
4. enrichment plant, nuclear fuel plant or plant for reprocessing spent nuclear fuel, 84 000 000 CZK,
5th storage of spent nuclear fuel, 19 600,000 CZK,
6. the storage of radioactive waste, with the exception of facilities for the storage of radioactive waste, which is part of another nuclear installation or another workplace where radiation activity is carried out, CZK 14,000 000,
7. storage of radioactive waste, with the exception of storage containing exclusively natural radionuclides, 14 000 000 CZK,
(c) pursuant to Paragraph 36 (1) (c) of the Atomic Act, in the case of an application for a first permit to operate:
1. energy nuclear plant, 42 000 000 CZK,
2. research nuclear equipment with zero output, 4,200,000 CZK,
3. research nuclear equipment with non-zero performance, 11 200 000 CZK,
4. enrichment plant, nuclear fuel plant or plant for reprocessing spent nuclear fuel, 42 000 000 CZK,
5th storage of spent nuclear fuel, 11 200,000 CZK,
6. storage of radioactive waste, with the exception of facilities for the storage of radioactive waste, which is part of another nuclear installation or another workplace where radiation activity is carried out, 11 200 000 CZK,
7. storage of radioactive waste, except for storage containing exclusively natural radionuclides, 11 200 000 CZK,
8th Category III workplace for activities related to the acquisition of radioactive mineral, 11 200 000 CZK,
(d) according to Paragraph 36 (1) (d) of the Atomic Act, when an application is made for the granting of a permit for individual decommissioning stages of a Category III workplace for activities related to the acquisition of radioactive mineral, CZK 1,400,000.
Maintenance fee rate
Maintenance fee rate
(a) pursuant to Article 36 (2) (a) (1) of the Atomic Act, for each calendar month in which the fee obligation of the holder of the permit to operate has been maintained:
1. energy nuclear equipment, 2 896 000 CZK,
2. research nuclear equipment with non-zero output, 1,400 CZK,
3. enrichment plant, nuclear fuel plant or plant for reprocessing spent nuclear fuel, 934 000 CZK,
4th storage of spent nuclear fuel from energy nuclear equipment, 323000 CZK,
5th storage of spent nuclear fuel from research nuclear equipment, 1,400 CZK,
6. storage of radioactive waste, with the exception of facilities for the storage of radioactive waste, which is part of another nuclear installation or another workplace where radiation activity is carried out, CZK 117 000,
7. storage of radioactive waste, except for storage containing exclusively natural radionuclides, 241000 CZK,
(b) according to Article 36 (2) (a) (2) of the Atomic Act, for each calendar month in which the fee obligation of the holder of the authorisation to operate the III-category workplace for activities related to the acquisition of radioactive mineral, with the exception of decontamination stations on closed bearings, is 48 000 CZK,
(c) according to Article 36 (2) (b) (2) of the Atomic Act, for each calendar month in which the licence holder's fee obligation for individual decommissioning phases of the 3rd category for activities related to the acquisition of radioactive mineral, with the exception of decontamination stations on closed bearings, is CZK 161 000.
