CONSTRUCTION LAW
of 3 December 1997
on the creation of higher territorial units and amending the constitutional law of the Czech National Council No. 1 / 1993 Coll., Constitution of the Czech Republic
Parliament has decided on the following constitutional law of the Czech Republic:

ČÁST PRVNÍ

Čl. 1
On the territory of the Czech Republic, the following higher territorial authorities are established:
1. Capital Prague, defined by the territory of the capital Prague;
2. Central Bohemian Region, established in Prague, defined by the district of Benesov, Beroun, Kladno, Kolín, Kutna Hora, Měník, Mladá BOLESlav, Nymburk, Praha- East, Prague-West, Pribram and Rakovnice;
3. South Bohemia region located in České Budějovice, defined by the district of České Budějovice, Český Krumlov, Jindřich Hradec, Písek, Prachatice, Strakonice and Tabor;
4. Plzeň region located in Plzeň, defined by the district of Domažlice, Klatovy, Plzeň-town, Plzeň-south, Plzeň-north, Rokycany and Tachov;
5. Karlovy Vary Region, located in Karlovy Vary, defined by the territory of the districts of Cheb, Karlovy Vary and Sokolov;
6. the Ústí Region located in Ústí nad Labem, defined by the territory of the districts of Děčín, Chomutov, Litoměřice, Louny, Most, Teplice and Ústí nad Labem;
7. Liberec region, located in Liberec, defined by the district of Česká Lípa, Jablonec nad Nisou, Liberec and Semily;
8. Králové Hradec Region, located in Hradec Králové, defined by the district of Hradec Králové, Jičín, Nákod, Rydnov nad Knežnou and Trutnov;
9. Pardubice Region, located in Pardubice, defined by the territory of the counties of Chrudim, Pardubice, Svitavy and Ústí nad Orlicí;
10. The Vysočina region with its registered office in Jihlava, Jihlava, Pelhrimov, Třebíč and Ždar nad Sazavou, defined by the territory of Havlíčkova Brod district;
11. South Moravian Region located in Brno, defined by the territory of the districts of Blansko, Brno-town, Brno-rural area, Breclav, Hodonin, Vyškov and Znojmo;
12. Olomouc Region located in Olomouc, defined by the territory of the districts of Jeseník, Olomouc, Prostějov, Přerov and Šumperk;
13. Moravian-Silesian Region, established in Ostrava, defined by the territories of the counties of Bruntál, Frýdek-Místek, Karviná, Nové Jičín, Opava and Ostrava-town;
14. Zlín region located in Zlín, defined by the territory of the districts Kromeriz, Uherské Hradiště, Vsetín and Zlín.
Čl. 2
The boundaries of higher territorial units may be changed only by law.
Čl. 3
(1) The territory of the capital city of Prague is understood as its territory on the date of application of this constitutional law.
(2) The territory of the district is understood as its territory on the date of application of this constitutional law.

ČÁST DRUHÁ

Čl. 4
The Constitutional Law of the Czech National Council No. 1 / 1993 Coll., the Constitution of the Czech Republic is amended as follows:
1.
„Čl. 99
The Czech Republic is divided into municipalities which are basic local authorities and regions which are higher local authorities. '
2. Article 103 shall be deleted.

ČÁST TŘETÍ

Čl. 5
This constitutional law shall take effect on 1 January 2000.
