DECLARATION
of 7 October 2011
amending Decree of the Ministry of Education, Youth and Sports No. 42 / 1999 Coll., on the content of the application for accreditation of the study programme
The Ministry of Education, Youth and Sports, in agreement with the Accreditation Commission, provides, pursuant to § 79 (7) of Act No. 111 / 1998 Coll., on Higher Education and on the amendment and addition of other laws (Act on Higher Education):
Decree of the Ministry of Education, Youth and Sports No. 42 / 1999 Coll., on the content of the application for accreditation of the study programme, is amended as follows:
1. In Paragraph 1 (2), the words "in triplicate 'are replaced by the words" in triplicate'.
2. Paragraph 2, including the title and footnote 1, reads as follows:
"Content of the application
(1) The application contains:
(a) the name of the study programme1); the name of the study programme must clearly and accurately express the content of the study programme, taking into account the objectives of the study and the possible breakdown of the study programme into fields of study,
(b) the names and characteristics of the fields of study, where the study programme for the fields is divided, including possible combinations of fields of study;
(c) the objectives of the study common to the whole study programme;
(d) the profile of the graduate of the study programme or, where appropriate, of the field of study which includes:
1. definition of output expertise ("knowledge") and professional skills ("skill") corresponding to the objectives of study in the study programme;
2. the characteristics of the profession for which the graduate is to be prepared, the other possibilities for his or her application and the characteristics of the employers for whom he / she will be able to apply the training obtained;
(e) the conditions to be fulfilled by the student during the course of his or her studies and at his or her proper completion in accordance with § 3;
(f) the name of the municipality in whose territory the study programme will be carried out in accordance with its personnel, material and technical security pursuant to § 8;
(g) for the Bachelor's study programme and for the Master's study programme, additional requirements under Section 4;
(h) for the doctoral study programme, additional requirements under Section 5.
(2) The elements of the application are also:
(a) data on the scientific, research, development and innovation, artistic or other creative activities of the applicant related to the study programme submitted for accreditation and its scope;
(b) evidence of the security of the study programme (Sections 6 to 8);
(c) the intention to develop and justify the study programme (Sections 9 and 10).
1) Sections 44 to 46 of Act No. 111 / 1998 Coll., on Higher Education and on the amendment and addition of other laws (Act on Higher Education), as amended. '
3. in Article 4 (1) (a) (3):
"3. the overall scope of the study subject burden, expressed in credits according to the student's planned activities; In addition, one credit is assumed to correspond to 25 to 30 hours of study and the sum of credits for study subjects included in the study plan is equal to 60 credits in one academic year, '.
4. in Article 4 (1) (a) (5):
"5. in the case of compulsory and optional subjects, an annotation defining the objectives of the subject and its scope, as well as the knowledge and skills shown by students at the end of the subject in the context of the study control;"
5. in Paragraph 4 (1) (b) (1), "knowledge" is replaced by "skills."
6. in Paragraph 4 (1) (b) (5):
'5. Determination of the content and scope of professional experience in the presentation form of a Bachelor's study programme, which is mainly aimed at preparing for the pursuit of the profession, in particular at a non-university university (hereinafter referred to as the Professional Bachelor's programme); in other types of study programmes as appropriate; ';

"Evidence of study programme security
(1) The evidence of staff security of the presentation form of study in the study programme for the standard period of study contains:
(a) for the guarantor of the study programme, who is a lecturer or professor responsible for the relevant university, taking into account his share in the design and evaluation of the development of the study programme, for the quality and development of the study programme (hereinafter referred to as the "guarantor of the programme"), for teachers who will participate in the provision of lectures of the compulsory or optional subject of the Bachelor's study programme or Master's study programme (hereinafter referred to as the "lecturer in the Bachelor's studies"), for teachers who will provide lectures, consultations or other forms of teaching of the study subject of the doctoral study programme (hereinafter referred to as "lecturer in the doctoral studies") and for trainers of the
1. name (s) and surname, titles and scientific rank, year of birth,
2. an overview of the subjects in whose security they will participate;
3. the nature of the employment relationship, where appropriate, the employment relationship, the applicant and the scope of the work, expressed in terms of the number of hours of work per week or, where applicable, per calendar year or other relevant period, and the period for which the employment relationship is agreed;
4. experience data from the completion of higher education;
5. an overview of the creative and publishing activities in the last 5 years,
6. the annotation of the most important publications, projects, works, artistic performances and realised results during the period of scientific, research, development and innovation, artistic or other creative activities,
7. data on foreign operations;
(b) lecturer in Bachelor's or Master's studies, lecturer in doctoral studies and trainers who are lecturees or professors or holders of scientific degrees, the field and year in which their habilitation or appointment or award of scientific degrees took place, and reports of their publications.
(2) The evidence of staff security shall include the presentation form of the study in the professional Bachelor's Programme for teachers not referred to in paragraph 1 but participating in the implementation of the study programme,
(a) the particulars referred to in paragraph 1 (a);
(b) the type of activity carried out to carry out a professional bachelor's study programme;
(c) data on the system and structure of the envisaged continuing training.
(3) The evidence of staffing of distance and combined forms of study in the Bachelor's study programme or in the Master's study programme contains:
(a) the particulars referred to in paragraph 1;
(b) for the professional Bachelor's Study Programme, the data referred to in paragraphs 1 and 2;
(c) evidence of qualifications of teachers responsible for carrying out the distance form of study and checking the results of studies.
(4) The evidence of staff security of distance and combined form of study in the doctoral study programme shall contain the information referred to in paragraph 1.
(5) The document on the staffing of the doctoral study programme contains a proposal for the composition of the trade council. The provisions of paragraph 1 (a) shall apply to the data on its staff security.
(6) The application shall be accompanied by written consent from the lecturer in the Bachelor's or Master's studies, the lecturer in the doctoral studies and the trainers who will participate in the provision of compulsory or compulsory optional subjects and who are not in the employment relationship or, where appropriate, in the employment relationship with the applicant, with their activity in teaching and with a proposal for the scope of their participation in teaching in the study programme.
(7) Where the application for accreditation of a study programme is linked to a request for state consent, the applicant's contract with the guarantee of the programme for the conclusion of a future contract of employment and the applicant's contract with teachers for the conclusion of a future contract of employment or a future agreement on work outside the employment relationship, specifying the scope of the work defined by the expected average weekly scope of work, or the number of hours per calendar year or other relevant period, indicating the date of taking up work. ';
8. In Section 7 (5), the words "the Institute of the Academy of Sciences of the Czech Republic, the expression of this Institute 'are replaced by the words" the legal person referred to in Section 81 (1) of the Higher Education Act, the expression of this Legal Person'.
9. In Article 8 (2), the words "in accordance with the general rules on the protection of state and professional secrecy 'are deleted.
10. In Article 11, at the end of paragraph 1, the dot is replaced by a comma and the following point (f) is added:
"(f) the opinion of the university on the results of the internal evaluation of the quality of the study programme referred to in Article 9 (b)."
Transitional provision
Applications submitted before the date of entry into force of this Decree shall be assessed in accordance with existing legislation.
Efficacy
This Decree shall take effect on 1 December 2011.
