GOVERNMENT REGULATION
of 8 December 2014
amending Government Regulation No 432 / 2010 Coll., on criteria for determining the critical infrastructure element
The Government orders pursuant to § 40 (1) of Act No. 240 / 2000 Coll., on Crisis Management and on the amendment of certain laws (Crisis Act), as amended by Act No. 320 / 2002 Coll. and Act No. 430 / 2010 Coll., to implement § 4 (1) (d):
Čl. I
The Annex to Government Regulation No 432 / 2010 Coll., on criteria for determining the critical infrastructure element, reads as follows:

"Annex to Government Regulation No 432 / 2010 Coll.
SECTOR CRITERIA FOR DETERMINING THE CONSTITUTION OF CRITICAL INFRASTRUCTURE
I. ENERGY
A. Electricity
A. 1 Electricity plant
(a) a production plant with a total installed electrical power of 500 MW or more;
(b) a production plant providing support services1) with a total installed electrical power of not less than 100 MW;
(c) the power-generating facility's own power-generating facility's own consumption line;
(d) the electricity producer's dispatcher.
A.2 Transmission system
(a) transmission system lines with a voltage of at least 110 kV;
(b) a transmission system electrical station with a voltage of 110 kV or more;
(c) the technical dispatching of the transmission system operator.
A.3 Distribution system
(a) distribution system electrical stations and lines with a voltage of 110 kV (stations of type 110 / 10 kV, 110 / 22 kV and 110 / 35 kV and their respective lines are assessed according to their strategic importance in the distribution system),
(b) the technical dispatching of the distribution system operator.
B. Natural gas
B.1 Transport system
(a) a high-pressure transit pipeline with a nominal diameter of 700 mm or more;
(b) a high-pressure domestic pipeline with a nominal diameter equal to or less than 700 mm;
(c) compressor station,
(d) transmission stations;
(e) technical dispatching.
B. 2 Distribution system
(a) high pressure and medium pressure gas pipeline;
(b) transmission and control stations;
(c) technical dispatching.
B. 3 Gas storage
(a) an underground gas container with a storage capacity of at least 50 million m3 of gas;
(b) technical dispatching.
C. Oil and petroleum products
C.1 Transport system
(a) a transit pipeline with a nominal diameter of 500 mm or more, including entry points;
(b) a national pipeline with a nominal diameter of 200 mm or more, including entry points;
(c) technical dispatching;
(d) pumping stations;
(e) oil transmission terminal equipment;
f) the beginning and end of the doubling of the pipeline and turn - the urchin chamber.
C.2 Distribution system
(a) a product line with a nominal diameter of not less than 200 mm including entry points;
(b) technical dispatching;
(c) pumping stations.
C. 3 Storage of oil and fuel
(a) a container and container complex with a capacity of 40 000 m3 or more;
(b) technical dispatching.
C.4 Fuel production
Refineries with an atmospheric distillation capacity of at least 500,000 tonnes / year.
D. Central heat supply
D. 1 Heat production
(a) a production plant with a total installed power of 200 MW or more;
(b) heat output from the heat source;
(c) heat manufacturer's dispatcher.
D.2 Heat distribution
(a) a thermal energy supply system with a power output of 500 MW or more;
(b) the technical dispatching of the distribution system operator.
II. AQUATIC ECONOMY
(a) the supply of water from one irreplaceable source at least 125 000 inhabitants,
(b) a water treatment plant with a power output of not less than 3000 l / s;
(c) a water work with a volume of water captured of at least 100 million m3.
III. FOOD AND AGRICULTURE
A. Plant production
The size of the cultivated land of a single farm or farm, on the territory of a single region for a single crop of at least 4 000 ha.
B. Animal production
Number of animals kept in one breeding area per farm species
(a) bovine animals: at least 10 000 animals,
(b) pigs: at least 45 000 animals,
(c) poultry: at least 300 000 pieces.
