GOVERNMENT REGULATION
of 1 December 1993
setting minimum wage rates and wage advantages for working in a difficult and healthy working environment and working at night
The Government mandates pursuant to § 7 (2) and § 14 (2) of Act No. 1 / 1992 Coll., on wages, remuneration for on-call and on average earnings, as amended by the Act of the Czech National Council No. 10 / 1993 Coll., on the state budget of the Czech Republic for 1993, on amending and supplementing certain laws of the Czech National Council and certain other regulations:
§ 1
This Regulation lays down minimum wage charges and allowances for work in a difficult and healthy working environment and at night.
§ 2
Minimum wage rates
(1) The minimum wage rates, graded up to 12 rates at a fixed weekly working time, are 40 hours:

(2) For periods other than 40 hours, the minimum hourly wage rates referred to in paragraph 1 shall be adjusted proportionally.
(3) Employees remunerated by monthly salary who have an agreed or permitted shorter working time (1) or who have not worked all working days in a month are entitled to minimum wage rates equal to the working time.
(4) The minimum wage rate is:
(a) 90% of the amounts fixed for the first to 12th tariff rates, if they are the first employment relationship or similar employment relationship of a staff member aged 18 to 21, for a period of 6 months from the date of the employment relationship or similar employment relationship;
(b) 80% of the amounts fixed for grade 1 to 12 in the case of a young worker, 1a)
(c) 75% of the amounts fixed for the first to 12th tariff stages, if they are staff members who are beneficiaries of a partial invalidity pension;
(d) 50% of the amounts fixed for the first to 12th tariff stages, if they are a staff member who is a beneficiary of a full invalidity pension or a young staff member who is fully disabled and does not receive a full invalidity pension.
§ 3
Characteristics of tariff levels and examples of works
The tariff levels shall be defined by the characteristics of the works and examples of the works listed in Annex 1 to this Regulation, depending on the degree of complexity, responsibility and workload.
§ 4
Extra charge for work in a difficult and healthy working environment
The supplement for working in a difficult and healthy working environment is at least CZK 6 per hour in this environment. The definition of a difficult and harmful working environment is set out in Annex 2 to this Regulation.
§ 5
Extra charge for work at night
The extra charge per hour of work in the night 2) is at least CZK 6.
§ 5a
For domestic workers, for the purposes of this Regulation, the hours worked shall be the hours worked according to the standard of labour consumption laid down by the employer.
Final provisions
§ 6
The Decree of the Government of the Czech and Slovak Federal Republic No. 43 / 1992 Coll., on the setting of minimum wage rates and wage advantages for work in a difficult and healthy working environment and for work at night is hereby repealed.
§ 7
This Regulation shall enter into force on the day of its publication.

Annex No 1 to Government Decree No 333 / 1993 Coll.
Characteristics of tariff levels and examples of works
1st tariff level
Works consisting of unambiguous recurrent work operations with individual items, simple tools and hand tools (cleaning, washing) without links to other processes and activities, individual handling operations with individual pieces and items of small weight (up to 5 kg) under favourable external conditions. Liability for easily removable damage that may arise from its own activities.
Common requirements for sensory functions. The normal stress of the nervous system and the normal demands of concentration, readiness and emotional stability. Work without the risk of a job accident.
Examples of works
1. Check the arrival and departure of employees and other persons, arrivals and departure of vehicles, delivery of keys.
2. Doing the routine cleaning, changing the laundry, taking out the trash, performing disinfection, cleaning the carpets with an electric vacuum cleaner.
3. Preparatory and partial work in commercial operations including the manual transport of goods.
4. Small sewing work, sewing pockets, handkerchief, curling, sewing buttons.
5. Labelling and minor repair of laundry and clothing by hand and machine, assembly or weighing of doses for a specified type of washing and washing machine.
6. Auxiliary work in the manufacture of food, such as collection, washing and cleaning of dishes, operation of hand kitchen movements.
