of 27 July 2005
on continuing training of teaching staff, accreditation committee and career system of teaching staff
The Ministry of Education, Youth and Sports (hereinafter referred to as "the Ministry ') provides, pursuant to § 24 (6), § 27 (5), § 28 (2), § 28a (2) and § 29 (5) of Act No. 563 / 2004 Coll., on pedagogy workers and on the amendment of certain laws, as amended by Act No. 383 / 2005 Coll., Act No. 159 / 2010 Coll., Act No. 198 / 2012 Coll. and Act No. 183 / 2023 Coll., and under § 29 (2) of Act No. 561 / 2004 Coll., on pre-school, Basic, Secondary, Higher Vocational and Other Education (Education Act), Act No. 472 / 2011 Coll.:

SPECIES OF OTHER EDUCATION OF PEDAGOGIC WORKERS
§ 1
Education studies
(1) The study of pedagogy shall take place for at least the duration of:
(a) 300 teaching hours for second-degree and secondary school teachers;
(b) 120 teaching hours in other cases.
(2) The study of pedagogy is completed by defending the final written work and the final oral examination before the Examination Committee.
§ 2
Specific rules for the study of pedagogy for second-degree and secondary school teachers
(1) The study participant shall maintain a portfolio for the duration of the study, which shall include:
(a) written preparation of at least 5 training hours;
(b) a written analysis of the course and outcome of the teaching hours referred to in (a) on the basis of reflection with the teacher who conducted the practice;
(c) a written final assessment of the practice of the student by the teacher who led the course; and
(d) other documents provided that they are included in the accreditation of the training programme.
(2) A compulsory part of the final oral examination or defence of the final written work shall be an interview on the portfolio of the participant in the study.
(3) At least 1 member of the examination committee is an education expert who does not participate in the implementation of the relevant training programme.
(4) The conclusion of a cooperation agreement with a university implementing accredited teacher training programmes shall be subject to the completion of studies at the establishment for the further education of teaching staff, which shall include at least:
(a) the content and extent of professional and methodological support by the university; and
(b) the manner and extent of the involvement of university staff in carrying out studies in the establishment for the further education of teaching staff.
(5) The guarantor of the education programme for the education of second-degree teachers and secondary school teachers may be the person who:
(a) he is a professor, an extraordinary professor or professor for the field of study;
1. in the field of pedagogy, psychology, didactics or field didactics; or
2. which corresponds in character to the subject of the second degree of primary school or the general subject of secondary school, provided that it has been engaged in creative activities in the field for a period of 5 years prior to the date of application for accreditation or extension of accreditation of the curriculum; and
(b) have acquired experience
1. for a period of 3 years in the exercise of direct pedagogical activity as a professional professional;
2. for a period of 3 years when working with children and youth as a psychologist or as a special educator; or
3. within 20 teaching hours in the course of direct pedagogical activities at a school or school establishment, within a period of not more than 2 years before the date of application for accreditation or extension of the accreditation of the training programme.
(6) In addition, a person may be the guarantor of an education programme for the education of second-degree teachers and secondary school teachers.
a) is a graduate of the doctoral study programme
1. in the field of pedagogy, psychology, didactics or field didactics; or
2. in a field which corresponds in character to the subject of the second degree of primary school or to the general subject of a secondary school, provided that it has carried out a creative activity in the didactics of that field for a period of 5 years prior to the date of application for accreditation or extension of accreditation of the training programme; and
(b) has acquired a practice of 5 years
1. in the performance of direct pedagogical activity as a professional training officer; or
2. working with children and youth as a psychologist or special educator.
(7) A lecturer in the education programme for secondary education and secondary school teachers may be a person meeting the requirements of § 14 (4), which
(a) has obtained a practice of 5 years
1. in the performance of direct pedagogical activity as a professional training officer; or
2. when working with children and youth as a psychologist or special educator; or
b) is a student or graduate of a doctoral study programme and has acquired experience
1. for a period of 3 years in the exercise of direct pedagogical activity as a professional professional;
2. for a period of 3 years when working with children and youth as a psychologist or as a special educator; or
3. within 20 teaching hours in the course of direct pedagogical activities at a school or school establishment, within a period of not more than 2 years before the date of application for accreditation or extension of the accreditation of the training programme.
