DECLARATION
of 30 November 2007
amending Decree No. 93 / 1999 of the Ministry of Industry and Trade Coll., laying down procedures for the quantitative analysis of binary textile fibre mixtures, as amended by Decree No. 510 / 2006 Coll.
The Ministry of Industry and Trade provides pursuant to Section 28a (a) of Act No. 634 / 1992 Coll., on Consumer Protection, as amended by Act No. 104 / 1995 Coll.:
Decree No 93 / 1999 Coll., laying down procedures for the quantitative analysis of binary textile fibre mixtures, as amended by Decree No 510 / 2006 Coll., is hereby amended as follows:
1. In footnote 2, the words "Commission Directive 2007 / 4 / EC of 2 February 2007 amending Annexes I and II to Directive 96 / 74 / EC of the European Parliament and of the Council on textile names for the purposes of their adaptation to technical progress (Text with EEA relevance) 'are added.
2. In Annex 1, points 5.3 and 5.4 are inserted after point 5.2:
"5.3. In the case of elastolefin or fibre mixtures containing elastolefin and other fibres, which are wool, animal hair, silk, cotton, flax, hemp, jute, manila hemp, alpha, coconut fibre, broome, ramie, sisal, cupro fibres, modal fibres, protein, viscose, acryl, polyamide or nylon, polyester and elastomultiester, the procedure referred to in point 5.2 shall be slightly modified by replacing the petrolether with acetone.
5.4 In the case of dual-component mixtures containing elastolefin and acetate, the following procedure shall be used for the pre-treatment: the sample shall be extracted for 10 minutes at 80 ° C with a solution containing 25 g / l 50% orthophosphoric acid and 50 g / l urea. The spa ratio is 1: 100. Wash the sample with water, dry it, wash it with 0,1% sodium bicarbonate solution and lastly wash it with water. '
Points 5.3 and 5.4 shall become paragraphs 5.5 and 5.6 respectively.
3. In Annex 1, point 8.4, the following points (c) to (f) are inserted after point (b):
"(c) acetone,
(d) orthophosphoric acid,
(e) urea,
(f) sodium bicarbonate and ';
Point (c) shall be renumbered as point (g).
4. In Annex No 1, Methods - summary table, for method No 3, the words "or elastolefin 'are added after the word" cotton'.
5. In Annex 1 to the Methods - Summary table, for method 5, the words "or elastolefin 'are added after the words" triacetate'.
6. In Annex 1 to the Methods - Summary table, for method 7, the words "polyester or elastomultiester 'are replaced by the words" polyester, elastomultiester or elastolefin'.
7. In Annex 1 to the Methods - Summary table, for method No 10, the words "or elastolefin 'are added after the words" chlorofibres'.
8. In Annex 1 to the Methods - Summary table, for method 11, the words "wool or animal hair 'are replaced by the words" wool, animal hair or elastolefin'.
9. In Annex No 1, Part Methods - the summary table for method No 14, the words "chlorofibre (homopolymers of vinyl chloride) 'are replaced by the words" further specified fibres', the words "further determined fibres', the words" chlorofibres (homopolymers of vinyl chloride) or elastolefin 'and the words "concentrated sulphuric acid' are replaced by the words" concentrated sulphuric acid method '.
10. in Annex No 2, in method 1 (1.1) (ab), the words "modal / 22 /" shall be replaced by "modal / 22 /" and the words "and elastomultiester / 45 /." shall be replaced by "elastomultiester / 45 / and elastolefin / 46 /."
11. in Annex 2, in method 1 (b), the word "acetylated" is replaced by "deacetylated."
12. in Annex No 2, in method No 2, point 2.1 (ab), the words "modal / 22 /" and "elastomultiester / 45 /." shall be replaced by "elastomultiester / 45 / and elastolefin / 46 /."
13. in Annex 2, in method No 3, point 3.1 (ab):
"(ab) cotton / 5 / and elastolefin / 46 / ';
14. In Annex 2, in the second sentence of point 3.5 of method 3: "The value d for cotton is 1,02 and for elastolefin is 1,00 '.
15. in Annex 2, in method No 4, point 4.1 (ab), the words "modal / 22 /" shall be replaced by "modal / 22 /" and the words "and elastomultiester / 45 /." shall be replaced by "elastomultiester / 45 / and elastolefin / 46 /."
16. in Annex 2, method 4 (b):
"(b) This method may also be used for mixtures containing wool, but if the wool content exceeds 25%, method 2 (dissolution of wool in alkaline sodium hypochlorite solution) shall be used."
17. in Annex 2, in method No 5, point 5.1 (b):
"(b) triacetate / 24 / and elastolefin / 46 / ';
18. in Annex No 2, in method 6 (6.1) (ab), the words "animal hair / 2 and 3 / 'are replaced by" animal hair / 2 and 3 /' and the words "and elastomultiester / 45 /. 'are replaced by", elastomultiester / 45 / and elastolefin / 46 /';
19. In Annex 2, the second sentence of point 6.5 of method No 6 is: "The value d is 1,00 except for polyester, elastomultiester and elastolefin for which the value d is 1,01. '
20. in Annex 2, in method No 7, point 7.1, in point (ab), the words "and elastomultiester / 45 /." shall be replaced by "elastomultiester / 45 / and elastolefin / 46 /."
21. In Annex No 2, in point 8.1 (ab) of method No 8, the words "animal hair / 2 and 3 /" shall be replaced by "animal hair / 2 and 3 /" and the words "and elastomultiester / 45 /." shall be replaced by "elastomultiester / 45 / and elastolefin / 46 /."
22. in Annex 2, in method No 10, point 10.1 (b):
"(b) fixed chlorofibres / 27 /, in particular polyvinyl chloride fibres, whether or not further chlorinated, and elastolefin / 46 / ';
23. in Annex 2, in method 11 (11.1) (b):
"(b) wool / 1 /, animal hair / 2 and 3 / and elastolefin / 46 /."
24. In Annex 2, the second sentence of point 11.5 of method 11 is: "The value d is 0,985 for wave and 1,00 for elastolefin. '
25. in Annex 2, in method No 14, point 14.1 (aa):
"(aa) chlorofibre / 27 / based on homopolymers of vinyl chloride, whether or not chlorinated, and elastolefin / 46 / s'.
26. In Annex No 2, method No 14, paragraph 14.2, the words "or elastolefin 'shall be inserted in the second sentence after the words" or elastolefin' and the words "or elastolefin 'shall be inserted in the third sentence after the words" from chlorofibres'.
Efficacy
This Decree takes effect on 1 February 2008.