7. Handling of goods, products, materials, packaging and raw materials up to 5 kg by weight, using simple means of mechanisation if necessary.
8. Treating the public green by watering, digging and so on.
9. Packing and preparation of seedlings for expedition.
10. Service of simple reproduction facilities.
11. Delivery of various types of consignments.
2nd tariff level
Works of the same kind carried out according to the exact specification and with precisely defined outputs, with little possibility of deviation from the specified procedure and with framework links. The subject of the work is several elements forming a whole or units and assemblies with a logical (purpose) arrangement without links. Implementation of other actions that are part of wider processes. The work is linked to the responsibility for the safety of collaborators within a single collective.
Long-term and unilateral loads of small muscle groups (fingers, wrists, forearms, whole arms), sitting or standing positions, forced working rhythm and slightly impaired (e.g. climatic) external conditions. Working in an environment with a certain specific impact on the nervous system, such as homogeneous work operations repeated in rapid sequence (monotone). Work with possible (isolated) risk of work injury.
Examples of works
1. The implementation of complex heavy cleaning after painters with possible use of various mechanical cleaning machines or cleaning of large areas using self-propelled mechanisms.
2. Management and day-to-day maintenance of battery-operated trucks outside public communications including handling of costs.
3. Manual handling of materials, materials, semi-finished products and goods weighing between 5 kg and 15 kg.
4. Handling of containers when collecting solid municipal waste.
5. Service of exchange stations without automatic regulation and reduction stations for district heating.
6. Implementation of energy readings in enterprises and households.
7. Kopáčské's work in excavating construction lines, pits and forges without arms.
8. Adding works such as the preparation of mortars, the transfer of building materials, the operation of simple building mechanisms, transport belts, mixers, mechanical shovels.
9. Auxiliary work in animal care.
10. Implementation of landscaping of slopes and ditches at roads and roads including removal of bushes and branches by hand.
11. Manual physically strenuous work in agriculture, operation of simple hanging devices, handling work on agricultural machinery.
12. Washing, lubricating and preserving road motor vehicles.
13. Service of branch telephone exchanges.
14. Sale of tickets and promotional material for sports, cultural or other events including billing.
15. Offer and sale of a limited range or range with lower demand for its knowledge, such as printing, prices, tobacco products, frozen products, beverages and souvenirs in stalls and walking sales.
16. Separate sale of goods and hot dishes in canteen and buffet connected with plate treatment.
17. The production of simple types of warm and cold meals made of semi-finished products according to specified working procedures.
18. Service in the canteen and similar dining facilities with possible collection.
19. Collection of fees for the performance of a narrow range of services.
20. Writing, receiving, dispensing and sorting of a limited number of common items, keeping simple registers, statements and lists.
Grade 3
The same work with a framework setting and a well-defined output, with a greater choice of other procedure and with framework links to other processes (hereinafter referred to as "partial professional work '), such as simple operating of work machines, storage, shipping, technical administrative activities, preparation of materials for professional work, simple nursing operations. The object of the work is the units and assemblies of several individual elements with logical (purposeful) arrangements with partial links to other units (assemblies), such as money, binding documents, complex tables. The work envisages simple working relationships within the department (department), operation, centre or other organisational unit or within a warehouse, business or other operating unit, with customers, patients, clients or individual citizens.
Long-term and unilateral loads of larger muscle groups (arms and torso) in the slit, lying or kneeling positions at different weights of articles up to 50 kg and in degraded conditions such as temperature, fumes, smoke, tight spaces, heights, underground, etc. Slightly increased mental requirements associated with a separate solution of a group of homogeneous timed operations and work operations according to the procedures, with possible decision-making between the given, precisely defined options according to a clear criterion (choice of tools, procedures), with the need for little adjustment to external conditions and requirements for short-term memory.
Examples of works
1. Driving road motor vehicles with a total weight up to 3,5 tonnes.
2. Offer and separate sale of goods, receipt, storage, display and arrangement of goods in the store, collection or issue of documents for the cash register.
