DECLARATION
of 28 November 2019
on energy labelling and ecodesign of energy-related products
According to Article 14 (4) of Act No. 406 / 2000 Coll., on Energy Management, as amended by Act No. 177 / 2006 Coll., ("the Act '), the Ministry of Industry and Trade provides for the implementation of § 8 (1), § 8a (1), § 8a (2) (a), § 8a (3) (b), (d) and (e), § 8a (5) and § 8a (6) of the Act:
Subject matter
This decree implements the relevant European Union1 regulations, along with the directly applicable European Union2 regulations) and provides for
(a) the particulars of the labelling and placing of combined washing machines with energy labels, the design and content of labels, information sheets and technical documentation, the measurement methods and procedures, the data required for distance selling and the determination of the energy efficiency class;
(b) ecodesign requirements, the particulars of the CE marking, the content of the EC declaration of conformity, the conformity assessment procedures and the presumption of conformity of energy-related products, the procedures for verifying ecodesign requirements and the provision of information on the energy-related product and its use.
Energy labelling and placement, information sheet and technical documentation
The design of the label and its content and location, the content of the technical documentation and the information sheet, the determination of the energy efficiency class, the methods and procedures for measuring and making information available to the end-user for the combined dryer washing machine are set out in Annex 1 to this Decree.
Ecodesign requirements, CE marking and EC declaration of conformity
(1) The ecodesign requirements for energy-related products, including the timetable for their application, are laid down in the directly applicable European Union provisions governing ecodesign requirements (3).
(2) Where an EC declaration of conformity is attached to an energy-related product with the CE marking and the EC declaration of conformity is issued to that product, the energy-related product complies with all ecodesign requirements given for the energy-related product in the directly applicable European Union ecodesign Regulation (3).
(3) The CE marking shall be an indication of the conformity of energy-related products with ecodesign requirements and shall consist of the letters "CE 'in accordance with the model set out in Annex 2 to this Regulation.
(4) The EC declaration of conformity shall contain the following elements:
(a) identification details of the manufacturer comprising at least the name or address of the manufacturer;
(b) identification details of the authorised representative, provided that they have been established, comprising at least the name and address of the authorised representative;
(c) identification of the person authorised to act on behalf of the manufacturer or his authorised representative and his signature;
(d) a detailed description of the product type enabling it to be clearly identified;
(e) references to harmonised standards, other standards or technical specifications used (4);
(f) a reference to other provisions of the European Union which provide for the affixing of the CE marking.
Conformity assessment and presumption of conformity
(1) Assessment of the conformity of an energy-related product with the ecodesign requirements laid down in a directly applicable European Union regulation governing ecodesign requirements (3) shall be carried out by internal design inspection or conformity assessment management system set out in Annex 3 to this Regulation.
(2) The energy-related product which has been produced in accordance with harmonised standards is in conformity with the requirements of the directly applicable European Union regulation governing ecodesign requirements (3) to which these standards relate.
Procedures for verifying ecodesign requirements and providing information
(1) The procedures for verifying ecodesign requirements for an energy-related product for market surveillance purposes are set out in the directly applicable European Union regulation governing ecodesign requirements (3).
(2) The procedures for providing information on the energy-related product and its use are set out in the directly applicable European Union regulation on ecodesign requirements (3).
Repeal
Decree No. 337 / 2011 Coll., on energy labelling and ecodesign of energy-related products, is repealed.
Efficacy
This Regulation shall enter into force on 1 January 2020.

Combined washer and dryer
Preliminary provisions
1. The requirements contained in this Annex shall apply to washing machines combined with a household dryer powered from an electric network. They shall not apply to appliances which may also use other energy sources.
2. The data required by this Annex shall be collected by measurements carried out according to harmonised technical standards. The data shall be considered to be satisfied if they are in conformity with legislation or technical standards.
The provisions of this Annex which require the provision of noise-related data shall apply only if such data are required by law. These data are then collected by measurement.
