implementing Article 18 (1) (a), (b), (e), (f), (g) and (h) of Act No. 110 / 1997 Coll., on foodstuffs and tobacco products and amending and supplementing certain related laws, for starch and starch products, leguminous and oil seeds
According to Article 18 (1) (a), (b), (e), (f), (g) and (h) of Act No. 110 / 1997 Coll., on foodstuffs and tobacco products and amending and supplementing certain related laws (hereinafter referred to as "the Act") for starch and starch products, leguminous and oil seeds:

ODDÍL 1

STEP AND STEP PRODUCTS
§ 1
For the purposes of this decree:
(a) starch natural powder obtained by isolation from starchy raw materials of plant origin;
(b) powder pudding of starch in the form of a semi-finished product containing other substances intended for culinary treatment,
(c) maltodextrine starch powder product obtained by enzymatic hydrolysis of starch,
(d) dextrose equivalent (DE) content of reducing sugars in the dry matter, expressed as glucose, determining the degree of starch hydrolysis.
§ 2
Breakdown of species and groups
The breakdown of species and groups is given in Annex 1.
§ 3
Labelling
(1) In addition to the information contained in the Act and the Food Labelling Order (2), the following additional labelling requirements are:
(a) starch shall be marked with the name of the species and group;
(b) starch products shall be identified only by the name of the group;
(c) maltodextrins are also labelled with dextrose equivalent.
(2) The starch product containing 10% or more by weight of milk powder shall be marked with milk pudding.
(3) The starch product containing 20% or more by weight of defatted cocoa powder is labelled with chocolate powder.
(4) Allowed negative weight deviations of starch packaging and starch products are given in Annex 2, Table 4.
§ 4
Quality requirements
(1) The physical and chemical quality requirements are set out in Annex 2.
(2) The sensory quality requirements are set out in Annex 3.

PULSES
§ 5
For the purposes of this decree:
(a) leguminous vegetables, shelled, dry, cleaned and graded grains of leguminous vegetables,
(b) pre-cooked pulses of leguminous vegetables technologically adapted to reduce their boiling time;
(c) leguminous vegetables husked whole technologically prepared grains without outer husk, semi-technologically prepared grains without outer husks with separated uterus;
(d) leguminous flour, husked leguminous vegetables, minced for a uniform powder, whether or not sorted by particle size, of soya-bean flour, not mustard;
(e) leguminous flakes cut and crushed leguminous grains, of soya, debitured;
(f) fibre leguminous concentrate uniform powder obtained by milling and sifting leguminous vegetables and outer husks of leguminous vegetables,
(g) mineral impurities of soil, sand, dust or stones;
(h) by foreign components, organic additives of non-plant origin and inorganic additives of non-mineral origin;
(i) soya-bean product food produced from heat-treated soya, soy flour or soy protein;
(j) tofu - soy product food separated by precipitation,
(k) tempeh - soya product heat-treated fermented soybean or other leguminous vegetables, cereals or combinations thereof,
(l) natto-soya product soya fermented product,
(m) soy sauce - fermented soy bean sauce or mixture of soya beans and wheat;
(n) miso-soya-bean product fermented soya bean paste or a mixture of soya beans and other cereals.
§ 6
Breakdown of species, groups and sub-groups
Breakdown of species, groups and sub-groups is set out in Annex 4.
§ 7
Labelling
(1) In addition to the information contained in the Act and the Food Labelling Order (2), the following additional labelling requirements are:
(a) leguminous vegetables are always designated by the name of the group;
(b) the mill products of leguminous vegetables shall be identified by the name of the group and the botanical species;
(c) soybean products shall be identified by the name of the species or group.
(2) The permitted negative weight deviations of the packages of leguminous vegetables, leguminous products and soya products are set out in Annex 5.
§ 8
Quality requirements
(1) Leguminous vegetables, pre-cooked leguminous vegetables and peeled leguminous vegetables must not have foreign odours, must not be sour, yellowish or bitter, or otherwise have a different foreign flavour and contain a foreign ingredient. Individual grains or parts thereof shall not be clearly moldy or moldy. Mixing grains of different colours, varieties and vintage is unacceptable. The appearance, colour, smell and taste shall, except for tolerances allowed, correspond to the pulses group and to the technologically modified pulses or their grains subgroup.
(2) Leguminous vegetables must not contain live pests; in 1 kg, a maximum of three pieces of free dead pests are allowed. In percentage of weight, leguminous vegetables may contain not more than 15% of the half-carcases or grains with broken skin and 5% of the grains slightly contaminated with soil.
(3) Precooked leguminous vegetables shall not contain live or dead pests and soil-contaminated grains. They may contain shrivelled grains, cracked and separated uterus and, after cooking according to instructions, individual rigid or overcooked grains.
(4) Peeled leguminous vegetables must not contain live or dead pests. They may contain not more than 2% by weight of unpeeled grains. In addition, whole leguminous vegetables may contain not more than 20% by weight of grain with separated uterus.
(5) The milling products of leguminous vegetables must correspond to the colour, odour and taste of the basic raw material. They must not show foreign odours and other foreign flavors. They shall not contain live or dead pests. The use of oilcake is not permitted for the production of soybean products.
(6) The quality requirements for pulses, pulses and soya products are set out in Annex 6, Tables 1 to 3.

