Decree of the Ministry of Education of the Czech Socialist Republic on the termination of studies in secondary schools and on the termination of training in special vocational schools

on the termination of secondary school studies and the termination of training in special vocational schools
The Ministry of Education of the Czech Socialist Republic provides in an agreement with the Ministry of Health of the Czech Socialist Republic pursuant to § 25 paragraph 7, after consulting the participating central authorities pursuant to § 26 paragraph 3 and § 32 paragraph 5 of Act No. 29 / 1984 Coll., on the System of Primary and Secondary Schools (School Act), and pursuant to § 14 paragraph 2 (f) of the Act of the Czech National Council No. 77 / 1984 Coll., on State Administration in Education, as amended (complete version No. 48 / 1984 Coll.):
§ 1
Basic provisions
This decree regulates the conditions and the way in which secondary education is to be completed, graduate studies are to be completed, training is to be completed, as well as preparation for simple activities in special vocational schools.
§ 2
Discontinuation procedure
(1) Study in the fields of secondary vocational training and training in the fields of special vocational training shall be completed by final examinations (1).
(2) Study in the fields of secondary vocational education, gymnastics and secondary vocational schools is completed through the graduation examinations. 2)
(3) Gradualstudies (3) are completed by the final examination. Graduate studies in the conservatory, where pupils are improved for the qualified performance of the artistic profession, are completed by graduate examinations .4)
(4) The preparation of pupils in special vocational training for the exercise of simple activities (5) is terminated by its overall evaluation.
§ 3
Final test
(1) The final test is a comprehensive test; its purpose is to find out how pupils have acquired skills and knowledge within the scope of the teaching set out in the curriculum and the curriculum of the curriculum and how they are prepared to use them in the activities to be pursued in the profession.
(2) The final examination shall verify the skills of the pupils, their ability to apply theoretical knowledge and prepare them in writing for the performance of practical tasks and their overall readiness to carry out the relevant professional professions.
(3) A condition for the completion of the final examination is the successful completion of the final school year.
(4) The final examination in the two-year and three-year teaching fields will take place from the last full week in June to the end of July and in the teaching fields with a length of three years and four months in December. 6)
Graduation exam
§ 4
(1) The graduate is a theoretical and practical comprehensive test; its purpose is to determine how pupils have acquired knowledge and skills within the scope of the teaching set out in the curriculum and curriculum and how they are prepared for the pursuit of the profession or professional activities and for further study.
(2) The condition for the completion of the graduation exam is the successful completion of the final year of study.
§ 5
(1) The academic examination takes place from teaching subjects of general education and vocational training included in the curriculum of secondary school studies.
(2) The examination of teaching subjects in general education takes place as:
(a) written examination from Czech language and literature, Russian language and in the gymnasium also from mathematics; in secondary schools with a language other than the Czech language, a written examination also takes place from the mother tongue; a written examination of the Russian language shall not take place;
b) oral examination from the Czech language and literature in the wider historical and idea concepts and Russian language; in secondary schools with a language other than the Czech language, an oral examination also takes place from the mother tongue and literature in a wider historical and ideological concept; The oral examination of the Russian language shall not take place. The oral examination shall take place in the gymnasium on one of the optional subjects referred to in paragraph 5 and in classes focusing on both mathematics and mathematics.
(3) The examination of vocational subjects in the Gymnasium is not divided; it shall verify theoretical knowledge and practical skills in the relevant field. It takes advantage of the work done by pupils during their studies.
(4) The examination of vocational subjects in secondary and secondary vocational schools is divided into:
(a) the practical part; it shall verify the basic skills to the extent specified. Depending on the nature of the study or the winning topic, a written or graphical solution to the task may be included. The practical part of the examination does not take place in the fields of secondary vocational training intended for graduates of vocational training, except for secondary vocational medical training,
(b) the theoretical part; It shall verify the basic knowledge of the winning topic and, where appropriate, the practical part; It uses the work of pupils in the course of their studies.
(5) Optional subjects of graduate exams in gymnasium are: other living language, history, civic teaching, geography, physics, chemistry, biology, in classes focusing on mathematics and descriptive geometry, in classes focusing on physical education and in sports schools and physical education, in schools with a language other than Czech and Russian.
