Law on the organisation of agricultural management

on the organisation of agricultural management
The 18th Congress of the Communist Party of Czechoslovakia has appointed the development of agriculture as the leading task of our entire society. Without a substantial increase in agricultural production, neither proportional, coordinated development of the national economy nor an increase in the standard of living of the people can be ensured. To level the level of agriculture at the level of industry by 1970 is a condition of establishing a material technical base for the transition to communist society.
These tasks must be subject to the entire management system so that the activities of the new managing authorities are consistently based on the needs of the rapid development of agricultural production.
The National Assembly of the Czechoslovak Socialist Republic decided on this law:
§ 1
(1) An important prerequisite for the development of agricultural production and for balancing the level of agriculture to the level of industry is the creation of a new management system based on the application of the manufacturing corporate principle, strengthening the central influence by applying the principles of democratic centralism, increasing the responsibility of the Ministry of Agriculture, Forestry and Water Management for the development of agriculture and deepening sectoral management on the basis of industrial experience.
(2) The basis for the new management system based on those principles is production management.
§ 2
(1) The task of the Ministry of Agriculture, Forestry and Water Management is to manage the development of agriculture on the basis of a plan approved by the Government and in accordance with the guidelines of the Central Committee of the Communist Party of Czechoslovakia and the Government of the Czechoslovak Socialist Republic for the Management of Agricultural Production. The Ministry of Agriculture, Forestry and Water has full responsibility for carrying out the tasks of developing agricultural production with production management.
(2) The Slovak National Council participates with its institutions in carrying out the tasks of agricultural development in Slovakia.
§ 3
The production of agricultural administrations shall in particular:
- direct management of state goods other than those of a branch-controlled, single agricultural cooperative, melioration cooperatives and other organisations (Sections 5 (2) and 11);
- organise and control in managed organisations the implementation of the resolutions of the Communist Party of Czechoslovakia and the Government on agriculture;
- organise in agricultural establishments the drawing up of proposals for forward and annual plans for the development of agricultural production and the purchase of agricultural products;
- to lay down the tasks of a comprehensive agricultural production plan and the purchase of agricultural products approved by the Government and broken down by the Ministry of Agriculture, Forestry and Water Management for the production of agricultural administrations, individual single agricultural cooperatives and state goods;
- approve the production and financial plans of the organisations they manage;
- decide on the measures necessary to ensure the production and purchase plan for agricultural products and discuss them with agricultural establishments. These measures are binding on agricultural establishments;
- apply a direct influence on the operation of machinery and tractor stations, approve the design of their plans for agricultural production, decide on the deployment, assembly and use of mechanisation equipment, check the timely repair of machinery and supply of agricultural plants with spare parts and materials, approve the focus and scope of the training of mechanical beakers;
- to have a direct influence on the activity of purchasing and supply plants directly linked to agricultural production, in particular in ensuring the purchase and distribution of seed of lower levels of propagation, the supply of industrial fertilisers to agricultural establishments and the production and distribution of compound feedingstuffs;
- to take measures to maximise the simplification of the supply and customer relations of state goods and single agricultural cooperatives where appropriate and socially beneficial.
In the management of single agricultural cooperatives, agricultural production administrations are fully based on cooperative bodies, taking care of increasing their responsibility for the management of cooperatives and ensuring respect for intra-cooperative democracy.
§ 4
(1) Agricultural production administrations are fully responsible for the state and for ensuring the development of agricultural production.
