DECLARATION
of 15 June 2006
amending Decree No. 243 / 2001 Coll., on Vehicle Registration, as amended
The Ministry of Transport provides, pursuant to § 91 (1) of Act No. 56 / 2001 Coll., on the conditions for the operation of vehicles on the road and amending Act No. 168 / 1999 Coll., on the insurance of liability for damage caused by the operation of the vehicle and on the amendment of certain related laws (Act on the insurance of liability from the operation of the vehicle), as amended by Act No. 307 / 1999 Coll. ("the Act '), for the implementation of § 4 (7), § 5 (3), § 7 (2) and (4) and § 79 (5):
Decree No. 243 / 2001 Coll., on Vehicle Registration, as amended by Decree No. 496 / 2001 Coll., Decree No. 368 / 2002 Coll., Decree No. 98 / 2003 Coll., Decree No. 401 / 2003 Coll., Decree No. 291 / 2004 Coll. and Decree No. 244 / 2005 Coll., are amended as follows:
1. in Article 3 (2) (b), the words "where the vehicle is registered." shall be replaced by the words "in whose administrative district the vehicle operator has his permanent or authorised residence or place of business, if different from the address of the permanent or authorised residence or registered office.";
2. In Article 4 (3), the words "where the vehicle is registered 'are replaced by the words" in whose administrative district the vehicle operator has his permanent or authorised residence or place of business, if different from the address of the permanent or authorised residence or registered office,';
3. In Article 12 (1), the words "where the vehicle is registered 'are replaced by the words" in whose administrative district the vehicle operator has a permanent or authorised residence or a place of business, if different from the address of the permanent or authorised residence or registered office'.
4. in Article 15 (a) (3), the words "- (registration mark diplomatic or foreign)" shall be replaced by "(registration mark diplomatic or foreign)."
5. in Article 15 (a) (4), the words "- (export registration number)" shall be replaced by the words "(" export registration number ")."
6. Paragraph 15 (b) reads as follows:
"(b) special
1. for single use with limited validity,
2. permanently manipulative,
3. for test purposes,
4. for historical vehicles which have been issued a certificate of a historical vehicle (hereinafter referred to as the "registration mark for historical vehicles"),
5. for sports vehicles which have been issued a sport vehicle licence (hereinafter referred to as the "registration mark for sports vehicles"). ';
7. Paragraph 16 (3) reads as follows:
"(3) The registration mark shall be diplomatic or foreign, comprising the capital letters of the Latin alphabet" CD, "" XX, "" XS "or" HC "and, in the case of cars out of five, motorcycles out of four and mopeds, three Arab numerals have been moved. '
8. Paragraph 16 (5) reads as follows:
"(5) The registration mark for historical vehicles always starts with a two-digit digit number of the Arabic digits of the registration place which ensures registration of historical vehicles in the administrative territory of the county and with the capital letter" V, "followed by four for historical cars, three for historical motorcycles and two Arab numerals for historical mopeds."
9. In Article 16, the following paragraph 9 is added after paragraph 8:
"(9) The registration mark for sports vehicles shall always begin with a two-digit figure of the Arabic digits of the registration point which ensures the registration of sports vehicles in the administrative territory of the county and the capital letter" R, "followed by four for sports cars and three for sports motorcycles."
10. in Paragraph 19, the following paragraph 5 is added after paragraph 4:
"(5) Number codes shall be assigned to the plates bearing the registration mark for historical vehicles and the registration mark for sports vehicles for:
(a) region of the City of Prague - digits 01,
(b) South Moravian Region - digit 02,
(c) region of South Bohemia - digits 03,
(d) Region of Pardubice - digit 04,
(e) the county of Králové Hradecký - the figure 05,
(f) Region Vysočina - digit 06,
(g) Region of Karlovy Vary - digit 07,
(h) Region of Liberec - digit 08,
(i) Region Olomoucký - digit 09,
(j) Region of Pilsen - digit 10,
(k) region of Central Bohemia - digits 11,
(l) region of Moravian-Silesian - digits 12,
(m) region of Ústecký - number 13,
(n) Zlínský kraj - číslo 14. ';
11. in Article 20 (2), the words "the registration place of a new registered office or residence." shall be replaced by the words "the registration place in whose administrative district it has its new place of permanent or authorised residence or place of business, if different from the address of the place of permanent or other residence or registered office."
12. In Paragraph 20 (3), the words "where he is resident or registered 'are replaced by the words" in whose administrative district he has his permanent or authorised place of residence or place of business, if different from the address of the permanent or authorised place of residence or registered office.';
13. in Article 24 (1) (f), the words "and for the registration plate table for a sports vehicle, in the case of a table placed on a sports motorcycle," shall be inserted after the words "moped."
14. in Paragraph 24 (1), the dot is replaced by a comma at the end of point (j) and the following point (k) is added:
"(k) 330 x 85 mm for a registration plate plate for a sports vehicle when the front plate is placed on the front of a sports car."
15. in Article 24 (2) (e):
"(e) for the registration plate table for historical vehicles - white background and green characters, in the left part there is a blue stripe with a European Union emblem marked with a distinguishing mark of the Czech Republic; If the registration plate table is arranged in two rows, a blue stripe with the European Union emblem is placed with the distinguishing mark of the Czech Republic on the left in front of the characters in the first row, '.
16. in Article 24 (2), at the end of point (h), the dot is replaced by a comma and the following point (i) is added:
"(i) for the registration plate table for sports vehicles - white background and green characters, in the left part there is a blue stripe with the European Union emblem marked with the distinguishing mark of the Czech Republic; If the registration plate table is arranged in two rows, a blue stripe with the European Union emblem is placed with the distinguishing mark of the Czech Republic on the left in front of the characters in the first row."
17. In Paragraph 24, the sentence "The registration plate table for sports vehicles, with dimensions 330 x 85 mm, placed on the front of a sports car, or 80 x 110 mm, placed on a sports motorcycle, may be made on a self-adhesive film. 'is added at the end of paragraph 3.
18. In Article 24 (6), the words "or self-adhesive film 'are inserted after the words" light metals'.
19. in Article 24 (7) (b), the words "or 330 x 85 mm (on the plate for sports vehicles)" shall be inserted after the words "registration plate)."
20. in § 24 (9) (d):
"(d) the mopeds have been traversed and the registration plate table for a sports vehicle, if it is a table placed on a sports motorcycle."

Implementation of registration plates
Standard registration marks
1. Tables of registration marks for all road motor vehicles and trailers
2. Tables with registration mark diplomatic or foreign
(a) registration plates for vehicles the owner or operator of which is a person enjoying diplomatic or consular privileges and immunities in accordance with the relevant international contract (2)
(b) registration plates for vehicles the owner or operator of which is an administrative technical officer of a diplomatic or consular mission and enjoying limited diplomatic or consular privileges and immunities under the relevant international agreements (2)
(c) registration plates for vehicles whose owner or operator is a staff of a diplomatic or consular mission or a member of an international organisation
(d) registration plates tables for vehicles the owner or operator of which is a person performing the functions of honorary consul in accordance with the relevant international agreements of contract 2)

Special registration marks
1. Registration mark intended for single use with limited validity (paper)

Transitional provisions
(1) Forms produced before the entry into force of this Decree may be used by 30 June 2007 at the latest.
(2) Tables bearing the registration mark for historical vehicles produced and issued before the entry into force of this Decree remain in force.
Efficacy
This Decree shall take effect on 1 July 2006.