C. Food production
Irreplaceable production of a production plant or establishment within the territory of one region by basic food types
(a) mill products: not less than 80 000 tonnes per year by basic types of mill products,
(b) sugar: at least 230 000 tonnes per year,
(c) bakery products: at least 600 000 tonnes per year, by basic types of bakery products;
(d) milk and dairy products: at least 65 million litres of milk per year or at least 100 000 tonnes of dairy products per year,
(e) meat and meat products: at least 200 000 tonnes of meat per year by basic species of meat or at least 500 000 tonnes of meat products per year by basic species of meat products.
IV. HEALTH
Medical facilities with a total number of acute beds of at least 2500.
V. TRANSPORT
A. Road transport
Ground communication, which is categorised as motorway and Class I road (2), unless there is a roundroute for it.
B. Rail transport
(a) the national path (3), including its structural components, provided that there are no diversion routes for it with the corresponding loading class and loading gauge;
(b) the management and organisation of railway traffic management system on the railway network of the Czech Republic in relation to the European rail network, taking into account the newly created conditions for ensuring synergies within the European Railway Management System (central, regional and local dispatching stations).
C. Air transport
C.1 Airport
A public international airport eligible for an instrument flight for which it is not possible to provide an alternative airport or alternative collateral is too expensive, uneconomical or very difficult to perform.
An alternative airport means a public international airport which:
(a) is capable of providing at least 80% of the airport's commercial air transport for which it is designated as an alternative;
(b) is available within 2 hours by another mode of transport;
(c) it has sufficient mobility capacity and terminal capacity;
(d) it has the same or similar category as the aerodrome for which it is designated as an alternative; and
(e) be eligible for an instrument-based flight.
C.2 Air traffic control
(a) the approach management service and airport management service designated as critical infrastructure; or
(b) regional management service providing air traffic services including air traffic control in the airspace of the Czech Republic.
D. Inland waterway transport
Inland waterways, the use of which cannot be replaced by the use of alternative inland waterways or transport of other species.
VI. Communication and Information Systems
A. Technological elements of the fixed electronic communications network:
(a) the network management and support centre;
(b) the control centre,
(c) an international central office;
(d) the transit exchange;
(e) the data centre;
(f) telecommunications lines.
B. Technological elements of the mobile electronic communications network:
(a) the network management and support centre;
(b) mobile network switchboard;
(c) the network base management unit covering the strategic location;
(d) a network base station covering a strategic location;
(e) data centre.
C. Technological elements of radio and television networks:
(a) broadcasting equipment for the dissemination of television or radio signals intended for public information in crisis situations with a broadcasting capacity of at least 1 kW to ensure the operation of the public service operator's radio and television broadcasting;
(b) the operating control station,
(c) the data centre;
(d) the radio and television broadcasting network to ensure the operation of the public service operator.
D. Technological elements for satellite communication:
(a) main terrestrial satellite reception and broadcasting stations;
(b) the European Global Navigation Satellite System;
(c) a ground control and communication centre;
(d) the terrestrial interconnection network.
E. Technological elements for postal services:
(a) the central and regional computing centre, the central sensing centre and the data storage centre;
(b) a collection hub,
(c) management and international mail;
(d) postal transport infrastructure.
F. Technological elements of information systems:
(a) the control centre;
(b) the data centre;
(c) electronic communications network;
d) the technological element ensuring the operation of the domain name register "CZ" and the security of the top level domain operation "CZ."
G. Cyber security area:
(a) an information system which significantly or totally affects the activity of the designated critical infrastructure element and which is only replaceable if there is disproportionate cost or within a period of more than 8 hours;
(b) a communication system which significantly or totally affects the activity of the designated critical infrastructure element and which is only replaceable if there is disproportionate cost or within a time period exceeding 8 hours;
(c) an information system managed by a public authority containing personal data of more than 300 000 persons;
(d) a communication system ensuring the connection or interconnection of a critical infrastructure element with a guaranteed data transmission capacity of at least 1 Gbit / s;
(e) the sectoral criteria for determining the critical infrastructure element referred to in points A. to F. shall apply mutatis mutandis to the field of cyber security where the protection of an element fulfilling those criteria is necessary to ensure cyber security.
