DECLARATION
of 21 October 2022
on the Statistical Survey Programme for 2023
The Czech Statistical Office provides pursuant to § 27 (b) of Act No. 89 / 1995 Coll., on the State Statistical Service, as amended by Act No. 411 / 2000 Coll.:
Subject matter
This decree implements the relevant European Union1 regulations, following the directly applicable European Union2 regulations, and sets out the Statistical Survey Programme for 2023, as set out in Annexes 1 and 2 thereto.
Efficacy
This Decree shall take effect on 1 January 2023.

1. In addition to the data characterised in Part III of Annex 1 to this Decree, for each survey, the statistical survey shall also include the identity data of the reporting agent, namely the trading company and its registered office; if they do not have a business name or name.
2. For the reporting agents referred to in point 1, the statistical survey shall also contain an identification number and, if not allocated, the tax identification number, the predominant activity in the reference period, the name of the natural person who completed the report, the details of its data box, the e-mail address, its telephone and, where applicable, fax number.
3. In the event that another person fills in the statement for the reporting agent, the name of the natural person who completed the statement shall also be provided with details of its data box, e-mail address, telephone and, where applicable, fax number.
4. The statistical surveys concerning health, social services, cultural, school or educational establishments shall also include the internal department code names of the internal unit and the business or name and identification number of the founder or founder.

The data will be used to fulfil the obligations arising from Article 1 of Commission Decision 1999 / 566 / EC of 26 July 1999 implementing Council Decision (1999 / 280 / EC) of 22 April 1999 on a Community procedure for the collection of information and consultation on the cost of oil supply and the consumption prices of petroleum products in the field of business statistics, in the context of the European Union's Aggregates, in particular for the consumer, in the context of the Directive of 20 December 1995 establishing the registration of imports and supplies of oil in the Community, in Article 1 of Regulation (EC) No 1099 / 2008 of the European Parliament and of the Council of 22 October 2008 on energy statistics, in the current version of Article 1 of the Commission Implementing Regulation (EU) 2020 / 1197 of 30 July 2020 establishing technical specifications and the Regulation (EU) of the European Parliament and of the Council of 27 November 2019 on European business statistics and repealing 10 legal acts in the field of business statistics, in the field of business statistics, in the current version of Article 1 of Commission Implementing Regulation (EU).

Quantities of oil delivered from imports or domestic production, density (API), sulphur content and cif price excluding taxes (per barrel and tonne).

Obtaining data on consumer fuel prices. The data will be used to fulfil the obligation arising from Article 1 of Commission Decision 1999 / 566 / EC of 26 July 1999 implementing Council Decision (1999 / 280 / EC) of 22 April 1999 on a Community procedure for the collection of information and consultation on the costs of oil supply and the consumption prices of petroleum products, Article 4 of Regulation (EU) 2019 / 2152 of the European Parliament and of the Council of 27 November 2019 on European enterprise statistics and repealing 10 legal acts in the field of business statistics, as amended, Article 1 of Commission Implementing Regulation (EU) 2020 / 1197 of 30 July 2020 establishing technical specifications and adjustments under Regulation (EU) 2019 / 2152 on European business statistics, and repealing 10 legal acts in the field of business statistics, as amended, for the processing of the consumer price index, for the calculation of average consumer prices of selected fuels, for the European Union and international organisations, and for the purposes of the International Energy Agency.

Quarterly report on gas prices for final non-household customers

(a) Purpose of the survey and its content
Purpose of statistical surveys:
Obtaining data on gas prices for final non-domestic customers. The data will be used to fulfil the obligation arising from Article 1 of Regulation (EU) 2016 / 1952 of the European Parliament and of the Council of 26 October 2016 on European statistics on gas and electricity prices and repealing Directive 2008 / 92 / EC, and from Article 1 of Commission Implementing Regulation (EU) 2019 / 803 of 17 May 2019 on technical requirements for the content of the reports on the quality of European gas and electricity statistics pursuant to Regulation (EU) 2016 / 1952 of the European Parliament and of the Council. The data are used for calculating average gas prices, for the needs of the European Union and international organisations, in particular the International Energy Agency, and for informing the public.
Characteristics of indicators collected:
The average price of natural gas includes all applicable charges: network charges and energy consumed after deduction of any rebates or premiums and plus any other charges (e.g. for the hire of a meter, fixed charges). This is the MWh price excluding value added tax and other taxes according to the annual gas consumption bands. The price of the network component includes transport and distribution costs, loss of transport and distribution, costs of renting the meter and measuring costs and other costs associated with transport and distribution. The supply price includes the commodity price of natural gas, including storage costs and costs associated with the sale of natural gas.
(b) Reporting frequency
Legal persons registered in the Commercial Register with activities according to CZ-NACE 35.2 (production of gas; distribution of gaseous fuels through networks).