3. Production and supply of common types of hot meals such as goulash, soups, fruit dumplings and annexes to the main dishes.
4. Preparation and cultivation of the soil by small mechanisation, planting of ornamental and fruit trees, spraying and disinfection of the soil, manual separation.
5. Service of seed machines during sowing corn and grain and service of adapters for sowing clover.
6. Photography of black-and-white informative and documentary images with possible filmmaking and photo making.
7. Implementation of home and school work including minor maintenance.
8. Service of a heat or hot water boiler of a central heating system with a boiler power up to 5,8 MW or a low pressure steam boiler with a rated output up to 8 t / h.
9. Service of a sewage treatment plant including treatment of waste sinks.
10. Manual movement of materials, semi-finished products and products up to 50 kg.
11. Ensuring protection of objects, equipment, collections and so on, detection and preliminary investigation of theft and damage, cooperation with police.
12. Separate quantitative or qualitative acceptance of goods, products, materials and raw materials, operation of storage mechanisms using computer technology, assembly for customers and expeditions.
13. Storage of solid municipal waste in landfills including collection of charges.
14. Repair of paving pavement and pavement with cast asphalt, coated with crushing with possible use of hand construction machines.
15. Installation and dismantling of tubular and similar scaffolding up to 10 m
16. Allocation of partitions from all types of materials including the design and repair of plaster coated on a spur.
17. Woodwork repair of office furniture.
18. Planing of cuttings, cuttings, friezes and surface materials on thick tri- and quadrilateral milling machines and planed milling machines including their adjustment.
19. Covering walls and ceilings with plates, carrying covers and panelling from boards.
20. Implementation and repair of limestone, glare and latex paintings in white, light and semi-light tones, paintings sampled by rolling or simple sabroning including scratching.
21. Management, operation and routine maintenance of turbomachines up to 2 m3.
22. Machine and manual machining of materials in workshop tolerance IT 10 and higher with functional requirement.
23. Pressing plastic parts including machine adjustment.
24. Forming of metal materials with a thickness above 8 mm with advancing tools.
25. Welding by electric arc or flame of steel grades 10, 11, 12 in all positions.
26. Repair of electric rotary and thermal appliances, such as mixers, vacuum cleaners, irons, kitchen robots, coffee machines and grills.
27. Basic chimney cleaning work for boilers, furnaces, chimneys, heaters, stove, their repair including insertion of chimneys.
28. Service of the sewing machines.
29. Weaving ribbons and straps.
30. Complete assembly of simple chiefly products.
31. Common professional barbers and hairdressers.
32. Supervision of the operation of sports and recreation centres including supervision when applying exercise plans.
33. Provision of diverse information, information and other documents and materials according to generally given procedures.
Grade 4
Sub-professional work carried out with many interlinked elements forming part of a system, such as the acquisition of simple technical documentation, preparation, or simple processing of economic, commercial, production and operational documents, records and other documentation, routine repair and maintenance of complex machines and equipment, management of simple technological processes, nursing activities under professional supervision, simple professional cultivation and breeding, preparation of main meals. Directing simple routine and manipulative work or processes in variable groups, teams and other unstable organisational units and without the organic subordination of a group of employees associated with liability for damage which cannot be removed by itself and within a short period of time.
Increased mental requirements resulting from a separate task-solving process, where specific phenomena and processes of a more diverse nature with less time variability are mainly represented, from the need to make certain partial changes in the specified procedure as a result of the external conditions clearly defined by several criteria, and with demands for longer-term memory, partial imagination and predictability, ability to compare, attention and operability. Accurate distinction of minor details, colours, visual quality control (e.g. surface), defects, etc., on moving objects (quality control of objects). Significantly increased demand for deep vision, significantly increased demand for lean muscles, monitoring visual information with a more complex way of encoding, accurate distinction of hearing information (different meanings of frequencies, etc.). Long-term, unilateral and excessive load on muscle groups by working in non-physiological positions, at poor grip, at risk of falling and under permanently degraded conditions.
