of 11 July 2002
on the procedure and conditions for the publication of the course of the admission procedure at universities
The Ministry of Education, Youth and Sports provides pursuant to § 50 paragraph 8 of Act No. 111 / 1998 Coll., on Higher Education Institutions and amending and supplementing other laws (Act on Higher Education), as amended by Act No. 147 / 2001 Coll.:
Procedure and conditions for publication of the procedure
Information on admission tests
The university or faculty publishes information about the entrance examinations carried out according to each study programme and their fields of study. The following shall be included as part of the information on the written admission tests and the written parts of the acceptance tests:
(a) the full enumeration of the test questions or examples which are part or part of the entrance examination and, in the case of questions where the answer is chosen, the correct solution;
(b) the evaluation criteria and the procedure for determining the result of the entrance examination or part thereof, including the procedure leading to the ranking of candidates according to the results of the entrance examination (Section 49 (1) of the Higher Education Act); and
(c) the basic statistical characteristics of the written examination or part thereof referred to in Section 4.
Information on the holding of the admission procedure
The university or faculty will always publish the following information on the admission procedure:
(a) the date of commencement and termination of the entrance examinations, including the entrance examinations at the alternate time, if they were part of the admission procedure during the period;
(b) the date of the decision to accept the study;
(c) the date of the decision on a possible request for review of the decision;
(d) the terms and conditions under which all materials relevant to the decision on admission to study under Section 50 (6) of the Higher Education Act can be consulted;
(e) the closing date of the admission procedure.
Information on the results of the admission procedure
The university or faculty shall publish information on the results of the admission procedure according to the individual study programmes and, if the study programme is part of a study programme, on the basis of the subjects, at least:
(a) the number of applications submitted and applicants applied for;
(b) the number of candidates who have taken part in the entrance examinations, including the entrance examinations, at the alternate date;
(c) the number of tenderers who have fulfilled the conditions of admission;
(d) the number of tenderers who have not met the conditions for admission;
(e) the number of candidates admitted to study, without indicating the number of candidates accepted to study, only on the basis of the outcome of the review of the original decision (Sections 50 (5) and (7) of the Higher Education Act);
(f) the number of tenderers accepted in total.
Requirements for basic statistical characteristics
(1) The basic statistical characteristics of the written examination referred to in § 1 (c) shall be:
(a) the number of candidates participating in the written examination;
(b) the best possible result of the written examination;
(c) the best actual result of the written examination;
(d) the average result of the written examination;
(e) standard deviation of the results of the written admission test;
(f) the decimal limit of the test result.
(2) The average result of the written examination referred to in paragraph 1 (d) shall be determined as the arithmetic mean of the test results according to the formula
x- = dost = 1nxin, where xi is the test results of individual candidates and n is the number of participants in the test.
(3) The standard deviation of the results of the written examination referred to in paragraph 1 (e) shall be calculated using the formula:
std = Ø i = 1nx1-x-2n n-1, where xi are the test results of individual tenderers, x- is the arithmetic mean of the test results and n is the number of participants.
(4) The decile limits of the test result expressed as d1, d2, d3, d4, d5, d6, d7, d8, d9 are the limits established by dividing the tenderers classified by the test result into equal groups, with d5 being median. The median represents the intermediate value of the results of the tests achieved by the tenderers.
(5) Where the acceptance test consists of several separate parts evaluated, the provisions of paragraphs 1 to 4 shall apply mutatis mutandis to each part of the written examination and the basic statistical characteristics shall be published for the whole of the acceptance test and for each part evaluated separately; if the acceptance test has more than one variant, the characteristics shall also be published for each variant of each part of the acceptance test and for each variant overall.
(6) The information referred to in paragraph 1 (f) shall not be published if the number of tenderers participating in the written examination is less than 100. The information referred to in points (d) to (e) of paragraph 1 shall not be published if the number of tenderers participating in the written examination is less than 5.
Publication of the results of the admission procedure
(1) The university or faculty shall publish the data referred to in Sections 1 to 4 within 15 days of the end of the admission procedure on the website of the university or faculty. The information referred to in Sections 1 (b) and 2 and 3 shall also be published on the official record of the university or faculty and in the annual report on the activities of the university or faculty for the relevant calendar year.
(2) The annual report of a university or faculty shall also publish the address of the website on which the information referred to in paragraph 1 is published.
(3) In the annual report of the higher education institution, the data referred to in Article 3 shall be published broken down by university faculties and study programmes carried out by those faculties and by study programmes carried out by the higher education institution. The annual university report shall also publish the addresses of the websites referred to in paragraph 2, broken down by faculty.
Common provision
Where the term "university or faculty 'is used in this decree, this shall be understood to mean" faculty' for the purposes of this decree, in so far as the procedure for the publication of data on the conduct of admission procedures in the study programme carried out by the faculty is concerned; in other cases, the term "university or faculty 'for the purposes of this decree means" university'.
Efficacy
This Decree shall take effect on 1 September 2002.
