determining the quantities of substances harmful to or threatening the Earth's ozone layer intended to ensure essential needs in 1998 and 1999
The Ministry of the Environment provides pursuant to § 5 (8) (b) of Act No. 86 / 1995 Coll., on the protection of the ozone layer of the Earth:
The total annual quantity of substances, including those contained in products that may be produced or imported for the purpose of ensuring essential needs1) in the field of the protection of the health and life of humans, defence and safety of the state, safety of air traffic, safety of nuclear installations, research and development (including laboratory use), for 1998 and 1999, is set out in the Annex to this Decree.
On 31 December 1997, Decree No. 277 / 1995 of the Ministry of the Environment Coll., establishing the quantity of substances that damage or threaten the ozone layer of the Earth, which are intended to ensure essential needs, is repealed.
This decree shall take effect on the day of its publication.

Reserve
The quantity of substances set out in Parts I to V., covering the necessary planning uses, shall be added to the reserve for exceptional use cases of a total of 15 000 kg per calendar year.