Purpose of statistical surveys:
Total acquisition of data on power and electricity prices. The data will be used to fulfil the obligation arising from Article 1 of Regulation (EU) 2016 / 1952 of the European Parliament and of the Council of 26 October 2016 on European statistics on gas and electricity prices and repealing Directive 2008 / 92 / EC, Article 1 of Commission Implementing Regulation (EU) 2019 / 803 of 17 May 2019 on technical requirements for the content of the reports on the quality of European gas and electricity prices statistics pursuant to Regulation (EU) 2016 / 1952 of the European Parliament and of the Council, for the processing of the index of industrial producers' prices, for the calculation of electricity prices, for the calculation of average electricity prices, for the European Union and international organisations, in particular the International Energy Agency, and for information to the public.
Characteristics of indicators collected:
Total price of power electricity and electricity (power electricity and regulated payments) in CZK / MWh for past and reference periods excluding value added tax and other taxes, voltage level, average annual measured maximum in kW, annual use in h, total annual consumption in MWh, revenues in krona excluding value added tax and other taxes and supplies for power electricity in MWh according to voltage levels.
Groups of electricity customers - low voltage customers (retail - entrepreneurs, households) - broken down by annual consumption in kWh at certain intervals and by annual consumption in MWh in total, total number of customers.

6. NAME OF STATISTICAL INSURANCE:
Quarterly statement of sales prices of raw wood

(a) Purpose of the survey and its content
Purpose of statistical surveys:
Obtaining data on sales prices of timber in the forestry sector on the basis of the Government of the Czech Republic Resolution of 2 February 2011 No 84 on the Conception of the Ministry of Agriculture on Economic Policy of Forests of the Czech Republic, p., since 2012. The data will be used for the calculation of the raw wood price indices and for the calculation of the average prices of selected products, for analytical purposes, for international comparison purposes (the United Nations Economic Commission for Europe and the Food and Agriculture Organisation) and for informing the public.
Characteristics of indicators collected:
Realisation contractual prices of selected types of raw wood (representatives), sold quantity in m3, sales of raw wood on the domestic market for selected representatives and total.
(b) Reporting frequency
Economic operators having the predominant activity under:
CZ-NACE 01 to 03 (agriculture, logging and fisheries),
CZ-NACE 16 (wood processing),
CZ- NACE 91.04 (activities of botanical and zoological gardens, nature reserves and national parks), which carry out sales of raw wood for customers in the Czech Republic.

Monthly statement of rent from the apartment

(a) Purpose of the survey and its content
Purpose of statistical surveys:
Getting rent data from the apartment. The data will be used to fulfil the obligation under Article 27 of Commission Implementing Regulation (EU) 2020 / 1148 of 31 July 2020 laying down methodological and technical specifications in accordance with Regulation (EU) 2016 / 792 of the European Parliament and of the Council as regards harmonised indices of consumer prices and the housing price index, to measure the development of price levels of contract rent, to calculate the national and harmonised index of consumer prices and to inform the public.
Characteristics of indicators collected:
Rent from an apartment brokered by a real estate agency.
(b) Reporting frequency
Economic entities engaged in the rental or brokering of apartments with the predominant activity according to CZ-NACE 68 (real estate activities).

(a) Purpose of the survey and its content
Purpose of statistical surveys:
Getting data on prices, size and other parameters of new apartments and new family houses. The data will be used to fulfil the obligation arising from Article 27 of Commission Implementing Regulation (EU) 2020 / 1148 of 31 July 2020 laying down methodological and technical specifications in accordance with Regulation (EU) 2016 / 792 of the European Parliament and of the Council as regards harmonised indices of consumer prices and the housing price index, to calculate the housing price index of owners which will be part of the national index of consumer prices and to inform the public.
Characteristics of indicators collected:
Prices of new apartments and new family houses.
