DECLARATION
of 10 October 2012
on the control of the gas system and the transmission of data for the control of the gas system
The Ministry of Industry and Trade provides pursuant to § 98a (1) (b) of Act No. 458 / 2000 Coll., on the Terms and Conditions of Business and on the Enforcement of State Administration in the Energy Sector and on the Amendment of Certain Laws (Energy Act), as amended by Act No. 158 / 2009 Coll., Act No. 211 / 2011 Coll. and Act No. 165 / 2012 Coll.:
§ 1
Subject matter
This decree sets out the ways of dispatching control of the gas system (hereinafter referred to as "dispatching control '), the rules for the cooperation of technical gas dispatches, the deadlines and scope of the data transmitted by gas manufacturers, transmission system operators, distribution system operators and gas storage tank operators for dispatching control, the preparation of operations, the operation and development of the gas system and the evaluation of the operation of the gas system.
§ 2
Control
(1) The dispatching procedure serves to ensure the reliable and secure operation of the gas system or parts thereof, and includes:
(a) preparation of traffic management;
(b) operational management of operations;
(c) an assessment of the operation.
(2) The dispatching procedures shall be carried out by:
(a) the transmission system operator's technical gas dispatching system;
(b) technical gas dispatches of distribution system operators;
(c) technical gas dispatches of gas storage operators;
(d) technical gas dispatches of gas manufacturers.
(3) Distribution system operators, gas storage operators and gas manufacturers shall immediately notify the establishment of their technical gas dispatching system to the technical gas dispatching system operator to which their equipment is connected.
(4) The data necessary for the preparation of the operation, operational management of the operation and evaluation of the operation of the transmission system, distribution systems, gas storage and gas production (hereinafter referred to as "dispatching control data") shall be transmitted by gas market participants to the relevant operator in a pre-agreed manner.
§ 3
Cooperation between operators
Transmission system operator, distribution system operators, gas storage operators and gas manufacturers whose installations are connected to the transmission or distribution system,
(a) cooperate in the preparation of operations, in the provision of operational management activities, in the evaluation of operations;
(b) provide data and data for the preparation of operations, operational management, evaluation and development of the gas system.
§ 4
Management of the gas system
(1) The transmission system operator shall, when managing gas flows in the transmission system through a technical gas dispatcher, direct the operation of the transmission system and coordinate the management of the relevant technical gas dispatches of distribution system operators connected to the transmission system, gas storage operators or gas manufacturers
(a) gas production connected to the transmission system;
(b) the operation of distribution systems connected to the transmission system;
(c) the operation of gas storage tanks;
(d) customer gas collection facilities connected to the transmission system.
(2) The distribution system operator shall control the operation of the relevant distribution system in the management of the gas flows in the distribution system through the technical gas dispatcher and the relevant technical gas dispatching of gas storage operators or gas manufacturers shall coordinate the management of:
(a) the operation of gas generating plants connected to its controlled distribution system;
(b) the operation of gas storage devices connected to its controlled distribution system;
(c) customers' gas demand facilities connected to its regulated distribution system;
(d) the operation of distribution systems connected to its managed distribution system.
(3) The gas container operator shall control the operation of the gas container by dispatcher.
(4) The gas manufacturer's operator shall control the gas production and customer sampling facilities connected to the gas production facility.
§ 5
Dispatch instructions
(1) The dispatching procedure in respect of other gas market participants is carried out by dispatching instructions. An alert shall be made on the issue and execution of the technical gas dispatching instructions. If a copy of the alert is not provided by technical means of recording, such as audio, electronic recording or recording in the control system, the record shall be recorded in writing in the logbook. Records shall be kept for at least 5 years, in the case of a dispatcher's instruction via a mobile phone, the record shall be kept for 1 year.
(2) The dispatching order must be clear and understandable. In case of doubt as to its clarity and clarity, it shall be verified by a re-enquiry.
(3) The dispatching order must always be executed, except where its execution would result in a life or health hazard.
(4) Automated dispatching control systems used for the transmission of technical gas dispatching instructions and input data are separate technology systems with their own secure interfaces to other information systems and technologies.
(5) The transmission system operator, distribution system operators, gas storage operators and gas manufacturers shall ensure an automated control system.