Rate of charge for requests for preliminary information
The fee for requests for preliminary information pursuant to Paragraph 36 (3) of the Atomic Act shall be set at the rate applicable to requests for preliminary information in the field of:
(a) activities related to the use of nuclear energy in the case of energy nuclear installations;
1. security analysis of abnormal traffic events, 650 000 CZK,
2. basic project accidents, 650 000 CZK,
3. periodic safety assessment or extended project conditions, including heavy accidents, 650 000 CZK,
4. design of systems, construction or machinery, components or equipment, 650 000 CZK,
5. management system, including organizational structure, 500 000 CZK,
6th nuclear reactor, 500,000 CZK,
7. cooling system of nuclear reactor or downstream system, 500 000 CZK,
8th security system, 500 000 CZK,
9th control and control system, 500 000 CZK,
10th electrical system, 500,000 CZK,
11. operational aspects, including staff preparation, operational programmes, operating regulations or security, 500 000 CZK,
12. system of preparation or execution of inspection or testing programmes for the construction, commissioning or operation of nuclear equipment, 500 000 CZK,
13th limits and conditions, 500 000 CZK,
14th property of the territory for the location of nuclear equipment, 320 000 CZK,
15. engineering psychology or ergonomics, 320 000 CZK,
16th auxiliary system or building object with influence on nuclear safety of nuclear equipment, 320 000 CZK,
17th auxiliary system or building object other than mentioned in item 16, 160,000 CZK,
18th system of steam and energy conversion, 160,000 CZK,
19. Areas of nuclear activity other than those mentioned in points 1 to 18, 100 000 CZK,
(b) activities related to the use of nuclear energy in the case of research nuclear installations relating to:
1. security analysis of abnormal traffic events, 250,000 CZK,
2. basic project accidents, 250 000 CZK,
3. periodic safety assessment or extended project conditions, including heavy accidents, 250 000 CZK,
4. design of systems, construction or machinery, components or equipment, 250 000 CZK,
5. management system, including organizational structure, 180 000 CZK,
6th nuclear reactor, 180,000 CZK,
7. cooling system of nuclear reactor or downstream system, 180 000 CZK,
8th security system, 180,000 CZK,
9th control and control system, 180,000 CZK,
10th electrical system, 180,000 CZK,
11. operational aspects, including staff preparation, operational programmes, operating regulations or security, 180 000 CZK,
12. system of preparation or execution of programmes of inspections or tests during construction, commissioning or operation of nuclear equipment, 180 000 CZK,
13th limits and conditions, 180,000 CZK,
14th property of the territory for the location of nuclear equipment, 110 000 CZK,
15. engineering psychology or ergonomics, 110,000 CZK,
16. auxiliary system or building object with influence on nuclear safety of nuclear equipment, 110 000 CZK,
17th auxiliary system or building object other than mentioned in item 16, 60,000 CZK,
18th system of steam and energy conversion, 60,000 CZK,
19th areas of nuclear activity other than those mentioned in points 1 to 18, 35 000 CZK,
(c) the management of radioactive waste or decommissioning related to:
1. management of radioactive waste, 320 000 CZK,
2. closure of radioactive waste storage, 160 000 CZK,
3rd complete elimination, 160,000 CZK,
4. re-import of radioactive waste, 80 000 CZK,
5th decommissioning of nuclear equipment, 80,000 CZK,
(d) type-approval of a product or of a transport
1. type approval of packaging, 320 000 CZK,
2. transport of radioactive or fissile material, 160 000 CZK,
3. the type-approval of a specific form of radioactive material or a radioactive substance with a low dispersiveness, 80 000 CZK,
4. product type-approval pursuant to § 137 (2) of the Atomic Act, 50 000 CZK,
(e) activities within exposure situations or the provision of services relevant to radiation protection at the workplace of Category IV concerning:
1. radiation protection system, 100 000 CZK,
2. monitoring of radiation situation, 100 000 CZK,
3. management of radiation emergency, 100 000 CZK,
4. security of radionuclide source, 100 000 CZK,
(f) activities within exposure situations or the provision of services relevant to radiation protection at a Category III workplace
1. radiation protection system, 50 000 CZK,
2. monitoring of radiation situation, 50 000 CZK,
3. management of radiation emergency, 50,000 CZK,
4. security of radionuclide source, 50 000 CZK,
(g) activities other than those referred to in (e) or (f) in exposure situations or the provision of services relevant to radiation protection
1. radiation protection system, 10,000 CZK,
2. monitoring of radiation situation, 10,000 CZK,
3. management of radiation emergency, 10,000 CZK,
4. security of radionuclide source, 10,000 CZK,
(h) nuclear non-proliferation related to:
1. guarantee plan in the case of energy nuclear equipment, 150 000 CZK,
2. the directive on the registration and control of nuclear materials on nuclear installations, 100 000 CZK,
3. handling of nuclear material on nuclear equipment, 65 000 CZK,
4. guarantee plan in the case of research nuclear equipment, 50 000 CZK,
5. assessment of selected items in nuclear field, 30 000 CZK,
6. assessment of dual use item in nuclear field, 15 000 CZK.
Efficacy
This Regulation shall enter into force on 1 January 2017.
