DECLARATION
of 3 November 2022
amending Decree No. 92 / 2012 Coll., on the requirements for minimum technical and material equipment of health facilities and home care contact centres, as amended by Decree No. 284 / 2017 Coll.
The Ministry of Health provides, pursuant to Section 120 of Act No. 372 / 2011 Coll., on Health Services and Conditions of Provision (Health Services Act), as amended by Act No. 111 / 2019 Coll. and Act No. 261 / 2021 Coll., for the implementation of Section 11 (6) of the Health Services Act:
Čl. I
Decree No. 92 / 2012 Coll., on the requirements for minimum technical and material equipment of health care facilities and home care contact centres, as amended by Decree No. 284 / 2017 Coll., is amended as follows:
1. In Article 1, at the end of paragraph 2, the dot is replaced by a comma and the following point (i) is added:
"(i) the urgent income is set out in Annex 10 to this decree."
2. In Paragraph 1 (3), "10 'is replaced by" 11'.
3. In Annex 4, point 33, the last sentence is deleted.
4. In Annex 4, point 34 is deleted.
Point 35 is renumbered point 34.
5. The following Annex 10 is inserted after Annex 9:

"Annex No 10 to Decree No 92 / 2012 Coll.
Requirements for physical and technical equipment of urgent reception centres
1. An emergency reception site shall have wheelchair access and wheelchair continuity to the intensive emergency bed care department, radiodiagnostic and operating rooms, and a visible arrival for ambulances. The floors shall be easily cleaned, washable and disinfected.
2. The place of urgent reception must be clearly marked with a single name: "URGENT REVENUE / EMERGENCY '. This is without prejudice to the possibility of calling this workplace a unit in the organisational structure of the health service provider otherwise.
3. A spatial solution of the emergency reception workplace shall allow the location of the entry corridors to ensure its direct availability for the exit groups of the emergency care service provider and for patients arriving separately.
4. Basic structure of the urgent reception workplace:
(a) the revenue part;
(b) the outpatient part;
(c) the berth,
(d) the heliport or operating site for landing helicopters of the air rescue service.
5. The reception part of the emergency reception workplace consists of a reception desk and a contact point for cooperation with the health rescue service provider, performing the tasks laid down by the Health Rescue Service Act 10). The contact point may be part of the reception.
6. The reception shall be equipped with a connection to a public telephone network, a computer with Internet connection and a printer, unless the electronic processing of data is otherwise secured, and shall be connected to a replacement power source. The layout of the reception must be such that the triage can be performed; the triage means determining the time of urgency of the treatment, the treatment sites of individual patients and the composition of the treating team. The reception must have a spatial connection to the outpatient and bedside parts.
7. The waiting room for patients waiting for treatment must be located in a spatial connection to the reception desk. The waiting room must be equipped with seating furniture and its dimensioning and the equipment must correspond to the maximum capacity of the emergency reception and structure of the treated patients.
8. The contact point shall be equipped with a connection to the public telephone network, a computer with Internet connection and a printer, unless the electronic processing of data is otherwise ensured, and shall be connected to a replacement power source.
9. If medical emergency services are also provided within an emergency reception facility, this service is part of the outpatient part of the emergency reception facility.
10. The bed area shall have a minimum area of 5 m2 per bed and shall be arranged in a spatial manner so as to ensure immediate access to the patient from at least 3 sides of the bed and to allow handling of the lifting device for immobile patients. There shall be sufficient space between beds for the operation of the staff, patient movement and handling of equipment, material and beds. Each bed shall have a power source, a connection to the power source and local lighting. Each bed must be equipped with a device to call the nurse by the patient.
11. Additional operating areas of the emergency reception workplace:
(a) WC and shower for patients,
(b) nurses' workplaces;
(c) sanitary facilities for staff (4);
(d) storage facilities;
(e) the space for cleaning and discharging of biological material;
(f) staff rest room,
(g) the dead room.
12. The WC for patients is set up separately for men and women.
13. Sisters' facilities:
(a) nurses' furniture;
(b) a working counter with separate surfaces for the preparation of sterile material;
(c) the area for handling biological material;
(d) the communication equipment between the patient and the nurse;
(e) sink,
(f) sink for washing and cleaning equipment.
14. Storage spaces are established for separate storage of clean and dirty laundry, sterile material, waste, cleaning products and basins and bottles with the possibility of decontamination. These premises may be common to several departments.
15. The space for cleaning the equipment shall be equipped with a sink or a sink and a dishwasher.
16. The room for the deceased can be shared for several departments.
17. The premises of the emergency reception workplace, including corridors, must be designed in such a way as to allow handling of the deck chair or chair or patient's mobile bed. This requirement shall not apply to adjacent premises.
18. Basic equipment of urgent reception:
(a) a sink and two sinks,
(b) a refrigerator and a freezer equipped with a thermometer;
(c) a medicine cabinet and medical supplies,
(d) a non-portable lockable metal box where narcotic or psychotropic substances or preparations containing 5) are stored;