§ 6
Preparation of transmission system operation
(1) The preparation of transmission system operations shall include:
(a) the forecast of operation for the gas day specified during the gas day and the following gas day, including the hourly forecast of gas consumption for the whole territory of the Czech Republic;
(b) a transmission system operation plan prepared on the basis of hourly gas consumption forecasts for a given gas day specified in its course and hourly gas consumption forecasts for the following gas day taken from distribution system operators, the maintenance and outage plans of transmission system facilities and in accordance with the gas production plan, distribution systems and gas storage facilities connected to the transmission system and on the basis of cooperation with foreign transmission system operators;
(c) discussion of transmission capacities at border points with foreign interconnected transmission and distribution system operators, including the processing and discussion of the outage programme of technological equipment affecting transmission capacity;
(d) processing of the outage programme of technological equipment affecting transmission capacity at transmission system entry and exit points, including discussions with distribution system operators, gas storage units and gas production facilities connected to the transmission system;
(e) consideration of the technical parts of the connection contracts in which the links and conditions of operation between the transmission system operator and foreign interconnected transmission system operators, gas producers, distribution system operators and gas storage operators connected to the transmission system are established.
(2) Data for the processing of the preparation of operations in the agreed scope and dates in accordance with Paragraph 18 are transmitted to the transmission system operator
(a) distribution system operators whose facilities are connected to the transmission system;
(b) gas storage operators whose gas storage units are connected to the transmission system;
(c) gas manufacturers whose gas plants are connected to the transmission system;
(d) customers whose gas collection facilities are connected to the transmission system.
§ 7
Operational management of transmission system operations
(1) Operational management of transmission system operations includes:
(a) the management of the transmission system operation on the basis of continuously monitored operational data and on the basis of the nominations received and the recovery of gas transport and the hourly forecast of gas consumption on a given gas day;
(b) ensuring a physical balance between the quantity of gas entering and leaving the transmission system;
(c) the approval, coordination and monitoring of the progress of the repairs, including outages of gas transmission system equipment;
(d) taking measures to prevent an emergency and to ensure notification of an emergency and an emergency declaration for the whole territory of the State or for national measures to prevent the immediate occurrence of an emergency for the whole territory of the State;
(e) the provision of the necessary measures provided for in the emergency plan and the transmission system emergency plan for the management of disturbances, accidents and emergency operations;
(f) the reciprocal transmission of information on the operation of the transmission system with the dispatches of foreign interconnected transmission system operators, distribution systems, gas storage facilities and gas production;
(g) addressing emergency operating conditions in the transmission system with a view to restoring stabilised transmission system operation as quickly as possible.
(2) The transmission system operator's technical gas dispatching system provides dispatching instructions
(a) technical gas dispatches to distribution system operators, gas producers, gas storage operators and customers,
1. management of fault and accident situations in the transmission system,
2. taking measures to prevent an emergency notified by the transmission system operator and to address an emergency declared by the transmission system operator;
(b) gas manufacturers whose gas plants are connected to the transmission system;
(c) customers whose gas demand facilities are connected to the transmission system, to the restriction or interruption of the collection pursuant to Article 58 (1) (i) of the Energy Act.
§ 8
Evaluation of transmission system operation
(1) The transmission system operator's technical gas dispatching system shall regularly, at least once a day, carry out an evaluation of the operation of the transmission system, which shall include:
(a) evaluation of the gas transmission and transmission system operating parameters;
(b) assessing the impact of the average daily temperature on the operating parameters of the transmission system;
(c) an analysis of emergency operational and emergency situations notified by the transmission system operator or declared by the transmission system operator.
(2) The results of the operational evaluation shall be kept by the transmission system operator for at least 5 years.
§ 9
Preparation of distribution system operation
(1) The preparation of the operation of the distribution system contains:
(a) a distribution system operation plan prepared on the basis of a maintenance and outage plan and in accordance with the transmission system operation plan, connected distribution systems, connected gas and gas storage facilities;
(b) consideration of the repair and outage plans of the high-pressure distribution system with the transmission system operator in cases requiring mutual cooperation;
(c) discussion of the distribution system repair and outage plan with interconnected distribution system operators in cases requiring mutual cooperation;
(d) discussing the technical parts of the connection contracts in which the interrelations and operating conditions are established with the transmission system operator and with the connected distribution system operators;
(e) checking the reliability of the operation of the distribution system, including any restrictions;
(f) discussion of the repair and shutdown plan with the operators of connected gas storage tanks.
