GOVERNMENT REGULATION
of 26 June 2002
on technical requirements for the security of retained weapons or ammunition and conditions for storage, possession and handling of black hunting powder, dust and matches
The Government hereby orders pursuant to Article 79 (1) of Act No. 119 / 2002 Coll., on firearms and ammunition and amending Act No. 156 / 2000 Coll., on the Verification of Firearms, Ammo and Pyrotechnic Articles and on the Amendment to Act No. 288 / 1995 Coll., on Firearms and Ammo (Firearms and Ammo Act), as amended by Act No. 13 / 1998 Coll., and Act No. 368 / 1992 Coll., on Administrative Charges, as amended, and Act No. 455 / 1991 Coll., on Business (Trade Act), as amended:
Subject matter
This Regulation lays down technical requirements for the security of concealed, stored or stored firearms or ammunition (hereinafter referred to as "weapons') and conditions for the storage, possession and handling of black hunting powder, dust and matches (hereinafter referred to as" substances and articles').
Technical requirements for the security of retained weapons
They shall be considered technically fit for the purpose of securing concealed, stored or stored weapons.
a) lockable steel box or lockable steel box which meet the requirements of resistance to breaking and entering 15 resistance units according to Czech Technical Standard (1) ČSN EN 1143-1 and are equipped with a lock with high security classified in Class A according to Czech Technical Standard ČSN EN 1300,
(b) a special locked device which is inseparably anchored to a wall, ceiling or floor made of bricks, concrete panels or similar building material and equipped with a high-security lock classified in Class A according to Czech Technical Standard ČSN EN 1300,
c) lockable box safe that meets the requirements for classification of safety class I box safes according to Czech technical standard ČSN EN 1143-1,
(d) a locked room or a separate object (hereinafter referred to as the "special object") which meets the requirements of Section 3;
(e) a chamber vault which meets the requirements for classification of safety class I safe doors and chamber safes according to Czech Technical Standard ČSN EN 1143-1,
(f) window and glass windows which satisfy the conditions laid down in Section 4; or
(g) glass of a case or counter which is fitted with a safety film against penetration with a resistance of at least 250 J or a glass similarly resistant to penetration or extrusion from the frame.
The special object is equipped with safe doors that meet the requirements for the qualification of safety-class safe doors and chamber vaults I according to Czech technical standard ČSN EN 1143-1 or all-steel doors that meet the requirements of the 5th safety class according to Czech technical standard ČSN P ENV 1627. Its walls, ceilings and floors are made of bricks, concrete panels or similar building material. The windows, skylights, chimneys, fans, shafts and other openings shall be provided with fixed steel bars with bars of a diameter of not less than 10 mm, the distance of the bars axes being at most 130 mm. Plug joints are welded or riveted. From the second above-ground floor of the special object, a closed window with an all-steel window frame firmly integrated into the wall of the building with glass, which is equipped with a safety film against penetration with a resistance of at least 250 J, or glass similarly resistant to penetration and extrusion from the frame.
The window shall have an all-steel frame firmly embedded in the wall of the building with glass of the window equipped with a security foil with a resistance of at least 250 J or a glass similarly resistant to penetration or extrusion from the frame. The condition of glass resistance can be replaced
(a) a fixed steel grate with bars of a diameter of not less than 10 mm and a length of not more than 130 mm, the joints of which are welded or riveted; or
(b) a sliding, folding or rolling steel grate with parameters corresponding to the steel grate referred to in (a) with two high-safety locks in Class A according to Czech Technical Standard ČSN EN 1143-1.
Conditions for storage, storage and handling of substances and articles
(1) Substances and articles may be stored in premises approved for that purpose.
(2) Substances and articles intended for sale may be kept in residential or commercial buildings only on premises and in quantities not exceeding the weight or number specified in the Annex to this Regulation.
Substances and articles may be kept
(a) in one space, only in separate cabinets or boxes prepared against possible theft or abuse;
(b) only in such a way that any explosion or fire does not endanger the lives, health and property;
(c) in the original packaging of the manufacturer or of such packages which satisfy the safety requirements, mutatis mutandis to the original packaging;
(d) dry and in such a way that their temperature does not exceed 40 ° C;
(e) separately from flammable and slightly incendiary articles; and
(f) outside the living room.
(1) The handling of substances and articles when taking over cartridges may only be carried out in closed spaces.
(2) When charging charges
(a) open fire and smoke cannot be used;
(b) only appliances and equipment in technical condition which guarantee safety and health at work and safety of operations may be used; and
(c) only undamaged casings may be used.
Efficacy
This Regulation shall enter into force on 1 January 2003.

1) Sales space means the space at the business premises of the customer.
2) The adjacent space is the space in the business premises intended for the possession of black dust, dust free dust and matches.
