on certain details of the security of the integrated rescue system
According to Section 35 (2) of Act No. 239 / 2000 Coll., on the Integrated Rescue System and on the amendment of certain laws (hereinafter referred to as "the Act"), the Ministry of Interior provides for the implementation of Sections 5 (4), 12 (3) and 18 (4) (a) of the Act:
PRINCIPLES OF COORDINATION OF THE INTEGRATED SAFETY SYSTEM CONTRACTS IN THE COMMON PRINCIPLE
Principles of coordination of components of the integrated rescue system
(1) The coordination of the components of the integrated rescue system (the "component") in joint intervention means the coordination of rescue and disposal operations, including the management of their synergies.
(2) The coordination of the components consists in providing the following activities:
(a) an evaluation of the type and extent of the incident and of the threats caused by it, using the results of a parallel survey;
(b) the closure of the place of intervention and the restriction of entry of persons to the place of intervention, the presence of which is not required;
(c) rescue or evacuation of persons at immediate risk, animals or property;
(d) the provision of urgent healthcare to injured persons;
(e) the adoption of the necessary measures to protect the lives and health of persons in the components ("forces"), which shall include:
1. the division of the site of intervention into zones with a characteristic risk, the establishment of an adequate work regime and the way in which life and strength are protected, including the use of protective equipment;
2. taking into account the particularities of the site of intervention in the activity of constituents such as production technology, design and disposition solutions of objects, properties of substances present or emerging;
3. the creation of the rear, the conditions for the rest of the forces, the establishment of an appropriate regime for their work and rest; where the commanders or managers of the components (hereinafter referred to as "the manager of the component ') so require, the establishment of common material and financial security of the component,
4. the interruption of rescue work if the lives and health of the forces or of the rescue work are immediately threatened would result in more serious adverse consequences than those which threaten the occurrence of an emergency;
(f) the interruption of the continuing cause of the emergency hazards, such as temporary repair, prevention of the release of dangerous substances, exclusion or restriction of the operation of crashed equipment;
(g) reduction of emergency hazards and stabilisation of the situation at the point of intervention, such as fire extinguishing, cooling of structures, containment of escaped substances, removal of structures and crops or field treatment, 1)
(h) the adoption of appropriate measures at places where effects are expected in the foreseeable spread of an emergency which will ensure:
1. emergency dissemination survey;
2. informing or warning the population in the territory in the direction of the dissemination of an emergency which may jeopardise them with its effects;
3. evacuation of the population and, where appropriate, of animals;
4. search for injured or immediately endangered persons;
5. treatment of injured persons,
6. providing assistance to persons who cannot be evacuated;
7. the regulation of the free movement of persons and transport at and around the place of intervention;
8. surveillance of the evacuated territory and property,
(i) the provision of the necessary humanitarian aid to disabled persons;
(j) the provision of urgent veterinary care to injured animals;
(k) providing the necessary information to relatives who are significantly affected by an emergency;
(l) providing the necessary information on the emergency and on the rescue and liquidation operations carried out to the media and the public;
(m) documentation of data and facts to identify and clarify the causes of an incident; and
(n) documentation of rescue and disposal work, which contains a basic overview of the components deployed and the timescales of the activities carried out.
Individual levels of coordination of components in joint action
Coordination of components in joint action shall be carried out
(a) the intervention commander (2) at the site of deployment of the components and in the area of anticipated effects of the incident (hereinafter referred to as "place of intervention") at tactical level;
(b) an operational and information centre of an integrated rescue system( 3) at operational level; or
(c) Mayor of the Municipality with extended competence, captain of the Region and in Prague the Mayor of the City of Prague (hereinafter referred to as "the Governor") or the Ministry of Interior (hereinafter referred to as "the Ministry") and other administrative authorities in cases provided for by the Law 5) at strategic level.