§ 3
Study for teaching assistants carrying out direct pedagogical activities in auxiliary educational work
A study for teachers' assistants who perform a direct teaching activity consisting of auxiliary educational work shall be conducted for a duration of at least 120 teaching hours and shall be completed by the final oral examination before the examination committee.
§ 4
Study for the preparation of leisure teachers engaged in a part-direct teaching activity in private education
The study for the preparation of leisure teachers carrying out a part-direct education activity in private education shall be conducted for a duration of at least 40 hours and shall be completed by the final oral examination before the examination committee.
§ 5
Study for school heads and school establishments
(1) Study for School Directors and School Devices (3) gives his graduate knowledge and skills in the field of education and education management, staff management and management, health and health, communication and digital technology, which are a qualifying condition for the performance of his / her duties as head of school or educational establishment.
(2) The study for school heads and school establishments shall be conducted for a duration of at least 100 teaching hours and shall be completed by the final oral examination before the Examination Committee.
§ 6
Study to extend professional qualifications
(1) The study to extend the professional qualification shall take place for at least the duration of:
(a) 200 teaching hours to qualify for direct pedagogical activity at another degree or type of school;
(b) 250 teaching hours to acquire the ability to teach other subjects or to perform special teaching, education and training activities in schools and classes set up for children, pupils and students with special educational needs;
(c) 350 teaching hours to obtain the professional qualification of a special educator;
(d) 250 teaching hours to obtain the professional qualification of a social educator;
e) 150 teaching hours to obtain the ability to conduct special pedagogical advice.
(2) The study for the extension of professional qualifications is terminated by defending the final written work and the final oral examination before the Examination Committee.
§ 6a
Study for the preparation of school loops
The study for the preparation of school loops shall be conducted for a duration of at least 350 teaching hours and shall be completed by defending the final written work and the final oral examination before the examination committee.
§ 6b
Study for the preparation of social educators
The study for the preparation of social educators shall be conducted for a period of at least 250 teaching hours and shall end with the defence of the final written work and the final oral examination before the examination committee.
§ 6c
Additional didactic study of the relevant foreign language
The additional didactic study of the relevant foreign language shall be conducted for a duration of at least 60 teaching hours and shall be completed by the final oral examination before the Examination Committee.
§ 7
Study for leading pedagogic staff
(1) By studying for leading pedagogy workers under Section 5 (3) of the Law on pedagogy, his graduate obtains knowledge and skills in the management of a legal person engaged in the activities of a school or school establishment, in particular knowledge of the theory and practice of school management, including the management and management of staff, law, economics, pedagogy, psychology, health and safety, communication and work with digital technologies.
(2) The study for leading pedagogic staff under Section 5 (3) of the Education Workers Act is carried out in the framework of a Lifelong Learning Programme at a university of at least 350 teaching hours and ends with the defence of final written work and final oral examination before the Examination Committee.
§ 8
Study for educational advisors
(1) A study for educational advisers gives his graduate a specialisation in basic special4) focused on pedagogy, special pedagogy and psychology. This specialisation is a prerequisite for carrying out a specialised methodological activity of the educational advisor.
(2) A study for educational advisors shall be conducted within the framework of a Lifelong Learning Programme at a university or in an establishment for the further training of teaching staff of at least 250 teaching hours and shall end by defending the final written work and the final oral examination before the Examination Committee.
§ 8a
Study for accompanying teachers
(1) The study for accompanying teachers is carried out within the framework of the Lifelong Learning Programme at a university, which is carried out by accredited study programmes aimed at teacher training or pedagogical studies under § 22 (1) (a) of the Education Act, in the establishment for the further education of teaching staff, which is carried out by the study of pedagogy under § 22 (1) (a) of the Education Act, and at a higher vocational or secondary school with an education specialisation of teachers as
(a) initial training of 20 hours duration; and
(b) follow-up training of 45 hours.
(2) The educational institution referred to in paragraph 1 shall immediately issue a certificate to the graduate of entry education valid for a period of 3 years from the date of issue. Graduate of entry education who has not completed follow-up education shall be regarded as a graduate of the study for accompanying teachers during the period of validity of the certificate referred to in the first sentence.
(3) Further training may only be started and completed by those who have a valid certificate of entry education at the time of commencement and termination. The completion of follow-up education shall end with the study for accompanying teachers.