(e) a steriliser where a central sterilisation service is not provided; where formaldehyde sterilisation is used, the steriliser shall be located outside the performance room;
(f) a mobile investigative lamp,
(g) defibrillator,
(h) ECG apparatus,
(i) pulse oxymeter;
j) mobile diagnostic ultrasonic apparatus,
k) Mobile RTG device skiagraphic - skiascopic,
(l) a monitor if it is a digital image transfer or a negatoscope;
(m) anaesthesiological apparatus,
(n) a crash cart for the storage of devices and medicinal products,
(o) glucometer,
(p) tonometer,
(q) fonendoscope,
(r) the thermometer,
s) shower chair,
(t) a patient transport couchette,
(u) handling aids for the transfer of an immobile or partially immobile patient;
(v) a vital function transporter monitor (ECG / RESP, NIBP, SPO2, Temp) with defibrillator and transstoral non-invasive external pacing and other equipment for providing urgent care needed to intervene outside the emergency intake, in situations of sudden deterioration of health, or to perform the function of the resuscitation team;
(w) medicinal products and first-aid aids including cardiopulmonary resuscitation, in particular self-opening bags including mask, air ducts, gloves, blood-building equipment and venous entry devices;
(x) a computer and a single data repository connected by a data network and a printer; a single data repository may be common to several workplaces or the whole medical facility,
(y) the supply of medical devices and medical material, including reflective identification jackets and personal protective equipment intended for the treatment of patients admitted in the context of emergency or emergency situations, to the extent specified in the provider's trauma plan;
(z) a replacement power source.
19. Requirements for outpatient equipment:
(a) examination couches or beds, enabling X-ray examination by the apparatus;
b) Linear dispenser,
(c) infusion stand,
(d) infusion pump,
(e) heating equipment for patients;
(f) the source of medical oxygen, central vacuum and pressure air for ventilated patients - the distribution of vacuum is not required if the compartment is equipped with electrical suction devices;
(g) a dressing table and an instrumental table.
If there is an urgent type I reception, its outpatient part shall be equipped with at least 4 couches or beds as referred to in (a).
If there is an emergency reception type II workplace, its outpatient part shall be equipped with at least 2 couches or beds as referred to in (a).
20. Requirements for the equipment of the berth:
(a) the source of medical oxygen, central vacuum and pressure air for ventilated patients; the distribution of the vacuum is not required if the compartment is equipped with electrical suction devices,
(b) a monitoring centre for connecting all vital function monitors in single beds;
(c) an active heating device for all infusions and transfusions;
(d) patient heating equipment;
e) a defibrillator with transthoracal non-invasive cardiac stimulation,
(f) a dressing table and an instrumental table.
21. The bed part of the urgent reception workplace is also equipped with mobile positional resuscitation beds and mobile positional expedited beds.
If an emergency type I workplace is set up, its berth must be equipped with at least 3 resuscitation beds and 6 dispensing beds.
If an emergency reception type II workplace is set up, its berth must be equipped with at least 1 resuscitation bed and 3 dispensing beds.
22. Equipment requirements for the resuscitation bed:
(a) a transport fan with a choice of ventilation parameters and modes;
b) Vital function transporter monitor (ECG / RESP, IBP, NIBP, SPO2, Temp),
(c) a capnometer or capnograph;
(d) 2 linear dispensers,
(e) an infusion stand;
(f) infusion pump,
23. Requirements for equipment for the Expectation Bed:
a) Vital function monitor (ECG / RESP, NIBP, SPO2, Temp),
b) Linear dispenser,
(c) infusion stand,
(d) infusion pump,
24. If this is an emergency type I reception, this must have a heliport approved by the Civil Aviation Authority for day and night operations. The maximum permissible running distance of the emergency type I workplace from heliport is 2 minutes.
25. Where an emergency reception type II workplace is set up, the site shall have a heliport approved by the Civil Aviation Authority or an operating site for landing air rescue helicopters. The maximum permissible access distance of the emergency reception type II workplace from the heliport or operating site for landing air rescue helicopters shall be 8 minutes.
26. The level heliport or operating site for the landing of air rescue helicopters shall be marked on the access roads or places where the undesirable movement of persons not involved in operations is indicated by the following warning signs:

No more than 4 characters may be placed around the heliport or the operating site for landing helicopters.
The signs shall always be located outside the approach and take-off areas of the helicopter and at the same time behind the heliport safety area or operating site for landing of the air rescue service helicopters, or at a distance of 30 m from its centre.
The minimum size of the character shall be 60 cm x 40 cm, the upper edge of the character, including its structure, may be not more than 150 cm above the ground.
The warning signs shall be reflective or illuminated if they are intended for use in connection with a heliport approved for night operation.

SpO2 - oxygen saturation in arterial blood, measured by pulse oxymetry

Annex 10 to this Regulation shall be renumbered Annex 11.
Čl. II
Transitional provision
The health service provider, which has established an urgent income workplace before the date of entry into force of this decree, shall comply with the requirements for minimum physical and technical equipment of urgent income workplaces as set out in Annex 10 to Decree No. 92 / 2012 Coll., as effective from the date of entry into force of this decree, until 31 December 2027.

Efficacy
This Decree shall take effect on 1 January 2023.