Coordination of components at tactical level
Coordination by the intervention commander
(1) The coordination of the components in the joint intervention at the intervention site (6) shall be carried out by the intervention commander himself or through the executive bodies set up by him, which are the staff of the intervention commander, sector commanders and section commanders.
(2) Where there is no representative at the place of intervention of the authority to which the management of rescue and liquidation operations (hereinafter referred to as "the responsible authority ') is responsible in respect of the type of emergency, the competent operational and information centre of the integrated rescue system (hereinafter referred to as" the operational and information centre') shall ensure its notification. The fire protection unit commander shall manage the rescue and disposal work at the site of intervention until the arrival of the responsible authority.
(3) The intervention commander
(a) organise rescue and disposal operations in the light of the principles of coordination of the constituents referred to in Article 1 and, after consulting the management bodies, establish an overall procedure for the execution of rescue and disposal operations; This is based on the type of activity of the components in joint intervention (§ 18),
(b) ensure synergies between the different management bodies, including the designation of the intervention commander, the chief of staff and the members of the staff of the intervention commander and the head of the branch (§ 4);
(c) imposes instructions (8) to the head of the files; the forces and resources of the constituents remain subject to the management of the constituents;
(d) organise a breakdown of the place of intervention (Section 5);
(e) specify at the place of intervention of its successor in the event of the transfer of the position of Chief of intervention;
(f) organise a link between the place of intervention and the location of the operational and information centre responsible for the transmission of information (§ 6);
(g) declare or specify for the place of intervention an appropriate level of alert for the area concerned by the integrated rescue system alarm plan (hereinafter referred to as the alarm plan);
(h) calls on the necessary number of forces and resources of the components to the place of intervention through the relevant operational and information centre; and
(i) organise synergies between the components with other legal and natural persons providing personal and material assistance, with the administrative authorities, the authorities of the municipalities and their organisational components. 9)
(4) The intervention commander shall direct:
(a) persons appointed by the Chief of Staff of the Commander of the Intervention, the Commander of the Exploration Group, the Commander of the Sector, the Commander of the Division; and
(b) heads of units, except those under the direct command of a sector commander or section commander.
(5) The commander shall withdraw the intervention:
(a) the person to whom he has appointed to office if he or she does not perform or cannot perform the duties; appoint a successor to the appeal after consulting the direct superior of the appellant at the place of intervention; and
(b) a component which does not perform or cannot perform its tasks or where its forces and means are not necessary at the point of intervention.
(6) In the event that the intervention commander is unable to exercise his authority and to perform his duties, he shall become the intervention commander.
(a) a successor appointed at the place of intervention in advance;
(b) any other manager of the component that carries out the predominant activity at the place of intervention; or
(c) a representative of the responsible authority under the conditions referred to in paragraph 2.
(7) The amendment of the intervention commander shall be carried out by notifying the resigning intervention commander of the situation, objectives and priorities of the intervention constituents at the site and by notifying directly to the subordinates of their resignation. If the participation of the resigning commander is not possible, the new commander shall notify the intervention himself. The new intervention commander shall take the intervention procedure by stating that the intervention procedure is being taken over and notifying the relevant operational and information centre. It will also note this in the intervention report.
(8) The intervention report shall record the time of the change in the commander, his name and surname.
Synergies between the heads of the intervention area
(1) Synergy between the management of the components is ensured through:
(a) the commander of the intervention;
(b) a sector commander or section commander whose tasks are similar in relation to the management of the synergy of constituents as in a separate legislation, 10)
(c) the staff of the intervention commander whose internal structure is laid down by a special law; 11); or
(d) connection.
(2) Head of Folder
(a) notify the intervention commander of its presence, the amount of force and the resources of the component as soon as it arrives at the place of intervention;
(b) submit to the orders of the intervention commander or, where appropriate, to the command of the section commander or of the sector commander (hereinafter referred to as the "supervisor"), provide him with information on the performance of his duties and the situation at his place of deployment; in the event of an imminent threat to the life of the forces, it shall be entitled to amend the decisions of its superiors;
(c) transmit the management of the component to the successor during the absence;
(d) notify the supervisor of a situation in which there is an imminent threat to the health and life of the forces of the ingredients and take urgent measures to protect their lives and health; and
(e) transmit to the commander the necessary documents for processing the intervention report.
