Government Regulation
of 29 July 1952
concerning the establishment of the Ministry of Railways and the reorganisation of railways.
The Government of the Czechoslovak Republic orders, with the agreement of the President of the Republic, pursuant to § 1 of the Constitutional Act No. 47 / 1950 Coll., on adaptations to the organisation of public administration, and under § 42 (1) of Act No. 241 / 1948 Coll., on the first five-year Economic Plan for the Development of the Czechoslovak Republic (Act on the Five-Year Plan):
(1) Rail transport in the Czechoslovak Republic is a basic mode of transport which is of great importance for the life of the whole state. The railways connect all the counties and districts of the Republic into one whole; ensure the normal circulation of industrial and agricultural products by timely and accurate transport of costs; satisfy the transport needs of workers; Strengthening state defenses.
(2) In order to be better able to perform the tasks of the construction of socialism in our country, the new administration and organisation are being adapted.
(1) The Ministry of Railways is hereby established.
(2) The scope of the Ministry of Railways applies to all railway and cableway goods, excluding railway and cableway services for urban transport.
(3) The Ministry of Railways is the highest administrative and economic authority in the railway sector. They shall perform their tasks set out in the Statute approved by the Government both directly and through the administrative and economic units of the railways. Territorial circuits, the organisation and the scope of these units shall be determined in principle by the government; the details are provided by the Ministry of Railways.
(4) Until further adjustment, the Ministry of Railways shall also exercise the powers exercised by the Ministry of Transport as a public authority in the railway matters.
(1) Czechoslovak State Railways, a national enterprise is abolished without liquidation; the assets managed by the undertaking are transferred to the administration of the Ministry of Railways. The assets administered by the Ministry of Railways cannot be claimed or satisfied by the State.
(2) All employees of the Czechoslovak State Railways, the National Company, as well as the employees of the Ministry of Transport, taken over by the Minister of Railways in agreement with the Minister of Transport, become railway employees.
(1) All provisions shall be repealed if they are contrary to this Regulation.
(2) Pending the adoption of the new rules, the existing rules shall be applied mutatis mutandis if they do not comply with this Regulation.
This Regulation shall enter into force on 1 August 1952; they shall be carried out by the Minister of Railways in agreement with the participating members of the Government.