Examples of works
1. Driving of road motor vehicles with a total mass between 3,5 and 12 tonnes
2. Treatment and regulation of rapid plant growth or treatment of tropical plant species.
3. Implementation of the training and maintenance cutting of timber by species or varieties and classification of nurseries. Application of chemical agents and fertilisation of all horticultural cultures.
4. Control and maintenance of wheeled tractors.
5. Separate treatment of animals including feeding, professional assistance in veterinary procedures.
6. Separate sales of goods or services requiring special expertise, separate handling of complaints.
7. Production of technologically demanding hot dishes such as sirloin, stuffed masses or cold cuisine specialties.
8. Processing and processing of slaughter meat, downloading, evisceration of poultry and fish for kitchen processing, including sorting by species.
9. Organisation and provision of cleaning and ancillary services in accommodation facilities.
10. Operation of a steam boiler with a rated or recalculated power up to 60 t / h or a hot water boiler with a rated or recalculated power up to 35 MW.
11. Installation and repair of functional parts of motor vehicles such as carburettors, gearboxes, distributors, starter and axles including geometry adjustment.
12. Armed accompanied by cash shipments and valuables.
13. Photography of color images including reporting.
14. Causing negatives for colour photography including preparation of inducing solutions and performing a negative retouche.
15. The branching of trees associated with the output to the crowns, cutting down trees in difficult conditions.
16. Facial masonry of bricks, blocks and luxuries.
17. Tiles work in the laying of row, ring or cast asphalt concrete tiles.
18. The design and repair of single-layer smooth plaster.
19. Implementation and repair of roofs on various ties of oblique roofs.
20. Driving, operating and routine maintenance of dogs, pantry, grippers, road milling machines and the like with an engine of up to 132 kW.
21. Machine and manual machining of materials in IT 8 to IT 10 tolerance without other special requirements.
22. Melting of cast iron in classical cuvas with a lower diameter up to 1 150 mm.
23. Spitting castings in a closed chamber in protective clothing.
24. Hand-working in the range of one to two forging works, such as infantry, elongation, bending, twisting, mowing, etc., with the requirement to comply with tolerances.
25. Maintenance work of electro, mechanical or building character, carpentry, varnish, painting, plumbing and maintenance including making less demanding repairs.
26. Control of drying processes during drying of sawn wood, chips and friezes including operation of drying machinery and weight testing.
27. Knitting the top dressing on the koton jakar machines.
28. Management of continuous lines for the preparation of textile material for spinning.
29. Making and sewing pants (the whole product).
30. Repair of household sewing and knitting machines and bicycles
31. Complete assembly of galvanic products by machine sewing or folding over edges.
32. Tightening fur products.
33. Implementation of plastic or blunt hair cut, special fashion cuts according to customer requirements.
34. Separate receipt and processing of orders of accommodation and other hotel services, collection of valuutes and credit cards.
35. Betting, pre-baking and baking bread and pastries in betting and drawing furnaces, preparation and operation of ovens.
36. Repair of electrical installations in industrial buildings and amenities.
37. Cash handling.
38. Separate work on computers in database systems, spreadsheets, text editors etc.
Level 5
Miscellaneous, framework-defined work with the usual procedures, with defined outputs, procedures and significant links to other processes (hereinafter referred to as "professional work '), which are carried out with integrated systems consisting of many elements with partial links to a small range of other systems, such as the management and coordination of simple work or technology sections (cleaning, handling, loading), the professional work on conventional machining machines, the setting of parameters and repairs of complex means of transport, work and other machines, the preparation of special meals, the work on accurate measuring equipment, the management of individual accounts, the preparation of documents within professional agents, the processing of technical documents, the provision of operation of simple operational and production equipment, the provision of sub-agents. Coordination of work in variable groups, teams and other unstable organisational units. Liability for the health of other persons or for damage which can only be remedied by a group of other workers or by persons acting on the basis of incorrect orders or measures which can be eliminated over a longer period.