(2) Data for the processing of the preparation of operations to the agreed extent and the deadline are transmitted to the distribution system operator
(a) the transmission system operator where the distribution system is connected to its installation;
(b) interconnected distribution system operators;
(c) gas manufacturers whose plants are connected to the distribution system;
(d) gas storage operators connected to the distribution system;
(e) customers whose gas demand facilities are connected to the distribution system.
§ 10
Operational management of distribution system operation
(1) Operational management of the distribution system
(a) management of the operation of the distribution system according to continuously monitored operational parameters and hourly forecasts of gas consumption in the distribution system on a given gas day, as specified in its course in cooperation with the dispatches of connected distribution systems;
(b) addressing the imbalance in the distribution system and identifying the causes of its creation;
(c) setting up the operating mode of transmission points to ensure balance and safe operation of the distribution system;
(d) the adoption of emergency prevention and emergency management measures and the provision of notification of emergency prevention and emergency notification within the relevant distribution system;
(e) disconnection of gas production from the distribution system in the event of failure to meet the technical or qualitative parameters of the gas produced;
(f) coordination and monitoring of operational and accident activities;
(g) continuous reception of reports of gas leaks, operational failures and accidents occurring on the distribution system.
(2) Distribution system operator technical gas dispatching
(a) discuss the technical gas dispatches of connected distribution system operators
1. the resolution of fault states in the distribution system,
2. the adoption of measures to prevent an emergency notified by the distribution system operator and to address an emergency declared by the distribution system operator;
b) gives dispatcher instructions
1. to the technical gas dispatches of gas storage operators connected to the distribution system in order to deal with fault conditions in the distribution system and to take measures to prevent an emergency reported by the distribution system operator and to address an emergency situation declared by the distribution system operator;
2. gas manufacturers whose gas plants are connected to the distribution system;
3. customers whose gas demand facilities are connected to the distribution system to restrict or interrupt the collection pursuant to § 59 (1) (j) of the Energy Act.
§ 11
Evaluation of distribution system operation
(1) The distribution system operator's technical gas dispatching system shall carry out an evaluation of the operation of the distribution system, which shall include:
(a) identification of locations in the distribution system with insufficient distribution capacity;
(b) assessing the impact of the average daily temperature on the operating parameters of the distribution system;
(c) cooperation in the development of the analysis of fault conditions in the distribution system and in interconnected distribution systems which have affected the operation of the distribution system.
(2) The results of the operational evaluation shall be kept by the distribution system operator for at least 5 years.
§ 12
Preparation of gas storage tank operation
(1) The preparation of the operation of the gas storage tank contains:
(a) a plan for the operation of the gas storage tank, drawn up on the basis of the gas storage tank maintenance and outage plan and in accordance with the transmission or distribution system operation plan to which the gas storage tank is connected;
(b) the processing and consultation with the transmission or distribution system operator to which the gas storage device is connected, of the repair and shutdown plan of the gas storage facility,
(c) consideration of the technical parts of the connection contracts in which the interaction and operating conditions are established with the transmission system operator or distribution system operator to which the gas storage device is connected.
(2) The data necessary for the preparation of operations are transmitted to the operator of the gas storage device
(a) the transmission system operator where the gas storage device is connected to that system;
(b) the distribution system operator where the gas storage device is connected to that system;
(c) the gas manufacturer whose equipment is connected to the gas container operator's equipment.
§ 13
Operational control of gas storage tank operation
(1) Operational management of the operation of the gas storage tank
(a) the management of the operation of the gas storage tank according to the continuously monitored operational parameters of the gas storage tank in cooperation with the interconnected transmission system or distribution system operator;
(b) updating the daily preparation of operations according to the planned input or extraction of gas from the gas storage tank to the individual input and output points of the gas storage tank;
(c) the distribution of the incorporation and extraction into the individual entry and exit points of the gas container;
(d) the transmission of information to the transmission system operator's or distribution system operator's technical gas dispatching system to which the gas storage device is connected on the process of impinging and extracting gas, transfer pressures, failures affecting the operation of the gas storage device and the initiation, operation and termination of planned and emergency work carried out on the gas storage device;
(e) coordination of activities in operational failures and accidents of gas storage devices, in preventing emergency and emergency situations.
(2) The technical gas dispatcher of the gas storage operator shall discuss the technical gas dispatcher of the transmission system operator or distribution system operator to which the gas storage device is connected with the solution of the failures and accidents of the gas storage device.