3. The technical documentation referred to in Section 2 of the Decree shall include:
(a) the name and surname or business name or name, address of the place of permanent residence (where applicable, address of residence) or place of business or registered office of the manufacturer or importer;
(b) a description of the appliance sufficient for its unambiguous identification;
(c) the data and, where appropriate, the relevant drawings concerning the main features of the design of the appliance model and, in particular, the components which have an appreciable effect on its energy consumption;
(d) reports of relevant tests carried out by test methods according to harmonised standards;
(e) operating instructions.
4. The label referred to in Section 2 of the Decree shall comply with the requirements set out in Part I of this Annex. The label shall be placed on the outside of the front or top of the appliance so that it is clearly visible and not covered.
5. The content and presentation of the information sheet referred to in Section 2 of the Decree shall comply with the requirements set out in Part II of this Annex.
6. Where an appliance is offered for sale, hire or hire-purchase by means of printed matter or other means, e.g. in the mail order catalogue, the relevant information shall contain all the information specified in Part III of this Annex.
7. The energy efficiency class for the complete working cycle and the washing efficiency class indicated on the label and in the information sheet shall correspond to Part IV of this Annex.

LABEL
Specification of the label
The following particulars shall appear on the label:
I. Name or trade mark of the manufacturer or importer.
II. Identification mark of the appliance model used by the manufacturer or importer.
III. The energy efficiency class of an appliance shall be determined in accordance with Part IV of this Annex. The arrow tip with the letter indicating the energy efficiency class shall be at the same level as the arrow tip.
IV. Without prejudice to any requirements of the relevant national, regional or international environmental labelling programme of model I. (ecolabelling programme), a copy of the eco-label may be attached if the appliance has been awarded an eco-label in accordance with the relevant eco-label programme. Its design (colour, dimensional, etc.) shall comply with the rules of the relevant ecolabelling programme.
V. Energy consumption in kWh for the complete working cycle (washing, centrifugation and drying) using the standard cycle 60 st. C (cotton) and the dry cotton drying cycle determined in accordance with the test methods according to the harmonised standards referred to in point 2 of the introductory provisions of this Annex.
VI. Energy consumption in kWh per cycle of work (washing and centrifugation only) using a standardised cycle of 60 st C (cotton) determined in accordance with test methods according to harmonised standards according to point 2 of the initial provisions of this Annex.
VII. The washing efficiency specified in Part IV of this Annex.
VIII. Centrifuge speeds achieved in the standard cycle of 60 st C (cotton) determined in accordance with test methods according to harmonised standards according to paragraph 2 of the initial provisions of this annex.
IX. The filling of an appliance in kg of laundry for a standard cycle of 60 st C (cotton) without drying, determined in accordance with the harmonised standards referred to in point 2 of the initial provisions of this Annex.
X. The filling of the appliance in kg of laundry during the "dry cotton" (drying) cycle, determined in accordance with the harmonised standards referred to in point 2 of the initial provisions of this Annex.
XI. Water consumption (in litres), in the complete working cycle (washing, centrifuging and drying), in the standard working cycle 60 st C (cotton) and in the drying cycle, determined in accordance with the test methods according to the harmonised standards referred to in point 2 of the initial provisions of this Annex.
XII. Noise data during the working, centrifugation and drying cycle, using a standardised washing cycle of 60 st.C (cotton) and a drying cycle of dry cotton, if applicable, measured in accordance with the legislation or harmonised standards referred to in point 2 of the initial provision (4).

INFORMATION LIST
The information sheet shall contain the following information. This information may be given in a specified order in the form of a table for several models of an appliance supplied by the same manufacturer or importer, or attached to the description of the appliance:
1. The name or trade mark of the manufacturer or importer.
2. Identification mark of the appliance model used by the manufacturer or importer.
3. The energy efficiency class of the appliance model as defined in Part IV of this Annex, expressed as "Energy efficiency class... on scale A (highest efficiency, i.e. low electricity consumption) to G (lowest efficiency, i.e. high electricity consumption) '. Where this information is given in the form of a table, this information may also be expressed in another way, provided that it is clear that the scale is from A (highest efficiency) to G (lowest efficiency).