VII. FINANCIAL MARKET AND MONEY
1. Purchasing the activities of the Czech National Bank while ensuring the scope of the Act.
2. The provision of banking and insurance services by an entity that offers a comprehensive portfolio of services to all clients has a large group of subsidiaries and associated companies providing additional financial services and which has a large network of regional branches, provided that:
(a) in the banking sector, the market share of that entity exceeds 10% of the balance sheet total of the banking sector; or
(b) in the insurance sector, the market share of that entity measured by the amount of premiums written exceeds 25%.
VIII. NOUSE SERVICES
A. Integrated rescue system
(a) the Operational and Information Centre of the General Directorate of the Fire Department of the Czech Republic,
(b) the Operational and Information Centre of the Fire Rescue Corps of the Region;
(c) station of the Czech Fire Rescue Corps,
d) Operational Centre of the Police Department of the Czech Republic,
(e) an operational centre for medical emergency services;
(f) central and regional mountain services4).
B. Radiation monitoring
Radiation monitoring network 5).
C. Prediction, warning and reporting service
(a) a forecast and warning service for crisis management authorities from meteorological and hydrological monitoring systems and from automatic imitation monitoring systems;
(b) monitoring of the meteorological, hydrological and imitation situation having an immediate impact on the emergence and spread of natural disasters and dangerous substances in the air and informing the competent authorities and the public;
(c) reporting and forecasting flood service;
(d) ensuring the operation of the national radiation monitoring network;
(e) a national telecommunications centre to provide national monitoring and information networks;
(f) a regional telecommunications centre in the World Meteorological Organisation system;
(g) the announcement and termination of smog situations and regulatory measures;
(h) meteorological security of nuclear power stations;
(i) meteorological security of civil aviation;
(j) meteorological security of road traffic;
(k) reference centres for air pollution modelling and air quality reports under European Union legislation;
(l) reference centres handling air quality reports and data on emissions and emissions according to European Union legislation.
IX. PUBLIC MANAGEMENT
A. Public finances
Performance of the activities of the Ministry of Finance, the General Financial Directorate, the Directorate-General for Customs, the Office for the Representation of the State in the Matters of Property and State Printer, p., in ensuring readiness to deal with crisis situations in the region
(a) financial management;
(b) customs administration,
(c) representation of the State in property matters;
(d) the state printing of the prices.
B. Social protection and employment
B. 1 Social security
(a) the information system of the sickness and pension insurance register, containing details of more than 125 000 insured persons;
(b) an information system for insurance of insured persons, in respect of employed persons and self-employed persons, containing details of more than 125 000 persons;
(c) the information system for the insurance of the employer register, if it is about the employer of employed persons, containing data on more than 125 000 employers;
(d) application software for automated processing of data needed to decide on sickness and pension benefits;
(e) application software for automated processing of data needed for health assessment;
(f) application software for automated processing of data required for decisions on social security contributions and contributions to national employment policy, including advances, periodic penalty payments and a premium on social security contributions and establishing a lien in the case of social security claims and contributions to national employment policy and periodic penalty payments;
(g) data storage and records processed by the information system of the sickness and pension insurance register, the insurance information system of the insured and the employer's register information system.
B. 2 State social support
(a) an information system for State social aid benefits (of their size, of the recipients of such benefits and of the applicants for such benefits and persons jointly assessed with them) containing data on more than 125 000 persons;
(b) an information system for assistance in material distress containing data on more than 125 000 persons;
(c) a national data network linking the Directorate-General of the Labour Office of the Czech Republic, the Regional Branch of the Labour Office of the Czech Republic and the branch for the capital city of Prague of the Labour Office of the Czech Republic, regional authorities, municipal authorities with extended competence and entrusted municipal authorities and other authorities.
B. 3 Social assistance
(a) an information system to ensure the implementation of social services benefits containing data on more than 125 000 persons;
(b) a national data network linking the Directorate-General of the Labour Office of the Czech Republic, the Regional Branch of the Labour Office of the Czech Republic and the branch for the capital city of Prague of the Labour Office of the Czech Republic, the regional authorities, the municipal authorities of the municipalities with extended competence and other authorities,
(c) records of children and records of applicants for adoption or foster care, containing data on more than 125 000 persons.
B. 4 Employment