§ 14
Evaluation of gas storage tank operation
(1) The technical gas dispatching system of the gas storage operator shall carry out an evaluation of the operation of the gas storage tank, which shall include:
(a) evaluation of the operational parameters of gas storage;
(b) analysis of the gas storage device (s) or transmission system (s) or distribution system (s) failures and accidents affecting the operation of the gas storage device.
(2) The results of the operational evaluation are kept by the gas storage tank operator for at least 5 years.
§ 15
Preparation of gas production plant operation
(1) The preparation of the operation of the gas plant contains:
(a) a plan for the operation of the gas production plant, processed on the basis of the gas production maintenance and outage plan and in accordance with the transmission system or distribution system operation plan to which the gas production is connected;
(b) the processing and consultation with the transmission system operator or distribution system operator to which the gas production is connected of the gas plant;
(c) the reciprocal transmission of information with the transmission system dispatcher or distribution system dispatcher to which the gas production facility is connected and, where appropriate, other participants in the gas market on the course of gas production, transmission pressures, gas-producing failures and planned and emergency work affecting gas production;
(d) consideration of the technical parts of the connection contracts in which the interrelations and operating conditions are established with the transmission system operator or distribution system to which the gas plant is connected.
(2) The data necessary for the processing of the preparation of gas production plant operations shall be transmitted to the gas manufacturer:
(a) the transmission system operator where the gas plant is connected to its system;
(b) the distribution system operator where the gas plant is connected to its system.
§ 16
Operational management of the gas plant
Operational management of the gas production plant
(a) the management of the operation of the gas production plant according to the continuously monitored operating parameters of the gas production plant in cooperation with the transmission system operator or distribution system to which the gas production plant is connected;
(b) updating the daily preparation of operations according to the planned gas extraction on the gas production plant;
(c) coordination of repairs, including gas production outages;
(d) taking measures to prevent and address an emergency;
(e) coordination of activities in operational failures and accidents of the gas plant in accordance with the emergency plan.
§ 17
Evaluation of gas plant operation
(1) The gas manufacturer's technical gas dispatcher shall carry out an evaluation of the operation of the gas plant, which shall include:
(a) evaluation of technical and qualitative parameters of gas production;
(b) evaluation of the quantity of gas produced, the daily and hourly output of the production plant;
(c) an overview of restrictions or interruptions to gas production;
(d) analysis of the gas or transmission system or distribution system equipment failures and accidents affecting the operation of the gas plant.
(2) The results of the operational evaluation are kept by the gas manufacturer for at least 5 years.
§ 18
Transmission of data between gas manufacturers, transmission system operators, distribution system operators and gas storage operators
(1) In order to ensure the safe and reliable operation of the gas system, gas producers, transmission system operators, distribution system operators and gas storage operators shall transmit:
(a) operational data from interconnection points;
(b) the data necessary for the removal of disturbances or accidents, when carrying out planned repairs and repairs, requiring the mutual cooperation of technical dispatches;
(c) data for emergency prevention or emergency resolution.
(2) When preventing an emergency or an emergency
(a) the transmission system operator's dispatches, distribution system operators' dispatches, gas storage operators' dispatches and gas manufacturers' dispatches shall transmit operational information and data;
(b) at the request of the transmission system operator's technical gas dispatching system operator or distribution system operator's technical gas dispatching system operator's technical gas dispatching system operators, the gas manufacturers' technical gas dispatching system or the gas storage tank operator's technical gas dispatching system shall communicate the potential gas savings at customer demand points, according to the sampling stages (1).
(3) Distribution system operators, gas storage operators and gas producers provide the transmission system operator, upon request, with the necessary documentation to carry out the analysis referred to in Article 8 (1) (c).
(4) Distribution system operators shall transmit hourly gas consumption forecasts for the following gas day to the transmission system operator, broken down by distribution zone, daily within 22.00 hours.
(5) Distribution system operators shall transmit during the gas day to the transmission system operator hourly gas consumption forecasts for the gas day, broken down by distribution zone.
(6) Distribution system operators shall transmit the data referred to in paragraph 5 at 8.00 hours, 14.00 hours and 22.00 hours and with any significant change in the hourly forecast of gas consumption in the distribution system.
(7) The data referred to in paragraph 1 (a) and paragraphs 4 and 5 shall be transmitted electronically.
§ 19
Repeal
Decree No. 481 / 2005 Coll., which publishes the Dispute Order of the Gas System of the Czech Republic, is hereby repealed.
§ 20
Efficacy
This Decree shall take effect on 1 November 2012.