(6) The pupil may, with the agreement of the principal of the secondary school, take an oral examination of one of the compulsory subjects included in the curriculum of the relevant field of study.
(7) Foreigners studying in secondary schools may choose another living language to be taught or mathematics at the graduation instead of Russian language.
§ 6
(1) Graduation examinations shall take place in the proper examination period in the months April to June or in the exceptional examination period in the months of September or February of the following school year.
(2) Written examinations are held for the third week of April, namely from the Czech language and literature on Tuesday, from the Russian language on Wednesday and from mathematics in the grammar school on Friday. The terms of the practical part and the oral part of the examination shall be determined by the Regional National Committee, which shall be the head of the secondary school.
§ 7
Final graduation and graduate exam in the Conservatory
(1) The final post-graduate examination is a theoretical and practical comprehensive test; It shall take place from professional subjects included in the study curriculum. The following shall be subdivided into the practical and theoretical sections:
(a) as the pupil has completed and deepened his or her education or has acquired professional qualifications in post-graduate qualification studies; or
(b) how the pupil has improved for the qualified pursuit of the profession in the post-graduate improvement course; or
c) how the pupil specialized in specific activities in post-graduate specialisation studies.
(2) Graduate examination in a conservatory is a comprehensive vocational examination; has a practical part and a theoretical part. The practical part verifies the level of improvement of the pupil for the performance of a particular artistic activity, and the theoretical part verifies the level of preparation for the pursuit of the profession. The theoretical part of the exam is written and oral.
(3) A condition for the completion of the final post-graduate and graduate examinations is the successful completion of the senior year.
(4 The dates of the final post-graduate and graduate examinations shall be determined by the Regional National Committee, which shall lead the secondary school in a professional manner, on a proposal from the Director of the secondary school in which the post-secondary school is organised.
§ 8
Evaluation of preparation for simple activities
(1) The training of pupils of special vocational training courses for the exercise of simple activities shall be completed by an overall assessment of the manual skills in the scope of the teaching set out in the curriculum of teaching subjects included in the curriculum.
(2) The overall evaluation of the preparation shall be carried out without special examinations at the end of the senior year by the school director, the teacher, the guidance counselor and the workshop teacher or master of vocational education.
§ 9
Organisation of termination of studies and examinations
(1) During the written examination of Czech language and literature and Russian language, the student chooses one topic from the set. In a written examination of mathematics at the Gymnasium, the pupil deals with two identified examples and two examples which he chooses from the set. In the practical and oral examination, the pupil draws one of the specified topics.
(2) Written examinations of general subjects take a maximum of 240 minutes. The final test takes 24 hours at most, 8 hours at most on one day. The practical part of the graduation and practical part of the post-graduate or graduate examination lasts at most 16 hours depending on the nature of the study, on one day at most 8 hours. In the art fields of secondary schools, the practical part of the graduation examination takes two to four weeks according to the field of study and the nature of the work. For the purpose of the final examination, the practical part of the graduation and practical part of the postgraduate or graduate examination, 60 minutes shall be considered as one hour. The preparation of the pupil for the oral examination for one subject takes 15 minutes, for the subjects with a graphic expression of 30 minutes, for the examination from the teaching of several subjects. The oral examination takes 15 minutes from one subject of instruction, if there are more than one subject of instruction, the examination takes 30 minutes.
(3) The final examination, the practical and oral part of the graduate, graduate or graduate examinations are public, except in areas where it is excluded for hygiene or health and safety reasons at work.
(4) The final examination, the practical part of the graduate, graduate or graduate examinations may be individual or group. Teachers may use the tools allowed in the subject of work.
(5) The oral part of the test shall be organised in groups so that the pupil terminates it on the same day. On one day, the test committee may try not more than:
(a) nine pupils in the final examinations;
(b) 12 pupils in the final and graduate examinations.
(6) The pupils of the final year of the Gymnasium will notify the class teacher in writing before the end of December, which of the optional subjects were chosen by the graduate examination (§ 5 (5)). If, within the prescribed time limit, the student does not notify which subject he has chosen, the class teacher shall designate the subject.