(4) Entry and follow-up training shall be accredited as a separate part of the same training programme. A participant in a study for accompanying teachers may undergo follow-up training with an educational institution other than that for which he has completed initial education.
(5) At least one lecturer in the educational programme for carrying out studies for accompanying teachers must:
(a) satisfy the presumption of professional qualifications of a teacher under the Education Workers Act and obtain experience in direct teaching activities of a teacher of 5 years; and
(b) be a graduate of a course or courses in the field of leadership, mentoring or psychotherapy of a cumulative duration of at least 80 teaching hours.
(6) The conditions laid down in paragraph 5 shall also be fulfilled by the educational institutions by two persons simultaneously carrying out the instructor's activities, each fulfilling one of the conditions.
§ 9
Study for the pursuit of specialised activities
(1) The study gives his graduate additional qualifications for carrying out specialised activities, which are:
(a) coordination in the field of information and communication technologies;
(b) the creation and subsequent coordination of school education and training programmes of higher vocational schools;
(c) prevention of risk behaviour;
(d) specialised environmental education activities; or
(e) specialised spatial orientation activities for the visually impaired.
(2) The study for the performance of specialised activities shall be conducted for a period of at least 250 teaching hours and shall end by defending the final written work and the final oral examination before the Examination Committee.
§ 10
Continuous education
Continuous training under Section 24 (1) of the Education Workers Act is focused on theoretical and practical issues related to the education and education process, on the performance of the work of teaching staff and on their language education.

ACCREDITATION COMMISSION
§ 11
Composition of the accreditation committee
(1) The Accreditation Committee5) (hereinafter referred to as the "Commission") has 25 members, consisting of the President, 2 Vice-Presidents and other members. The Commission shall be subdivided into working sections led by its Vice-Presidents. The chairman and vice-chairmen shall be elected by the Commission from among its members.
(2) The term of office of a member of the Commission shall be five years.
(3) The meetings of the Commission shall be organised and administered by the Secretary of the Commission, who is not a member.
(4) The participation of members in the Commission is another act of general interest (6), in which the members of the Commission may be remunerated by the Ministry. Furthermore, the members of this Commission shall be entitled to reimbursement of the cost of the journey in the amount shown, reimbursement of the cost of accommodation and subsistence; the provider of such compensation is the Ministry. The allowance shall be granted at the rate and under the conditions laid down in the specific legislation7).
§ 12
Activities of the Commission
(1) The Commission shall meet as necessary on the basis of written requests for accreditation by the educational institution or training programme.
(2) The Commission is capable of a quorum if an absolute majority of its members are present and shall act by an absolute majority of the members present. If the President is not present, the Commission shall first act which of the Vice-Presidents shall represent the President during his absence.
(3) The Commission shall examine requests for accreditation of training programmes and educational institutions on the basis of the opinion of the working sections.
(4) The opinion of the Commission shall be as follows: The protocol always contains
(a) the reference number;
(b) the name and address of the educational institution;
(c) the name of the training programme;
(d) the opinion of the Commission and its justification;
(e) the place, date and signature of the President or the Deputy Chairperson.

OBLIGATIONS OF THE EDUCATION INSTITUTION
§ 12a
Scope, management and retention of documentation on the implementation of the training programme
(1) The educational institution shall keep written documentation containing:
(a) applications for teaching staff;
(b) attendance certificates, class books or other documents relating to the participation of teaching staff and the implementation of the training programme;
(c) protocols on the course and outcome of the defence of final written work, if any, and final oral examinations;
(d) final written work where the training programme has ended by defending the final written work; and
(e) the internal quality assessment plan of the training programme and the final report from the internal quality evaluation of the training programme referred to in Article 12b (4).
(2) The training institution shall keep the documentation referred to in paragraph 1 for 3 years from the date of expiry of the period for which accreditation of the training programme has been granted or extended and in which such documentation has been established, except for the documents referred to in paragraph 1 (c), which the educational institution shall keep for 50 years from the date of their completion.
§ 12b
Internal quality assessment system for the training programme
(1) The internal quality assessment system of the training programme shall include at least instruments and rules for:
(a) data collection and evaluation; and
(b) use of the output of data evaluation in the further implementation of the training programme.
