DECLARATION
of 24 October 2011
on the declaration of the National Natural Monuments of the Slatina meadow at Velenka and the determination of its closer protection conditions
The Ministry of the Environment provides pursuant to § 79 (4) (h) of Act No. 114 / 1992 Coll., on the Conservation of Nature and Landscape, as amended by Act No. 218 / 2004 Coll., Act No. 312 / 2008 Coll. and Act No. 349 / 2009 Coll.:
Definition of national natural heritage
(1) The National Natural Monument of the Slatina meadow near Velenka ("the National Natural Monument") is announced.
(2) The national natural monument is situated in the territory of the Central Bohemian Region, in the cadastral territory of Hradištko u Sadská. The boundaries of the national natural monument shall be determined by a closed geometric pattern with direct sides whose vertices are determined by coordinates of the uniform trigonometric network of the cadastral1). The list of coordinates of the vertices of the geometric pattern as they follow in the pattern is given in Annex 1 to this decree.
(3) An indicative graphical representation of the territory of the national natural monument is given in Annex 2 to this decree.
Subject matter of protection
National natural monuments are protected by:
(a) the remainder of the Polabian blackwater on the basis of freshwater chalk with meadow communities of alternately moist knee-free meadows,
(b) rare and endangered species of plants and animals, in particular populations of critically endangered species of inedible flax (Thesium ebracteatum) and mud swordfish (Gladiolus palustris), including their biotopes.
Closer protection conditions
Only with the consent of the competent nature conservation authority can the national natural monument:
(a) to make changes to the types of land or methods of exploitation (2);
(b) planting or planting plants or releasing animals;
(c) amend the land water regime;
(d) fertilise land or use chemical agents;
(e) to establish new hunting equipment or herring,
(f) to feed animals; or
(g) to drive vehicles into the territory of the national natural heritage; consent is not required for vehicles of essential and other components of the integrated rescue system3), in substance and locally competent administrative authorities4), watercourses managers in the conduct of watercourses management, vehicles needed to ensure the care of land or crops.
Efficacy
This Decree shall take effect on 1 December 2011.
