Government Regulation
of 27 March 1951
on collection raw materials.
The Government of the Czechoslovak Republic, with the agreement of the President of the Republic pursuant to § 42 paragraph 1 of Act No. 241 / 1948 Coll., on the first five-year Economic Plan for the Development of the Czechoslovak Republic (Act on the Five-Year Plan):
In order to ensure that the phased need of raw materials is met for carrying out the planned tasks of the single economic plan, proper organisation of the collection and full use of the raw materials should be ensured.
(1) The collected raw materials provided for in this Regulation are:
1. waste steel and broken iron (iron waste),
2. waste and scrap of base metal,
3. old and waste paper,
4. rags, trimmings and textile waste,
5. used cleaning rags, cleaning wool and cotton,
6. glass shards,
7. mica waste,
8. waste of hard and soft rubber of all kinds,
9. used celluloid, igelite or used similar matter,
10. cork waste,
11. raw hides and skins,
12. hides,
13. leather waste,
14. fur waste,
15. horsehair, bristles and hair,
16. bone and cornea,
17th feather.
(2) Other raw materials, waste and goods disposed of where economic life requires their collection to be organised under this Regulation may be declared as raw materials.
(3) If the economic need for certain raw materials to continue to be collected in accordance with the provisions of this Regulation is lost, they may be excluded from its scope.
Collecting materials shall be collected, stored, offered, surrendered and collected in accordance with the provisions implementing this Regulation.
The collection of these raw materials shall be provided by the national undertakings which have been or will be entrusted with this.
(1) In order to implement this Regulation, the Ministry of Light Industry may provide, in particular, for:
(a) other types of raw materials;
(b) detailed rules on the collection and organisation of individual raw materials;
(c) which raw materials are excluded from the scope of this Regulation.
(2) Measures of a general nature shall be published in the Official Journal.
(1) The National Committees shall cooperate in the implementation of this Regulation in a manner to be determined by the Ministry of Light Industry in agreement with the Ministry of Interior by an official decree. They rely on all the elements of the National Front, mass and political organisation, youth organisation, gym and others.
(2) A decree may also specify when national committees may order the establishment of permanent domestic collection centres.
(1) Government Regulation No 88 / 1949 Coll., on the collection and disposal of aggregates, is repealed.
(2) Statements issued in accordance with existing rules, unless they contravene the provisions of this Regulation, remain in force until new arrangements have been made.
This Regulation shall enter into force on the day of its publication; they shall be carried out by the Minister for Light Industry in agreement with the participating members of the Government.