(7) Pupils of the final year of secondary education who wish to take a voluntary graduation examination from another compulsory subject of instruction will notify the class teacher in writing by the end of December of the subject they have chosen (Section 5 (6)).
(8) Before the beginning of the oral part of the examination, both in the conservatory and in the practical examination, pupils shall not take part in the course of five teaching days. This period is intended for preparation for testing.
Test Panel
§ 10
(1) Final examinations, graduation examinations, final graduation and graduate examinations shall be held before the Examination Committee.
(2) The examination committee shall have permanent members and other members. The permanent members are the President, Vice-President and Class Teacher.
(3) Other members of the test committee are:
(a) for final examinations in the secondary vocational training centre, master of vocational education and teacher of professional subjects, master of vocational training or working-class teacher,
(b) for graduate examinations according to the subject or part of the test
- teacher of Czech language and literature and associate,
- Russian language teacher and associate,
- teacher of vocational subjects and the associate,
- teacher of the subject of the voluntary graduation and associate,
- in the Gymnasium, a teacher of mathematics and optional teaching subjects and an associate,
- in secondary vocational training, also master of vocational education,
(c) for final graduate examinations and for graduate examinations, teachers of professional subjects and alternates.
(4) In the fields of study, where this is necessary for a comprehensive expert assessment, the school director shall invite the practitioner to the practical part and to the oral part of the graduate or final examination. A practitioner may also be invited to the final examination.
§ 11
(1) The Chairpersons of the Examination Committees shall be appointed by the Regional National Committee by the end of February, which shall lead the schools in a professional capacity. The chair of the examination committee may be appointed as a teaching staff from another school with professional and educational competence corresponding to the relevant or related field of study or school and with at least five years of teaching experience. The function of Chairman of the Examination Committee shall be an honorary function. The head of the examination committee shall be the head of the school in which the examinations are carried out and, where appropriate, the representative appointed by him.
(2) The Vice-President and other members of the Examination Committee (Section 10 (3)) of the pedagogical staff shall be appointed by the Director of the School in which the examinations are held by the end of February. A teaching staff member of a school with at least five years of teaching experience may be appointed Vice-President of the Examination Board.
§ 12
(1) The Chairman of the Examination Board shall direct the work of the Panel, check the readiness of the examinations, evaluate the level and classification of the final examinations, the final examinations, the final post-exams or the graduate examinations.
(2) If, for serious reasons, the Chairman of the Examination Board is unable to perform his duties, the Vice-President shall assume his duties.
(3) The staff of the Ministry of Education, the Central Health Schools of the Ministry of Health, the Regional National Committees, the Ministry of Supervision, the research institutes of the Department of Education sent to the examinations have the right to convince additional questions about the knowledge of the student under examination, but do not participate in his evaluation.
(4) If an expert from the practice has been invited to the test, he may, with the agreement of the President of the Commission, ask questions to the pupil both in practical and theoretical part of the examination of professional subjects, but does not participate in his evaluation.
(5) After completion of the examinations of all class pupils, a final panel meeting shall be held. The Chairman shall discuss the evaluation of the course and the overall level of tests.
§ 13
Classification and evaluation
(1) The classification of the written examinations from the Czech language and literature, from the Russian language and from the grammar school in mathematics are proposed by teachers. The results of the written examination of mathematics shall be notified to the pupils by the President or the Vice-President, after consulting the Commission, no later than two weeks after its performance. The results of the written examination from the Czech language and literature and from the Russian language shall be communicated to the teaching pupils no later than one week before the beginning of the oral examinations.
(2) The classification of the pupil in the practical and oral part of the final, final or graduate examination, in the final examination subjects, on the basis of a proposal from the examiner or master of vocational education, shall be approved by the examination committee by voting. In the event of a tie, the chairman's vote shall be decisive. The evaluation of the graduate, graduate or graduate examinations shall also take into account the benefits achieved by the pupil during the course of the course of the study. The final examination shall take account of the benefit of the student from the course of the study.