(2) Data collection shall aim at at least:
(a) identification of the training needs of the participants in the training programme;
(b) an evaluation of the organisation, material and staffing of the implementation of the training programme; and
(c) the competence acquired by the participants in the training programme and their practical use.
(3) Data collection and evaluation are carried out
(a) prior to the start of each training programme;
(b) during each implementation of the training programme, provided that this is provided for in the internal quality assessment plan for the training programme;
(c) immediately after the completion of each training programme; and
(d) at least 6 months after the completion of the collection of the data referred to in (c), if not less than 6 months before the end of the period for which the accreditation of the training programme has been granted or extended; in that case, this data collection and evaluation shall not be carried out.
(4) Educational institutions
(a) prior to the start of the training programme, an internal quality assessment plan for the training programme providing for the implementation of the internal quality evaluation system referred to in paragraphs 1 to 3 for the period for which accreditation of the training programme has been granted or extended; and
(b) before the date of expiry of the period for which accreditation of the training programme has been granted or extended, the final report from the internal quality evaluation of the training programme describing the implementation of the internal quality evaluation system of the training programme, its results and the measures taken.

PEDAGOGIC WORKERS 'CARIER SYSTEM
§ 13
Conditions for the inclusion of teaching staff in career degrees
(1) The professional system of the various categories of teaching staff is set out in Annexes 1 to 9 to this Decree.
(2) Pediatric workers are classified in career degrees according to:
(a) the complexity, responsibility and strain of the activity carried out;
(b) specialised activities carried out; and
(c) the performance of professional qualifications and other qualification assumptions.

COMMON, TRANSITIONAL AND FINAL PROVISIONS
§ 14
Common provisions
(1) The teaching hour lasts 45 minutes.
(2) The examination committee shall be at least three members, elected by a majority of votes by the President whose vote shall be decided in the event of a tie and shall vote on the outcome of the defence of the final written work and on the outcome of the final oral examination.
(3) The panel shall draw up a report on the course and outcome of the final test, which shall include:
(a) the name and surname, date of birth and address of the holder's permanent residence;
(b) the name of the training programme and the accreditation number;
(c) the title of the final written work and the result of its defence, including justification if the training programme was terminated by the defence of the final written work;
(d) the award and outcome of the final oral examination, including justification;
(e) the names and surnames of the members of the Examination Committee and their signatures; and
(f) the date of the defence of the final written work, the final oral examination and the completion of the protocol.
(4) The lecturer or guarantor of the training programme, unless otherwise specified, may be a person who has acquired a practice of 4 years in the field of direction corresponding to his or her teaching activities or a guaranteed training programme and who:
(a) obtain a university degree in an accredited Master's degree programme; or
(b) meets the requirement of professional qualifications under the Education Workers Act.
(5) The legal person carrying out the activities of a school or educational establishment shall, as a general rule, provide staff with physical security training every 3 years, in particular on procedures and measures in the event of emergency and crisis events at the workplace or in educational activities outside the place where the training takes place.
§ 15
Transitional provisions
(1) The study to obtain further qualification assumptions under the existing legislation which began before this decree was effective shall be completed under the existing legislation.
(2) Graduates of specialisation studies for educational advisors under Section 6 of Decree No. 61 / 1985 Coll., on continuing education of educational staff, and graduates of qualification studies under the Annex to Decree No. 139 / 1997 Coll., on the conditions of professional and pedagogical competence of teaching staff and on the assumptions of qualification of educational advisers shall be considered to be graduates of study under § 8 for the purposes of this decree.
(3) Graduates of the Bachelor's study programme Specialisation in pedagogical studies in the field of School Management and Bachelor's study programme Pedagogika in the field of Pedagogical advisory and school management are considered to be graduates of the study under Section 7 for the purposes of this Decree.
(4) Graduates of the Lifelong Learning Programme carried out by a higher education institution or by students who have started this study before the date of entry into force of this Decree and have successfully completed the course shall be considered to be graduates of the degree provided for in Article 7 for the purposes of this Decree.
(5) Graduates of functional studies under Section 7 of Decree No. 61 / 1985 Coll. are considered to be graduates under Section 5 for the purposes of this Order.
§ 16
Repeal
Decree No. 61 / 1985 Coll., on continuing training of teaching staff, is hereby repealed.