Increased mental requirements resulting from a separate solution of tasks with different specific phenomena and processes with greater time variability or from the need for certain normal changes in the specified procedure. Significant visual difficulty and significantly increased demand for deep vision, for curved muscles, for monitoring visual information with a more complex way of coding. Significant load on large muscle groups, performance in non-physiological positions, in the slit, lying or kneeling, including the possible use of whole body protective clothing.
Examples of works
1. The production of technologically demanding specialties of warm cuisine, such as special rolls, atypical meals of game and fish, complex filled and baked minutes.
2. Cultivation of ornamental plant species, grafting and vaccination, treatment of particularly demanding species, such as cactus, including possible sowing.
3. Management of catches of ponds including preparation of (machinery) ponds for catches.
4. Breaking including proofreading of magazines one and two columns combined with pictures, patterns, tables and similar drawing of atypical characters and foreign liter.
5. Implementation of medium and general vehicle repair including engine adjustment, air, hydraulic and electrical systems.
6. Removing stone masonry, including working stone masonry and simple vaults.
7. Implementation and repair of combined internal tiles and tiles by all types of materials.
8. Production, repair and assembly of the most intricately complex firecrackers, such as roofing gills, covers and other elements of copper and aluminium sheet.
9. Construction and installation of roofs and beams of saddle and counter roofs.
10. Machine and manual machining of material in tolerance below IT 8 without other special requirements.
11. Welding of steel grades 15 and 17 with the requirement to control the welds of X-ray or ultrasound.
12. Disorder detection, repair and adjustment of gas heating aggregates.
13. Installation and heating works, e.g. separate installation of domestic pipelines with accessories, separate installation and repair of central heating systems with boiler rooms, installation and repair of pipes of domestic pipelines with accessories, including testing.
14. Cooperative inspections of chimneys, smoke pipes and fuel appliances.
15. The weaving of very demanding fabrics on states with leaf or jacquard, such as looped fabrics, heavy brocades, bipluses, dress scarves.
16. Installation of sleeves in social and walking clothes, taking into account the diversity of materials and the shape of clothing including the shape of armholes.
17. Ensuring hospitality with the production of hot meals, management of the administrative economic agenda.
18. Performing professional bookkeeping work on book ties and fold-overs, processing of non-industrial binding including the making of boards by hand, filing and cutting.
19. Wallpapering of sheathed walls with textile (brocade), mounting patterns on wallpaper.
20. Treatment and fitting of horse hooves, treatment of horseshoes, forging of healthy and undeformed hooves.
21. Concentration of wood by mechanical means (tractors, export kits) including mechanised scaling of pliers and its processing after mining.
22. Driving, maintenance and repair of road motor vehicles with more than 9 seating positions including the driver or vehicles with a total mass exceeding 12 tonnes.
23. Control and operation of train sets of trains during passenger transport.
24. Defeat of cattle and slaughter meat.
25. Repair and adjustment of racing and other special bikes, e.g. mountain bikes.
26. Total repair of simple wristwatch.
27. Ensuring reception, storage and delivery in storage. Inventarization of property.
28. Provision of repair, maintenance and commissioning of simple machinery, transport, mechanisation and other technical and operational equipment including provision of service activities or organisation of operations.
6th tariff level
Ensuring a wider set of work with framework-defined inputs and execution methods and defined outputs, which are an organic part of wider processes (hereinafter "specialised specialised work '), such as specialised or artistic craft, instruction, training, business activity with a narrow range and fewer items, part of professional agendas, implementation analysis, revival of electronic machine systems, activity of medium-sized health workers under professional supervision. The work takes place within complex systems with internal breakdown of integrated subsystems with close links to other systems with internal breakdown and outside the organisation, such as provision of local computer network activities, training in the retraining course, management of a set of technical, operational and other equipment, tools, tools and procedures.