(3) If the pupil has insufficient benefit from the Czech language and literature or from the Russian language in the written examination, the oral examination shall take place during the same examination period, with the benefit of both written and oral examination being reflected in the final stage. If the pupil did not benefit from the Czech language and literature or from the Russian language in the oral examination, he does not repeat the written examination. If a student of a grammar school has a lower degree of benefit in the written examination of mathematics than in the classification in the semester of the final year of study, the chair of the Examination Board may, at his request, allow him to perform the oral examination in the same examination period. If the written examination of mathematics was classified as 5 - insufficient, the pupil shall perform the oral examination on a compulsory basis. In such cases, the benefit of both written and oral examination shall be reflected in the final stage.
(4) If the pupil does not act in an illegal manner, the chair of the examination committee or the supervising teacher shall interrupt the examination and, after consulting the panel, or in a written examination in consultation with the school director, inform him whether the examination may be continued or whether the examination, or part thereof in writing or oral form, will be repeated in the next examination period.
(5) The test benefit of the pupil is classified as 1 - excellent, 2 - commendable, 3 - good, 4 - sufficient, 5 - insufficient. 7)
(6) The overall assessment of the pupil for the examinations (except for the overall assessment of the preparation of pupils of special vocational training courses for the exercise of simple activities) shall be classified by the examination panel according to the following scale:
(a) benefit with honours if the pupil does not have
1. in the annual classification in the final year of study, the overall assessment is worse than "profited very well," with no average benefit from the subjects of the graduation exam worse than commendable;
2. the subjects or parts of the examination, including the written examinations of mathematics in the Gymnasium, benefit worse than the praiseworthy, in secondary vocational teachers from the practical part of the examination and in the group of study disciplines 82 - Arts, used art and handicraft art production - the main subject benefit worse than excellent,
3. the average benefit from test subjects or parts of the test less than 1,50;
b) benefit very well if the pupil does not
1. in the annual classification in the final year of study in any subject benefit worse than good;
2. the subjects or parts of the examination, including the written examinations of mathematics at the Gymnasium benefit worse than good, in the secondary vocational schools from the practical part of the exam and in the group of study disciplines 82 - Arts, used art and handicraft art production - from the main subject of instruction benefit worse than commendable;
3. the average benefit from articles or parts of the test less than 2,00;
(c) benefit if the pupil does not have
in all subjects or parts of the test, the degree of benefit worse than sufficient;
(d) did not benefit if the pupil has:
in an object or part of the test, the degree of benefit is insufficient.
(7) The total assessment shall not include the benefit of the subject from which the student volunteers to the test.
(8) The total assessment of the examination shall be notified to the pupil by the chairman of the examination committee on the day on which the examination was completed. This evaluation is final.
(9) The training of pupils in special vocational schools for the exercise of simple activities is assessed at the end of two stages - benefited - failed.
§ 14
Corrective tests
(1) If a pupil has been classified from some subjects of the test including the practical and theoretical part of the test as a result of grade 5 - insufficient, the test panel shall decide if it can take a corrective test from these subjects or parts of the test in the next exceptional test period (Section 6 (1)).
(2) The final examinations shall be carried out in the fields of study, the length of which is two or three years, in October, in the fields of study, the length of which is three years and four months, in March of the following calendar year.
(3) The Regional National Committee conducting the school may, at the request of the student, authorise a second repair examination for a maximum of two subjects, including the practical and theoretical part of the examination, for serious reasons, in particular health.
(4) If the pupil did not benefit from a correction test of more than two subjects or parts of the examination, or from a second repair examination of one subject, the examination committee shall decide if it can repeat the entire graduation exam in the next school year. A student can only repeat the entire graduation exam once.
§ 15
Common provisions
(1) If the student fails to attend the examination for serious reasons, in particular medical reasons, he shall apologize no later than three days after the date of the examination. The seriousness of the reasons for which the pupil did not show up for the test shall be assessed by the chairman of the examination committee. If the chair of the examination committee admits an apology to the pupil, the pupil shall not be classified and the examination committee shall set a replacement test date. If the student did not show up for the test without an apology or if the apology was not accepted, it is considered as if he had left the study the day following the test date.