4. Where the information is presented in the form of a table and one of the appliances listed in the table has been awarded an eco-label according to the relevant national, regional or international environmental labelling programme of model I. (eco-label programme), this information may be provided. In this case, the heading of the line shall be "Eco-label 'and a copy of the eco-label shall be in the appropriate field in a colour and size version corresponding to the rules of the relevant eco-label programme.
5. Consumption for washing, centrifuging and drying in kWh for the complete working cycle (washing, centrifuging and drying) determined in accordance with Part I of this Annex, point V.
6. Consumption only for washing and centrifuging in kWh per cycle of work determined according to Part I of this Annex, point VI.
7. Washing efficiency determined in accordance with Part IV of this Annex, expressed as "Washing efficiency class... on a scale from A (higher) to G (lower) '. This figure may also be expressed by other means provided that it is clear that the scale is from A (higher) to G (lower).
8. The efficiency of centrifugation of water at standard cycle work of 60 st C (cotton) determined in accordance with test methods according to harmonised standards according to paragraph 2 of the initial provisions of this Annex, expressed as "The remainder of the water after centrifugation...% (related to dry weight) '.
9. Maximum centrifugation speed achieved in accordance with Part I of this Annex, paragraph VIII.
10. The filling of the appliance by standard working cycle 60 st.C (cotton) according to Part I of this Annex, paragraph IX.
11. The filling of the appliance in the standard dry cotton drying cycle according to Part I of this Annex, point X.
12. Water consumption for washing, centrifuging and drying (in litres) for the entire working cycle according to Part I of this Annex, paragraph XI.
13. Water consumption only for washing, centrifuging (in litres) in standard working and centrifugation cycle 60 st. C (cotton) determined in accordance with the test methods according to the harmonised standards referred to in point 2 of the initial provisions of this Annex.
14. Time of washing and drying. The duration of the programme of the complete working cycle (washing: 60 st. C cotton, drying: "dry cotton ') at rated working capacity determined in accordance with the test methods according to harmonised standards according to point 2 of the initial provisions of this Annex.
15. Manufacturers or importers may attach to the above points 5 to 14 information concerning other washing or drying cycles.
16. The average annual energy and water consumption shall be 200 times the consumption expressed in points 5 (energy) and 12 (water). Consumption is expressed as "Estimated annual consumption of a four-member household always using a dryer (200 cycles) '.
17. Enter "Estimated annual consumption of a four-member household never using a dryer."
18. Noise data for working, centrifuging and drying cycles, if applicable, in accordance with legislation or harmonised technical standards.
If the label is reproduced in colour or black and white in the information sheet, only data not on the label should be added.
ALTERNATIVE SALES AND OTHER SPECIES OF EXTENDED SALES
The catalogues for mail order sales and other printed matter or in any other way of sale referred to in point 6 of the introductory provisions of this Annex shall contain the following information in the following order:
1. Energy efficiency class (Part II, point 3)
2. Energy consumption (washing, centrifuging and drying) (Part II, point 5)

Where other information contained in the information sheet is provided, it shall be provided in the manner set out in Part II of this Annex and shall be included in the above table in the order indicated for the information sheet.
ENERGY EFFICIENCY CLASS
1. The energy efficiency class of the combined washer and dryer shall be determined in accordance with Table 1:

CE marking
(1) The CE marking must have a height of at least 5 mm. When the CE marking is reduced or enlarged, the dimensions shown in the figure shall be complied with.
(2) The CE marking must be affixed to the product. If this is not possible, they shall be attached to the packaging and accompanying documents.

Conformity assessment procedure
Internal design control
(1) The manufacturer shall draw up the technical documentation referred to in paragraph 2 to enable the conformity assessment of the product to be carried out in accordance with the requirements set out in the directly applicable European Union Regulation governing ecodesign requirements).
