THE LAW
of 7 December 1993
on the state budget of the Czech Republic for 1994 and amending and supplementing certain laws
Parliament has decided on this law of the Czech Republic:
Czech State Budget 1994
(1) The total revenue of the state budget of the Czech Republic for 1994 (hereinafter referred to as the "state budget") is CZK 381 800 000 000, the total expenditure of the state budget is CZK 381 800 000 000 (Annex 1).
(2) The state budget includes financial relations with the budgets of the district authorities to balance the budgets of the district offices and the budgets of the municipalities, by subsidies totalling CZK 15 328 700 000 (Annex No. 2).
(3) The state budget includes subsidies to the State Fund for Market Regulation in agriculture of CZK 500 000 000.
(4) The amount of revenue determined in accordance with the chapters of the State budget is set out in Annex 3.
(5) The breakdown of the expenditure of the State budget chapters is set out in Annex 4 and the allocation of investment expenditure of the State budget chapters in Annex 5.
The total subsidy from the state budget to the budgets of the district authorities and municipalities, the amount of which is set out in Annex 2, includes contributions from the state budget to cover part of the costs associated with the administration of the municipality. The amount of these contributions is set out in Annex 6 for 1994, in terms of 100 residents resident in the territory in which the municipal authority exercises public administration. The amount of the contribution granted to the individual municipality shall be decided by the head of the district office and may, where justified, deviate by up to 15% from the amounts listed in Annex 6.
(1) The income of the municipality's budget in 1994 is the share of 50% of the district-wide income tax on dependent activities and on functional benefits deducted and paid by the tax payer pursuant to § 6 of the Czech National Council Act No. 586 / 1992 Coll., on income taxes, as amended, with the exception of income tax pursuant to § 6 (4) of the same Act, where the tax is collected at a special rate. Each municipality shall participate in that part of the district-wide yield by a percentage fixed by the competent county authority corresponding to the ratio of its population to the total population of that district. The capital city of Prague and the cities of Brno, Ostrava and Plzeň is subject to the tax of 100%.
(2) The corporation tax (1994) is the revenue of the municipality's budget in cases where the taxpayer is a municipality, with the exception of the tax levied at a special rate. (1b)
(3) The reception of the municipality referred to in paragraph 2 shall not be subject to the tax (1c) and to tax which has not been granted or subsequently granted within the prescribed period. 1d)
The income of the district office's budget in 1994 is 50% of the entire county income tax on dependent activities and functional benefits pursuant to § 6 of the Czech National Council Act No. 586 / 1992 Coll., on income taxes, as amended, with the exception of revenue tax pursuant to § 6 (4) of the same Act, where the tax is collected at a special rate.
The Government of the Czech Republic, or under its authority, may:
(a) adapt the State Budget Indicators referred to in Article 1 in accordance with price, organisational and methodological changes. These measures must not impair the resulting balance of revenue and expenditure of the State budget,
b) to provide the operator of nuclear installations within the territory of the Czech Republic with funds from the state budget up to CZK 6 000 000 000 to cover proven nuclear damage caused to third parties as a result of a nuclear accident.
(1) In 1994, the National Property Fund of the Czech Republic will pay interest on state loans of CZK 13 739 000 000.
(2) In 1994, the National Property Fund of the Czech Republic will provide a total of CZK 2 600 000 000 for the payment of the property damage to the financial institutions of the Czech savings bank, a. s.
(3) In 1994, the National Property Fund of the Czech Republic will provide funds for payments provided by the Ministry of Agriculture under a special law totalling CZK 2 000 000 000.
The Ministry of Finance may issue government bonds in the range of CZK 16 234 000 000 during 1994 to cover the principal of the state debt due in 1994.
(1) The Ministry of Health may grant a single allowance of CZK 750,000 to a person who has been infected with HIV or has become ill with AIDS in connection with the treatment of blood or blood derivatives by means of a medical institution designated by it pursuant to the Panel of Experts of this healthcare facility.
(2) The procedure referred to in paragraph 1 shall not apply to Act No 71 / 1967 Coll., on Administrative Procedure (Administrative Regulation), and Paragraph 244 et seq., Civil Code No. 99 / 1963 Coll., as amended.
Transfer of some unspent funds of the Czech state budget for 1993 to the Czech state budget for 1994
The resources of the state budget of the Czech Republic for 1993 provided as a subsidy to the division of agrocomplex and forestry, not exhausted until 31 December 1993, shall be transferred to the revenue chapter of the General Treasury in 1994 and shall be used for the same purposes for which they were earmarked in 1993.