(2) Topics for individual subjects and parts of the examination shall be determined by the principal of the school, on a proposal from the relevant school subject committee, with the indication of the teaching aids which the pupil may use. For the written examination, the subjects committee produces four topics in Czech and literature and Russian, a set of six examples in mathematics in the gymnasium, four topics in the practical part of the examination in secondary vocational schools and ten topics in secondary vocational schools, thirty topics in the oral part of the examination.
(3) The Regional National Committee, which is the head of the Gymnasium, can identify uniform topics for the written examination of mathematics.
(4) The central bodies responsible for preparing young people for the profession of secondary vocational teachers and special vocational teachers may identify uniform topics for the final examination and for the practical part of the final examination.
(5) Workers who have received a full secondary education before, graduate exams from Czech language and literature and do not take from Russian language.
(6) The examinations shall take place at the school where pupils attended, with the exception of the practical part which may be held at the school's special-purpose establishment, at the workplaces of the secondary vocational schools or at the centres of the practical teaching and, in the case of secondary vocational schools, at the operational premises of organisations.
(7) A certificate of final, senior, final graduate or graduate examination is issued only to pupils who have successfully passed the exam. The report shall have the date of the final panel meeting (§ 12 (5)) and shall be submitted to pupils who have completed their studies in a proper examination period by the end of June, in two-year and three-year teaching fields by the end of July, in other teaching fields in December (§ 3 (4)). The certificate shall be issued to pupils who complete their studies in an exceptional examination period no later than 5 days after the examination. Pupils of special training courses who have been preparing for the exercise of simple activities shall be given the result of the overall assessment in the annual report sheet.
(8) Members of the Examination Board who perform their duties outside the municipality of their place of work or residence are entitled to reimbursement of travel expenses under special rules. 8)
(9) Where examinations are also carried out in a secondary vocational training centre, in a practical training centre or in a special vocational training centre by pupils prepared for organisations outside the authority which has set up the training centre, these organisations shall pay a proportion of the costs incurred for the preparation and organisation of the examinations. 9)
(10) A pupil may take the exam no later than two years after the completion of his or her studies, even if it is assessed as leaving the course (§ 15 (1)).
§ 16
Specific provisions
(1) The competent central authority or the regional national committee, which is the head of the secondary schools, 10) may ask the Ministry of Education of the Czech Republic for earlier dates to start the final examinations, graduate examinations, final post-secondary or graduate examinations in teaching or study fields, the nature of which does not allow the organisation of examinations within the period laid down in Sections 3 (4), 6 (1) and 7 (4).
(2) The Regional National Committee, which has specialised management of secondary schools, may ask the Ministry of Health of the Czech Republic for earlier dates for the opening of final examinations, graduate examinations or final post-graduate examinations in teaching or study fields, the nature of which does not allow the organisation of examinations within the period laid down in Sections 3 (4), 6 (1) and 7 (4).
(3) Pupils who prepare for the pursuit of the working-class profession in the fields of study with a length of 2 years and 4 months, 11) shall take the final examination in December; the corrective final examinations in these subjects shall be held in March of the following calendar year.
§ 17
Transitional provisions
(1) Pupils of secondary vocational schools and special vocational schools with which a teaching contract was concluded before the beginning of the validity of Act No. 29 / 1984 Coll., on the System of Primary and Secondary Schools (School Act), shall take the final apprenticeship examinations or graduate examinations, which include the final apprenticeship examination, according to the rules in force at the time of commencement of the studies. 12)
(2) Secondary school pupils shall take their examinations in accordance with this Decree starting in the 1987 / 88 school year; in the 1986 / 87 school year they shall take their examinations in accordance with the rules in force at the time of commencement of the studies. 13)
(3) Graduates in secondary schools and in individual subjects (14) shall take their examinations according to this decree starting in the school year 1989 / 90; until that time, they shall take their graduation examinations according to the rules in force at the beginning of the studies. 13)
(4) Graduates in secondary education shall have a final graduate or graduate examination in accordance with this Decree starting in the school year 1989 / 90; until then, the post-graduate course is completed in accordance with the regulations in force at the beginning of the course. 15)
§ 18

§ 19
Efficacy
This Decree shall take effect on 1 June 1987.