(3) The intervention commander, the chief and the members of the staff of the intervention commander are designated in accordance with specific legislation. 12) Their designation is provided by the Fire Department of the Czech Republic (the Fire Department).
(4) The manager of the folder is marked with a reflective vest or sleeve tape at the point of intervention. This label also expresses its affiliation with the folder. Each file provides its own label.
Organisation of location breakdown
(1) The master of the intervention shall divide the place of intervention according to the extent of the incident, the need for coordination of rescue and liquidation work organised on:
(a) an external intervention site closure zone;
(b) a dangerous zone with a characteristic risk at the point of intervention;
(c) entry space,
(d) occipital space;
(e) decontamination area;
(f) the area for the provision of healthcare for persons affected by an emergency;
(g) assembly stations evacuated;
(h) room for replacement housing of evacuated or rescued animals and, where appropriate, the provision of veterinary care;
(i) the location and identification area of the victims;
(j) the area of anticipated spread of the emergency;
(k) section and sector, the segment being the part of the point of intervention where the components carry out rescue and disposal operations, and the sector being several sections.
(2) The intervention commander shall establish a place for:
(a) a command post;
(b) the unit of command of the intervention commander;
(c) information to the media; and
(d) information on persons affected by an emergency.
Coordination of components with operational level
(1) The master of the intervention shall be responsible for the content, form and up-to-date of the information sent from the place of intervention to the territorial operational and information centre concerned. The information shall include information on:
(a) the situation at the place of intervention;
(b) the time of commencement and termination of the rescue and liquidation operations;
(c) the forces deployed and the means of the components, their need, and, where appropriate, the need for other assistance, data on the activities of the components, personal and material assistance provided at the point of intervention;
(d) declared alarm level at the point of intervention;
(e) a change in the appointment of the commander of the intervention;
(f) the state of the rescue and disposal operations at the place of intervention;
(g) a substantial change in the situation at the point of intervention, including the injury or death of persons or the occurrence of extensive damage;
(h) departure of ingredients from the place of intervention; and
(i) relevant information to the public.
(2) Where necessary, the synergies of several components (13) shall transmit information on the occurrence of an emergency to the relevant operational and information centre for which it is maintained in the relevant zoning plan.
Coordination of constituents at strategic level
Purpose of coordination
Coordination of constituents at strategic level shall be carried out for the purpose of:
(a) the involvement of the forces and resources of the Ministry, other ministries, other administrative offices, captains and mayors of the municipalities with extended scope in accordance with the needs of rescue and liquidation work, as well as the protection of the population under the central alarm plan and regional alert plan in accordance with the external emergency plans and the regional emergency plan, where appropriate, using foreign assistance;
(b) prioritisation of rescue and disposal work in large-scale emergencies, in particular between different points of intervention;
(c) the security of material and financial conditions14) for the activities of the constituents in the execution of rescue and liquidation operations; and
(d) ensuring the continuity of rescue and disposal operations with emergency measures.
Ministry coordination
(1) The Ministry conducts central coordination of rescue and disposal work through the General Directorate of the Fire Rescue Corps of the Czech Republic (hereinafter referred to as "Directorate-General") pursuant to Paragraph 7 (3) of the Act by calling and deploying forces, resources and assistance (15), provided to the affected territory from other regions, other ministries, other central authorities and from abroad.
(2) In the central coordination of rescue and liquidation operations, Directorate-General
(a) ensure measures in favour of rescue and liquidation operations at ministerial level, other ministries and other central administrative offices;
(b) analyse and evaluate the situation in the affected territory using supporting documents provided by other administrations and process proposals for action;
(c) record and monitor the effectiveness of the deployment of forces and resources;
(d) organise the protection of the population of the affected territory;
(e) document the activity and procedure for carrying out rescue and disposal operations;
(f) processing information for the media;
(g) organise a link between the Ministry and the affected territory; and
(h) maintain and coordinate contacts with relevant regional and municipal crisis teams through operational and information centres.