It shall in particular carry out the following tasks:
- organise a continuous increase in agricultural production so that society's needs are increasingly met;
- develop proposals for forward-looking development of agricultural production in the district, together with proposals for a planned gradual solution to specialisation;
- plan the production and purchase of products by organisations managed by the production farm administration; organise and carry out quarterly and annual comprehensive technical and economic analyses of the management of managed organisations;
- submit to the Committee of the District of the National Committee for approval proposals for forward and annual plans for the development of agricultural production and the purchase of agricultural products, including proposals and requirements for measures and services from sections managed by the District of the National Committee, needed for the development of agricultural production;
- establish a scientific system of management with a view to achieving the most efficient use of land and the priority growth of plant production through the correct structure of crop areas, by increasing soil fertility, the use of efficient varieties, the proper use of manure and industrial fertilisers, the effective protection of plants against diseases and pests, and to ensure timely compliance with all agri-technical measures; provide agrochemical soil testing;
- an increase in the production of grain and feed, including the creation of the necessary reserves, is a very special care;
- ensure the development of livestock production, in particular by increasing the performance of livestock and the most efficient use of feed, by organising zootechnical measures and animal health care;
- organise the implementation of the results of science, research and technological development in agricultural factories, in particular large production technologies; at the same time dealing with improved forms of organisation of work and management of agricultural production;
- organise the full and efficient use of agricultural technology and other means of production of uniform agricultural cooperatives, state goods and other organisations with the effective assistance of machinery and tractor stations;
- organise investment construction in accordance with the prospects for development of production within the district; to assist agricultural establishments, in particular single agricultural cooperatives, provide a service of investor supervision;
- organise the strengthening of uniform agricultural cooperatives and state goods by agricultural experts, young workers and agricultural apprentices; in justified cases and in agreement with the Board of Directors, send to selected single agricultural cooperatives the necessary experts under the conditions laid down for such cases;
- organise material technical supplies for the comprehensive provision of the agricultural production development plan;
- ensure that supply and customer relations are properly respected and monitored;
- promote and address financial and economic problems in their managed organisations;
- ensure proper standardisation and pay for work and ensure that effective means of material involvement of public goods workers and members of single agricultural cooperatives are put in place on the results of agricultural production;
- ensure that production on the compositions complies with the statutes of the single agricultural cooperatives;
- take care of the safety of work in agriculture, increase the culture and hygiene of work and the working environment;
- carry out control and review activities in individual agricultural establishments and in other organisations.
(2) Agricultural production administrations create conditions for the continuous consolidation of uniform agricultural cooperatives and state goods, organise the expansion of the experience of leading workers and agricultural plants into broad practice, take care of the development of socialist competition and the improvement of the movement. The basic method of operation of agricultural production administrations is specific and operational professional work in each state farm and single agricultural cooperative, direct contact with their authorities and workers, concrete knowledge of the manufacturing problems and conditions of each plant and professional assistance directly in production.
§ 5
(1) Agricultural production administrations are set up by the Ministry of Agriculture, Forestry and Water, as a general rule, for the district district district district as a budget organization, which is managed by its authorities in the regions - regional production agricultural administrations.
(2) The Ministry of Agriculture, Forestry and Water may submit to, or include in whole or in part, other organisations in the agricultural sector or certain establishments serving agricultural production.
(3) Agricultural production administrations shall not be liable for the obligations of subordinate organisations unless they have been guaranteed or provided for otherwise by specific rules, and subordinate organisations shall not be liable for the obligations of the production farm administration.
(4) The organisation and details of the activities of agricultural production administrations are regulated by the Ministry of Agriculture, Forestry and Water.
§ 7
(3) Agricultural production administrations ensure that the farms or, where appropriate, the establishments of state goods and single agricultural cooperatives submit their plans to local national committees. The local national committees approve the plans of the single agricultural cooperatives and express their views on the plans of the economy and, where appropriate, of the establishments of state goods, in order to use all local resources and reserves, to ensure the protection of the soil fund and the nationalisation of agricultural land, and to ensure the other tasks of the State plan and the commitments resulting from the contracts concluded for the supply of agricultural products and needs.
§ 8
The total purchase of agricultural products, intended for individual farmers and small users of agricultural land and for cow farmers, shall be broken down by the district national committees on the basis of the production management and the purchasing organisation in the municipalities. The local national committees shall determine the delivery tasks of agricultural products to individually farm farmers, small-scale farmers of agricultural land and cow farmers, so as to fulfil the overall task assigned to them in the municipality.
§ 9
The task of sectoral management organisations on the agricultural sector is to effectively assist the development of agricultural production. To this end, these organisations shall cooperate closely with production administrations.
§ 10
(1) Shopping and supply plants cooperate closely with production farms.
(2) The proposal to deploy the tasks of the purchase plan to agricultural establishments is processed by production agricultural administrations for close cooperation between the purchasing and supply plants.
§ 11
Organisations and establishments directly related to the management and development of agriculture shall be excluded from the management of national committees; the extent of the dislocation and the management method shall be determined by the government.
§ 12
The scope which falls within the scope of the production of agricultural administrations under this Act, if so far it has been held by the National Committees pursuant to Act No. 65 / 1960 Coll., on National Committees, Government Regulation No. 71 / 1960 Coll., on the extension of the competence and responsibility of the National Committees and on the organisation and activities of their organisations, Act No. 51 / 1959 Coll., on the Purchase of Agricultural Products, and Act No. 49 / 1959 Coll., on Uniform Agricultural Cooperatives, for the National Committees ceases.
§ 13
This Act shall take effect on 15 April 1963.
