DECLARATION
of 30 April 2004
on the registration and eradication of harmful organisms in plant products storage and the methods for detecting and regulating their presence in agricultural public storage and storage of the State Agricultural Intervention Fund
The Ministry of Agriculture provides pursuant to § 88 (1) (a) and (b) of Act No. 326 / 2004 Coll., on Phytosanitary Care and on the amendment of certain related laws (hereinafter referred to as "the Act") for the implementation of § 4 of the Act:
§ 1
Subject matter
This decree regulates the method of recording the occurrence of harmful organisms in plant storage and the method of recording their extinction.
§ 2
Basic concepts
For the purposes of this decree:
(a) harmful organisms - harmful organisms as referred to in Article 2 (1) (i) of the Act which cause weight loss and reduce the technological quality of stored plant products, contaminate them with harmful substances (toxins) or pollute them with their excrement or remnants of dead individuals, or cause allergic reactions in contact with or in the consumption of the product,
(b) warehouses of plant products - silos, floor granaries, halls or other premises for storage of such products, including access roads, handling areas, lifts, conveyors and other technological equipment;
(c) plant products - products of plant origin pursuant to Article 2 (1) (c) of the Act, intended for food or feed purposes or for industrial processing.
§ 3
Registration of the presence and registration of harmful organisms in plant products storage
[Paragraph 4 (1) (c) of the Law]
(1) The operator of the store of plant products shall keep records of the presence of harmful organisms in empty storage and in stored products in accordance with the model set out in Annex 1. The registration of the eradication of harmful organisms shall include the name of the plant protection product or biocidal product used, the duration of use and the application dose.
(2) The records referred to in paragraph 1 shall be kept by operators of plant products storage facilities for at least 3 years.
(3) The operators of plant products storage sites which do not operate primary production shall also make the records referred to in paragraph 1 available in accordance with the procedure laid down in point 7 of Part III of Annex I to Regulation (EC) No 852 / 2004 of the European Parliament and of the Council of 29 April 2004 on the hygiene of foodstuffs, as amended.
§ 4
Overview of harmful organisms present in plant storage
An overview of the harmful organisms most frequently present in the storage of plant products, including the ways in which they are harmful, is given in Annex 2 to this Decree.
§ 5
Paragraph 3 does not affect specific legislation governing the conditions for storage of plant products in terms of their health status, the limit values of their quality characteristics relating to the presence of harmful organisms and the methods for detecting the presence of certain harmful organisms. 8)
§ 6
Efficacy
This decree shall take effect on the day of its publication.

4) Microorganisms that cause dietetic to rotting processes when storing plant products and thus degrade them. It's mostly bacteria and mushrooms.