Coordination by the Governor
(1) The Hejtman coordinates the rescue and liquidation work referred to in Section 7, building on emergency plans and cooperating with the Fire Department of the Region.
(2) The Regional Crisis Staff shall carry out the tasks referred to in § 8 (2) (b) to (f) as instructed by the Government, with the permanent task force of the Regional Crisis Staff using the workplaces set up by the Fire Rescue Corps. In addition, it shall maintain links through operational and information centres with relevant crisis teams of neighbouring regions, crisis teams of municipalities with extended regional competence and with the Directorate-General.
Coordination by the mayor of the municipality with extended scope
(1) The mayor of the municipality, with extended scope, coordinates rescue and disposal work in accordance with § 7; in doing so it is based on a regional emergency plan or external emergency plans and co-operates with the district fire brigade.
(2) The crisis staff of the municipality with extended competence in the administrative district of the municipality with extended competence perform the tasks referred to in § 8 (2) (b) to (f) according to the instructions of the mayor of the municipality with extended competence. In addition, it shall maintain, through operational and information centres, links with the site (s) of intervention, the relevant regional crisis staff, the neighbouring municipalities' crisis staff with an extended impact of the emergency and the Directorate-General.
The Regional Crisis Staff or the Regional Crisis Staff of the Municipality with extended competence (hereinafter referred to as the "Crisis Staff ') shall be convened by its founder, in particular in the case of crisis situations or the announcement of a special level of alert of the relevant zoning alarm plan (hereinafter referred to as" alarm level'). If it is not possible to follow the first sentence, the managing officer of the fire brigade of the county may initiate the call of the crisis crew, which may simultaneously call a permanent task force of the crisis crew; it shall immediately inform the crisis staff administrator and manage the work of the permanent crisis staff working group until its decision.
PRINCIPLES OF THE COOPERATION OF OPERATIONAL STRATEGY OF BASIC INGREDIENTS
(1) The base component operational centre (17) shall evaluate the emergency communication received from it and if:
(a) the resolution of an incident falls within its substantive competence, requiring, where necessary, cooperation of other essential elements through its operational centre; or
(b) the emergency solution does not fall within its substantive or local competence; it shall transmit the information received to the operational centre the essential components responsible for dealing with the incident; where a solution to this incident requires synergies between several components, it shall also transmit the information received to the relevant operational and information centre through which the synergies of those components are required.
(2) The operational centre of the essential component may, where technically possible, transmit the emergency communication it assesses in accordance with paragraph 1 (b) directly to the essential component responsible for dealing with the incident or to the operational centre of the locally relevant essential component or to the relevant operational and information centre.
(3) The essential components shall be informed of the dangers of occurrence through operational and information centres. Where necessary for the execution of rescue and liquidation operations, the operational and information centres shall inform the designated persons of the regional authorities concerned of the hazards of the occurrence of emergencies, with or without the authority of the municipalities with extended scope, persons from designated municipalities (17a) and legal and natural persons designated by the county emergency plan.
(4) Operational and information centres shall exchange information with the operational centres of the essential components for the processing of the documentation of the integrated rescue system and the information necessary for mutual cooperation.