ODDÍL 3

OILSEEDS
§ 9
For the purposes of this decree:
(a) oil seeds (hereinafter referred to as "seeds"), dry, purified and sorted oil seeds, paddy or husked, intended for direct consumption;
(b) mechanically damaged seeds, fractions of seeds, seeds unripened and undeveloped, seeds with obvious germination characteristics, seeds steamed or burnt with altered skin colour but not broken by nucleus,
(c) seeds, steamed or burnt with impurities, seeds with altered skin colour and partially broken (brown) kernel, seeds without kernels, seeds of other plants and capsules, formations, skins, stalks, leaves or parts thereof,
(d) inorganic impurities of dust, sand, soil, stones, glass or metallic particles.
§ 10
Breakdown of species, groups and sub-groups
The breakdown of species, groups and sub-groups is given in Annex 7.
§ 11
Labelling
(1) In addition to the information contained in the Act and the Food Labelling Order (2), the following additional labelling requirements are:
(a) oil seeds shall be identified by the name of the group and subgroup;
(b) whether the seeds are husked or paddy.
(2) The permitted negative mass deviations of packages of oil seeds are given in Annex 8.
§ 12
Quality requirements
(1) The physical and chemical quality requirements are set out in Annex 9.
(2) Except for the tolerances allowed, the appearance, colour, smell and taste of the seeds must correspond to the species declared, and the seeds must not show any foreign odour, be sour, yellowish or bitter, or with any other foreign flavour; Furthermore, it shall not contain live and dead pests at any stage of development, inorganic impurities, seeds apparently moldy or moldy and seeds rotten, steamed or burned with the skin colour altered and with a completely broken (brown to dark) core.
(3) Chemical preservation of seeds is inadmissible.
(4) Only seed of poppy seed (Papaver somniferum L.) of the seed type, of the oil type, originating in varieties containing a maximum of 0,8% of morphine alkaloids in dry matter capsules (poppy seed) and on the surface of poppy seed, is not more than 25 mg / kg.
§ 13
Storage
Seeds shall be stored at a temperature below 20 ° C and a relative humidity of not more than 70%.
§ 14
Transitional provision
The designation of starch and products of starch, leguminous vegetables and oil seeds packed between 1 January 1998 and 31 March 1998 shall be assessed only within the scope of Article 6 of the Law.
§ 15
Efficacy
This Decree shall take effect on the day of its publication, except for Sections 3, 7 and 11, which shall take effect on 1 April 1998.

Sensory quality requirements
Potato starch. Wheat and maize
Natural potato, wheat and maize starch is a very fine, loose powder, free of mechanical impurities and foreign ingredients. Colours in the case of potato starch white, in the case of wheat starch white, in the case of grey and in the case of maize starch white, in the case of yellow, smell after the plant used, tasteless and odourless.
Articles of starch
1. Pudding powder is a powder free of foreign impurities and ingredients, forming the target dissipating lumps with fine particles of the ingredients used. After culinary preparation according to the instructions, the pudding material is flexible, non-sticky, or only partially sticky.
2. Maltodextrins are powder without undesirable additives and mechanical impurities, white colour with grey or yellow colour according to used starch with neutral odour.