Amendments to the Act of the Czech National Council No. 371 / 1990 Coll., on the salary and reimbursement of expenses of Members of the Czech National Council, as amended
The Act of the Czech National Council No. 371 / 1990 Coll., on the salary and reimbursement of expenses of Members of the Czech National Council, as amended by the Act of the Czech National Council No. 267 / 1991 Coll. and the Act of the Czech National Council No. 10 / 1993 Coll., is amended as follows:
1. In § 1, the amount "13,000 CZK 'is replaced by" 16100 CZK'.
2. In Paragraph 2 (1), the amount "18,000 CZK 'is replaced by" 22400 CZK'.
In Paragraph 2 (2), the amount "15 000 CZK 'is replaced by" 18 600 CZK'.
In Paragraph 2 (3), the amount "14,000 CZK 'is replaced by" 17400 CZK'.
3. In Article 3 (1), the amount "5000 CZK 'is replaced by" 6200 CZK'.
In Paragraph 3 (2), "2000 Kčs' is replaced by" 2500 CZK '.
In Paragraph 3 (3), the amount "1000 CZK 'is replaced by" 1250 CZK'.
In Paragraph 3 (4), the amount "2000 CZK 'is replaced by the amount" 2500 CZK' and the amount "500 CZK 'is replaced by" 600 CZK'.
4. Paragraph 5 (4) is deleted.
5. In Paragraph 7 (4), the words "with the exception of the Chairman of the Mandate and Immunity Committee 'are deleted.
Amendments and additions to the Act of the Czech National Council No. 10 / 1993 Coll., on the State Budget of the Czech Republic for 1993, amending and supplementing certain laws of the Czech National Council and certain other regulations, as amended
The Act of the Czech National Council No. 10 / 1993 Coll., on the State Budget of the Czech Republic for 1993, amending and supplementing certain laws of the Czech National Council and certain other regulations, as amended by Act No. 166 / 1993 Coll. and Act No. 172 / 1993 Coll., is amended as follows:
1. The introductory sentence of Article 6 (III) reads: "The salaries and other benefits of members of the Government of the Czech Republic, the President and Vice-President of the Supreme Audit Office of the Czech Republic and the Director of the Security Information Service of the Czech Republic shall be as follows:"
2. In Article 6, Article III (1), the amount "31 000 Kčs' is replaced by" 38 500 CZK ', the amount "29 000 Kčs' by" 36 000 CZK, "the amount" 25 000 Kčs' by "31 000 CZK 'and the amount" 23 000 Kčs' by "28 500 CZK ', and the words" and the Director of the Security Information Service of the Czech Republic' are inserted after the words "President of the Supreme Audit Office '.
3. In Article 6 (III) (2), the words "and the Director of the Security Information Service of the Czech Republic" shall be inserted after the words "President of the Supreme Audit Office."
4. In Section 6 of Article III (5), the introductory part of the sentence reads: "Members of the Government of the Czech Republic, President of the Supreme Audit Office of the Czech Republic and Director of the Security Information Service of the Czech Republic have the right to:"
5. In Article III (6), the following paragraph 6 is inserted after paragraph 5:
"(6) The Vice President of the Supreme Audit Office of the Czech Republic has the right to:
(a) use free of charge of a service vehicle with or without an assigned driver for the performance of its duties or in connection with it and to enable contact with the family;
(b) free establishment and use of one participating telephone station to ensure immediate availability in both working and non-working hours. ';
Paragraphs 6 to 10 shall become paragraphs 7 to 11.
6. The words "and Director of the Security Information Service of the Czech Republic" shall be inserted after the words "Member of the Government of the Czech Republic" in the newly marked paragraph 11. "
7. In paragraph 1, the words "and Deputy Director of the Security Information Service of the Czech Republic 'shall be inserted after the words" Deputy Ministers and Central Authorities'. In footnote 2, the words "as amended 'are added to the title of the law and the title of the Government Regulation.
8. In paragraph 2, the words "and Deputy Director of the Security Information Service of the Czech Republic 'shall be inserted after the words" Deputy Ministers and Central Authorities'.
Amendment to Act No. 182 / 1993 Coll., on the Constitutional Court
Act No 182 / 1993 Coll., on the Constitutional Court, is amended as follows:
1. In § 126, the amount "CZK 25,000" is replaced by "CZK 31,000."
2. in § 127 (a), "6000 CZK" is replaced by "7500 CZK."
3. In § 127 (b), "CZK 4000 'is replaced by" CZK 5000'.
Amendment to Act No. 166 / 1993 Coll., on the Supreme Audit Office
Act No. 166 / 1993 Coll., on the Supreme Audit Office, is amended as follows:
In Paragraph 47 (1) (a), the amount "15 000 CZK 'is replaced by" 18 500 CZK'.
Amendment of the Act of the Czech National Council No. 103 / 1992 Coll., on the Council of the Czech Republic for Broadcasting, as amended
The Act of the Czech National Council No. 103 / 1992 Coll., on the Council of the Czech Republic for Radio and Television Broadcasting, as amended by the Act of the Czech National Council No. 474 / 1992 Coll. and the Act of the Czech National Council No. 36 / 1993 Coll., is amended as follows:
In Section 8, "0,3 'is replaced by" 0,7';