(2) The technical documentation shall include in particular:
(a) a general description of the product and its intended use;
(b) the results of the relevant environmental impact studies carried out by the manufacturer or the references to related literature or case studies used by the manufacturer in evaluating, documenting and identifying the design of the product;
(c) an ecological profile if required by a directly applicable European Union regulation governing ecodesign requirements (3);
(d) the elements of the product design specification relating to the elements or functions of the products which may affect the environment during the life cycle of the product;
(e) a list of relevant harmonised standards which have been applied in whole or in part and a description of the solutions adopted to meet the requirements of the directly applicable European Union regulation governing ecodesign requirements (3), if the standards have not been applied or if those standards do not fully cover the requirements of the directly applicable European Union regulation regulating ecodesign requirements (3);
(f) copies of data on the elements or functions of a product which may affect the environment during the life cycle of that product; and
(g) the results of the ecodesign requirements measurements carried out, including the ecodesign requirements compliance data.
(3) The manufacturer shall take all necessary measures to ensure that the product is manufactured in accordance with the design specifications specified in the technical documentation.
Conformity assessment management system
(1) A management system may be used to assess the conformity of the product provided that the manufacturer integrates the environmental elements referred to in paragraph 2.
(2) Environmental elements of the management system by which the manufacturer can demonstrate that the product complies with the requirements of the directly applicable European Union regulation governing ecodesign requirements) are:
(a) Environmental product policy
The manufacturer shall demonstrate compliance with the requirements of the directly applicable European Union ecodesign Regulation (3). The manufacturer shall also be able to submit a framework for the identification and review of environmental performance targets and indicators in order to improve the overall environmental performance of the product.
Any measures taken by the manufacturer to improve the overall environmental performance of the product and, where appropriate, to develop its ecological profile, if required by a directly applicable European Union regulation governing ecodesign requirements), through design and modification of the production process, shall be systematically and properly documented in the form of written procedures and instructions.
In particular, these procedures and instructions shall contain an appropriate description of:
(1) the list of documents to be drawn up to demonstrate the conformity of the product and to be made available where appropriate;
(2) environmental objectives and indicators and organisational structures, responsibilities, management powers and allocation of resources with a view to meeting and maintaining these objectives and indicators;
(3) the checks and tests to be carried out after production to verify that the product meets the environmental performance indicators;
(4) procedures for checking and ensuring regular updating of the required documentation; and
(5) the way in which the integration of environmental elements into the management system and their effectiveness are verified.
(b) Planning
The manufacturer shall draw up and keep:
(1) the procedures for establishing the ecological profile of the product;
(2) environmental objectives and indicators that take into account the possibilities of technical solutions including technical and economic requirements; and
3) a programme to achieve these objectives.
(c) Implementation and documentation
c.1) The documentation for the management system shall comply in particular with the following conditions:
(1) responsibility and competence are identified and documented in order to ensure the effective influence of the product on the environment and its traffic reports for control and improvement;
(2) documents shall be drawn up indicating the design control and verification techniques applied and the processes and systematic measures used in the design of the product; and
(3) the manufacturer shall draw up and maintain data describing the main elements of the environmental management system and the procedures for checking all required documents.
c.2) The product documentation contains in particular:
(1) a general description of the product and its intended use;
(2) the results of the relevant environmental impact studies carried out by the manufacturer, or references to related literature or case studies used by the manufacturer in evaluating, documenting and identifying the design of the product;
(3) an ecological profile if required by a directly applicable European Union regulation governing ecodesign requirements (3);
(4) documents describing the results of the measurements carried out on ecodesign requirements, including details of the conformity of these measurements with the ecodesign requirements set out in the directly applicable European Union regulation on ecodesign requirements (3);
(5) the manufacturer shall draw up a specification indicating in particular the standards used; If the harmonised standards have not been applied, or if the harmonised standards do not fully cover the requirements of the directly applicable European Union regulation governing ecodesign requirements (3), the means used to ensure compliance; and
(6) copies of product elements or functions that may affect the environment during the life cycle of the product in the product design provided in accordance with ecodesign requirements for the provision of information.