DETAILS ON THE TASKS OF OPERATIONAL AND INFORMATION MEDIA
The operational and information centre shall carry out the following tasks:
(a) ensure receipt of emergency communication on the single European emergency number 112 and national emergency number 150;
(b) document the rescue and liquidation work in which it participates;
(c) cooperate in the processing of documentation of the integrated rescue system;
(d) maintain links with the operational centres of the essential components and other components, intervention sites and emergency staff;
(e) declare an appropriate level of alarm at the initial calling and deployment of the forces and means of the components at the place of intervention, if there is more than one place of intervention in that territory, declaring an appropriate level of alarm for the territory affected by an emergency;
(f) transmit information on the declared third or special alarm level for the territory affected by an emergency to an organisationally higher operational and information centre; and
(g) engage in international rescue operations and cross-border cooperation in rescue and liquidation operations under the law. 19)
CONTENTS OF THE DOCUMENTATION OF THE INTEGRATED SAFETY SYSTEM, THE METHOD OF DOCUMENTATION PROCESSING AND THE DETAILS ON THE PASSPORTS OF THE PASSENGER PLAN
Content and processing of documentation of the integrated rescue system
(1) The documentation of the integrated rescue system is:
(a) the regional emergency plan (§ 25) and the external emergency plan (§ 26);
(b) the aid agreement (Paragraph 15);
(c) documentation on joint rescue and disposal operations and statistical surveys (Section 16);
(d) documentation on joint training, instruction and exercise of ingredients (§ 17);
(e) the type activities of the components in the joint intervention (Paragraph 18); and
(f) the geographical relevant alarm plan, which is the central alarm plan of the integrated rescue system (hereinafter referred to as the "central alarm plan") or the alert plan of the integrated regional rescue system (hereinafter referred to as the "regional alarm plan") (§ 19).
(2) The Directorate-General shall process and maintain the documentation of the integrated rescue system referred to in points (b) to (e) of paragraph 1 and the central alarm plan.
(3) The Fire Rescue Corps shall process and maintain the documentation of the integrated rescue system referred to in points (a) to (d) of paragraph 1 and the regional alarm plan.
(4) Where certain documents referred to in paragraph 1 contain specific 20) or classified information, 21) the documentation of the integrated rescue system is divided into integrated separate parts, sections or chapters in such a way that only the relevant part with special or classified information is protected.
Assistance agreement
The assistance agreements are:
(a) written arrangements for the provision of planned assistance on request, 22) concluded by the Directorate-General or the Fire Safety Corps of the Region for the preparation of alarm plans and setting out the scope of the provision of assistance by the other component under Article 21 (4) of the Act;
(b) written agreements by which the fire brigade of the county or mayor of the municipality may negotiate in advance the manner and extent of personal or material assistance (23) for the need for rescue and disposal operations; and
(c) the agreements provided for in Article 10 (2) (e) of the Act; their closure is published in the Government Bulletin for regional and municipal authorities.
Documentation on joint rescue and disposal operations and statistical summaries
(1) The components process their own documentation of rescue and disposal operations which were carried out at the first or second stage of the alert declared for the place of intervention.
(2) The intervention commander shall process the intervention report in the event of the announcement of a third or special alarm level for the place of intervention. It will be handed over to the fire brigade of the county within 14 days of the end of the intervention. If the commander of the fire protection unit is the commander of the intervention, the fire protection unit shall be deemed to have received a report of the intervention under a specific legislation. 24)
(3) The Fire Safety Corps of the Region shall process the intervention report in the event of a declaration of a third or a special level of alarm for a particular area affected by an emergency and where there is more than one site of intervention in that area. It is handed over to the captain or mayor of the village with extended scope if they coordinated rescue and liquidation work.
(4) The intervention report shall contain information on the occurrence of an emergency, the rescue and disposal operations carried out, the forces employed, the means used, the procedure of the intervention site, the consequences of the incident, the size of the damage and the value of the protection, the number of persons killed and injured, the number of persons rescued or evacuated, the data on personal and material assistance provided and the graphical representation of the place of intervention.
(5) The Fire Safety Corps shall process statistics on incidents associated with joint rescue and disposal operations of constituents under special legislation (25), (26) in such a way that statistical outputs can be used for emergency analysis in accordance with § 25 (2) (a) or special legislation (27) or for the recovery of the territory affected by the emergency, or other analytical needs of constituents or legal and natural persons, as appropriate.
